Bu kadar geni\u015f bir co\u011frafyada b\u00f6lgesel emperyalist g\u00fc\u00e7 olma aray\u0131\u015f\u0131nda olan TC\u2019nin bu politikalar\u0131 aniden ortaya \u00e7\u0131km\u0131\u015f de\u011fildir.\u00a0 AKP-MHP fa\u015fizminin K\u00fcrdistