S\u00f6m\u00fcrgecilik insan do\u011fas\u0131na, akl\u0131na ve vicdan\u0131na ayk\u0131r\u0131 uygulamalar\u0131yla her daim tarih sayfalar\u0131na kara bir leke olarak giren ve ink\u00e2r, talan, tahrip, yok etme zemini \u00fczerine kendini ya\u015fatan bu zihniyet ger\u00e7e\u011fini do\u011fru tan\u0131ma kavu\u015fturmak gerek.<\/p>\n<p>Tarihten g\u00fcn\u00fcm\u00fcze milliyet\u00e7ili\u011fe, din ve mezhep ay\u0131r\u0131mc\u0131l\u0131\u011f\u0131na dayal\u0131 s\u00f6m\u00fcrgeci politikalara her daim s\u00fcrd\u00fcrmeye \u00e7al\u0131\u015fan T\u00fcrk devlet gelene\u011fine do\u011fru bilgiler ve belgeler \u0131\u015f\u0131\u011f\u0131nda inceledi\u011fimizde T\u00fcrk istihbarat gelene\u011fi, fa\u015fizan karakterli, her t\u00fcrl\u00fc insani de\u011ferlerle sald\u0131r\u0131 halinde oldu\u011fu bir kez daha t\u00fcm \u00e7\u0131plakl\u0131\u011f\u0131 ile ortaya \u00e7\u0131karacakt\u0131r. \u201c\u0130stihbarat ve T\u00fcrk Devlet gelene\u011fi\u201d adl\u0131 dosya \u00e7al\u0131\u015fmam\u0131z\u0131n \u00fc\u00e7\u00fcnc\u00fc b\u00f6l\u00fcm\u00fcnde \u0130ttihat-Terakki ve Te\u015fkilat-\u0131 Mahsusa yap\u0131lanmalar\u0131n\u0131n ortaya \u00e7\u0131k\u0131\u015f\u0131, geli\u015fimi, kurumsalla\u015fmas\u0131, uygulamalar\u0131 ve yarat\u0131\u011f\u0131 sonu\u00e7lar itibar\u0131yla insano\u011flunun en k\u00f6t\u00fc, \u00e7irkin, tahripk\u00e2r ve y\u00fczkaras\u0131 uygulamalar\u0131n\u0131 t\u00fcm ger\u00e7ekli\u011fi ortaya \u00e7\u0131kard\u0131k.<\/p>\n<p><strong>K\u00f6t\u00fcl\u00fckte ve Soyk\u0131r\u0131mda zirve yapt\u0131<\/strong><\/p>\n<p>Soyk\u0131r\u0131mc\u0131-katliamc\u0131 karakteri ile bilinen \u0130ttihat ve Terakki cemiyeti 1889 da \u0130ttihat-\u0131 Osmanl\u0131 ad\u0131yla mektebi t\u0131bbiyede kurulmu\u015ftur. Bu \u00f6rg\u00fctlenmenin 1894\u2019te \u0130ttihat ve Terakki ad\u0131n\u0131 ald\u0131\u011f\u0131, 1908\u2019e kadar katliamc\u0131 faaliyetlerini bu tarzda s\u00fcrd\u00fcrd\u00fc\u011f\u00fc bilinen bir ger\u00e7ekliktir. \u0130ttihat ve Terakkinin temel amac\u0131 y\u0131k\u0131lmaya do\u011fru giden Osmanl\u0131y\u0131 kurtarma oldu\u011fu bu amac\u0131n vurucu g\u00fcc\u00fc ise fa\u015fizan karakterli, her t\u00fcrl\u00fc insani de\u011fere ac\u0131mazs\u0131zca sald\u0131ran Te\u015fkilat-\u0131 mahsusa oldu\u011fu bir\u00e7ok kaynak\u00e7a do\u011frulanm\u0131\u015ft\u0131r.<\/p>\n<p>Te\u015fkilat-\u0131 Mahsusa,\u00a0 k\u00f6t\u00fcl\u00fckte zirve yapan T\u00fcrk istihbarat \u00f6rg\u00fct\u00fcd\u00fcr. Te\u015fkilat\u0131n kurucu ve \u00f6nde gelen y\u00f6neticileri Ku\u015f\u00e7uba\u015f\u0131 E\u015fref, S\u00fcleyman Askeri, Hac\u0131 Sami gibi isimlerden olu\u015ftu\u011fu ara\u015ft\u0131rmalar sonucunda bir\u00e7ok tarih kaynaklar\u0131nca do\u011frulanmaktad\u0131r. Te\u015fkilat-\u0131 Mahsusa, 1913 y\u0131l\u0131nda yay\u0131nlanmayan ve resmi olmayan bir talimatla sava\u015f bakanl\u0131\u011f\u0131 b\u00fcnyesinde \u0130ttihat ve Terakki taraf\u0131ndan kuruldu\u011fu ve bir\u00e7ok katliam\u0131n ger\u00e7ekle\u015ftirilmesinde ba\u015fat rol oynam\u0131\u015ft\u0131r. \u00d6rg\u00fct\u00fcn ilk daire ba\u015fkan\u0131 S\u00fcleyman Askeri, son ba\u015fkan\u0131 H\u00fcsamettin Ert\u00fcrk oldu\u011fu bilinmektedir. Te\u015fkilat\u0131n askeri operasyonlardan sorumlu olan E\u015fref Ku\u015f\u00e7uba\u015f\u0131\u2019n\u0131n kirli ve soyk\u0131r\u0131mc\u0131 politikalar\u0131yla tarih sayfalar\u0131na ge\u00e7mi\u015ftir. Osmanl\u0131 \u2018n\u0131n ba\u015f a\u015fa\u011f\u0131 d\u00fc\u015f\u00fc\u015f\u00fcn\u00fc engellemek i\u00e7in \u00e7aba sarf eden Enver Pa\u015fa \u2019n\u0131n Te\u015fkilat\u0131 Mahsusa\u2019 n\u0131n temel amac\u0131n\u0131 \u015fu s\u00f6zleriyle dile getirmi\u015ftir \u201cOsmanl\u0131\u2019y\u0131 kurtaracak yeg\u00e2ne ad\u0131m, T\u00fcrk ve M\u00fcsl\u00fcman d\u00fcnyalar\u0131n\u0131 birle\u015ftirmektir. Gayri-M\u00fcslim topluluklar \u015fimdiye kadar devletin devam\u0131na kar\u015f\u0131 tav\u0131r i\u00e7indeler, bu y\u00fczden Osmanl\u0131\u2019y\u0131 ayakta tutman\u0131n acil yolu bu tehdit unsuruna bir \u00e7\u00f6z\u00fcm bulmakt\u0131r\u201d.\u00a0 Te\u015fkilat-\u0131 Mahsusa\u2019n\u0131n \u0130ttihat ve Terakki&#8217;nin Pan-T\u00fcrkist ve Pan-\u0130sl\u00e2mist ideolojisi do\u011frultusunda, Osmanl\u0131n\u0131n son d\u00f6neminde kurulmu\u015f ve Osmanl\u0131 otoritesine kar\u015f\u0131 halklar\u0131n boy veren \u00f6zg\u00fcrl\u00fck taleplerini ezmeyi temel ama\u00e7 edindi\u011fi bir \u00e7ok belgeyle do\u011frulanm\u0131\u015ft\u0131r.<\/p>\n<p><strong>Halklar\u0131n \u00f6zg\u00fcrl\u00fck taleplerini ezmek ve i\u00e7 muhalefeti tasfiye etmek i\u00e7in kurumsalla\u015ft\u0131<\/strong><\/p>\n<p>Te\u015fkilat-i Mahsusa denilen yap\u0131n\u0131n Osmanl\u0131 tahakk\u00fcm\u00fcndeki halklar\u0131n \u00f6zg\u00fcrl\u00fck taleplerini ezmek ve i\u00e7 muhalefeti tasfiye etmek i\u00e7in kurumsalla\u015fm\u0131\u015ft\u0131r. Resmi kurulu\u015f tarihi 1913\u2019 olsa da Enver Pa\u015fa taraf\u0131nda gayri resmi olarak 1903 y\u0131l\u0131nda kurumla\u015ft\u0131\u011f\u0131 ve 1913 y\u0131l\u0131nda yasalla\u015farak resmi stat\u00fc kazand\u0131\u011f\u0131 bilinmektedir. Kurulu\u015fundan itibaren \u00f6zg\u00fcrl\u00fck talebi olan her kese kar\u015f\u0131 bir k\u0131y\u0131m makinesi i\u015flevini g\u00f6rd\u00fc\u011f\u00fc bir\u00e7ok belgeyle kan\u0131tlanm\u0131\u015ft\u0131r. \u00d6zellikle Ermeni soyk\u0131r\u0131m\u0131n \u00f6nc\u00fc kuvveti g\u00f6revini \u00fcstlendi\u011fi \u00e7ok a\u00e7\u0131kt\u0131r. Te\u015fkilat-\u0131 Mahsusa\u2019n\u0131n her t\u00fcrl\u00fc katliam\u0131n\u0131 me\u015fru g\u00f6ren bu zihniyetin\u00a0 fikir babas\u0131 ve y\u00f6neticisi Bahattin \u015eakir: &#8216;Ermenilerin kesif bir halde Rus hududu civar\u0131nda ya\u015famalar\u0131n\u0131n, memleketimin bekas\u0131 bak\u0131m\u0131ndan b\u00fcy\u00fck bir tehlike oldu\u011fu anla\u015f\u0131lm\u0131\u015ft\u0131r. Tehlikeyi ortadan kald\u0131rmak i\u00e7in, ne m\u00fcmk\u00fcnse yapmak milli selametin icab\u0131d\u0131r. Bu yolu tutmak, belki de milli ve insani kanunlara kar\u015f\u0131 gelmek demektir. Bunun vebalini can\u0131mla \u00f6demeye haz\u0131r\u0131m. Hedefe varsam da, varmasam da, beni ay\u0131playanlar \u00e7ok olacakt\u0131r\u2019 s\u00f6zleri dile getirdi\u011fi bilinmektedir. Ayr\u0131ca Bahattin \u015eakir, 25 Mart 1915&#8217;te Cemal pa\u015fa\u2019ya yazd\u0131\u011f\u0131 mektupta: \u2018Cemiyet vatan\u0131 bu melun kavmin ihtidas\u0131ndan kurtarmaya daima haz\u0131rd\u0131r. Osmanl\u0131, tarihine s\u00fcr\u00fclecek lekenin mesuliyetini, almaya karar vermi\u015ftir\u2019. Dedi\u011fi ortaya \u00e7\u0131km\u0131\u015ft\u0131r. Yine 18 Kas\u0131m 1915 tarihli bir ba\u015fka mektubunda ise: cemiyet bundan sonra kat ve imhaya karar vermi\u015f ve bu bapta maalesef pek kanl\u0131 tedbir ittihaz\u0131na mecbur kalm\u0131\u015ft\u0131r. Emin olunuz ki, bu tedbirlerin deh\u015fet-i hacmiyesinden biz de m\u00fcteessiriz. Fakat cemiyet temini mevcudiyet tebdiresine bundan ba\u015fka \u00e7are g\u00f6remiyor\u2019 diyerek yap\u0131lan katliam ve soyk\u0131r\u0131mlar\u0131 \u00e7ok net bir \u015fekilde itiraf etmi\u015ftir.<\/p>\n<p><strong>\u00a0Kirli \u0130stihbarat\u0131n ve s\u00f6m\u00fcrgecilerin temel karakteri Te\u015fkil\u00e2t-\u0131 Mahsusa<\/strong><\/p>\n<p>Resmi kurulu\u015f amac\u0131, yurt i\u00e7i ve yurtd\u0131\u015f\u0131nda kar\u015f\u0131-istihbarat faaliyeti y\u00fcr\u00fctmek, propaganda yapmak, \u00f6rg\u00fctlenme geli\u015ftirmek ve suikast ile operasyonlar ger\u00e7ekle\u015ftirmek olarak tan\u0131mlanm\u0131\u015ft\u0131r. 1903&#8217;den itibaren yasad\u0131\u015f\u0131 olarak yayg\u0131n bir \u00f6rg\u00fctl\u00fcl\u00fc\u011fe kavu\u015fmu\u015f ve A\u011fustos 1913&#8217;te harbiye naz\u0131r\u0131na ba\u011flanarak k\u0131smen resm\u00eele\u015ftirilmi\u015ftir. Te\u015fkilat\u0131 Mahsusan\u0131n k\u00f6kleri\u00a0 \u201cUmuru \u015earkiye\u201d gibi de\u011fi\u015fik isimlerle daha eskilere, 1903 y\u0131l\u0131na kadar dayanmaktad\u0131r. Te\u015fkilat-\u0131 Mahsusa 1918&#8217;de resmi olarak tasfiye edilse de\u00a0\u00a0 fiili varl\u0131\u011f\u0131n\u0131 s\u00fcrd\u00fcrd\u00fc\u011f\u00fc ve kirli- kanl\u0131 politikalar\u0131n\u0131 her yerde uyguland\u0131\u011f\u0131 bilinmektedir. Daha sonra Kuvay\u0131-Milliye ile M\u00fcdafaa-i Hukuk Cemiyetleri ve farkl\u0131 adlardaki istihbarat \u00f6rg\u00fctlerine d\u00f6n\u00fc\u015fse bilgi toplama d\u0131\u015f\u0131nda ayn\u0131 zamanda bir \u00e7ete ordusuna d\u00f6nd\u00fc\u011f\u00fc ve \u00a0bir \u00e7ok katliama giri\u015fti\u011fi bilinmektedir.<\/p>\n<p>Te\u015fkil\u00e2t-\u0131 Mahsusa, esas tarihsel su\u00e7u ise Ermeni soyk\u0131r\u0131m\u0131nda oynad\u0131\u011f\u0131 rold\u00fcr. Ermeni soyk\u0131r\u0131m\u0131n\u0131n planlanma ve uygulanmas\u0131nda en kritik rol\u00fc bu kurum \u00fcstlenmi\u015ftir. Fakat resmi tarih Ermeni soyk\u0131r\u0131m\u0131n\u0131 ret etti\u011fi gibi, kurumun soyk\u0131r\u0131mdaki rol\u00fc de hep gizlenmeye \u00e7al\u0131\u015f\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p>Cumhuriyetin kurulu\u015f s\u00fcrecinde Ko\u00e7giri Katliam\u0131nda ba\u015fat rol oynayan Ginyan\u2019l\u0131 Murat pa\u015fa, Dersim k\u0131y\u0131m\u0131n\u0131 ger\u00e7ekle\u015ftiren kadrolar\u0131n \u00e7o\u011fu bu te\u015fkilat\u0131n eski elemanlar\u0131 oldu\u011fu ara\u015ft\u0131rmalar sonucunda ortaya \u00e7\u0131km\u0131\u015ft\u0131r. Kuvay\u0131-Milliye ve M\u00fcdafaa-i Hukuk gruplar\u0131n\u0131n \u00f6nde gelen y\u00f6neticilerin tamam\u0131na yak\u0131n\u0131 Te\u015fkil\u00e2t-\u0131 Mahsusa \u00fcyesidirler. Buna ra\u011fmen T\u00fcrk resmi tarihi Te\u015fkil\u00e2t-\u0131 Mahsusa ile Mill\u00ee M\u00fccadele aras\u0131ndaki ili\u015fkiyi hep gizlemeye \u00e7al\u0131\u015fm\u0131\u015ft\u0131r. Kurulu\u015fun son ba\u015fkan\u0131 H\u00fcsamettin Ert\u00fcrk Te\u015fkil\u00e2t-\u0131 Mahsusa&#8217;n\u0131n kurulu\u015f amac\u0131n\u0131: \u201cBu te\u015fkilat\u0131n gayesi, bir taraftan b\u00fct\u00fcn islamlar\u0131 bir bayrak alt\u0131nda toplamak, bu suretle Pan-islamizme vas\u0131l olmakt\u0131r. Di\u011fer taraftan da T\u00fcrk \u0131rk\u0131n\u0131 siyasi bir birlik i\u00e7inde bulundurmak, bu bak\u0131mdan da Pan-t\u00fcrkizm hakikat sahas\u0131na sokmakt\u0131r\u201d bi\u00e7iminde tan\u0131mlamaktad\u0131r. T\u00fcrk egemenleri Te\u015fkilat-\u0131 Mahsusay\u0131 Ermeni soyk\u0131r\u0131m\u0131nda kulland\u0131klar\u0131 i\u00e7in ittihat ve terakkiden sonra kurulan h\u00fck\u00fcmet ilk i\u015f olarak te\u015fkilat\u0131n t\u00fcm belgelerini yok etmi\u015ftir. Bu nedenle kuruma ve yapt\u0131klar\u0131na ili\u015fkin ayr\u0131nt\u0131l\u0131 bilgi-belge bulunmamaktad\u0131r.<\/p>\n<p>Yayg\u0131n olarak \u00f6rg\u00fctlenen ve I. payla\u015f\u0131m sava\u015f\u0131nda askeri birlikler olu\u015fturan Te\u015fkil\u00e2t-\u0131 Mahsusa&#8217;n\u0131n en geni\u015f \u00f6rg\u00fctlendi\u011fi zaman diliminde 30 bin \u00fcye say\u0131s\u0131na ula\u015fm\u0131\u015ft\u0131r. Osmanl\u0131n\u0131n y\u0131k\u0131l\u0131\u015f\u0131 ile T\u00fcrk egemenlik sisteminin ordu, polis ve sivil b\u00fcrokrasi \u00f6rg\u00fctlenmesi kesintiye u\u011fram\u0131\u015ft\u0131r. Devlet y\u0131k\u0131ld\u0131\u011f\u0131nda bu yap\u0131lar da da\u011f\u0131lm\u0131\u015f ve ortadan kalkm\u0131\u015flard\u0131r. Fakat istihbarat ve k\u0131smen k\u00fc\u00e7\u00fck r\u00fctbeli subaylar\u0131 Kuvay\u0131 mill\u00eeye i\u00e7inde yer alan ordu, tam da\u011f\u0131l\u0131p ortadan kalkmam\u0131\u015ft\u0131r. Bu iki yap\u0131 arac\u0131l\u0131\u011f\u0131yla k\u00f6t\u00fcl\u00fckle \u00f6r\u00fcl\u00fc tarihsel birikim ve ac\u0131mas\u0131z gelenek Cumhuriyetin b\u00fcnyesine ta\u015f\u0131nm\u0131\u015ft\u0131r.\u00a0 Cumhuriyetin \u00fczerinde y\u00fckseldi\u011fi zemine d\u00f6n\u00fc\u015fm\u00fc\u015ft\u00fcr.
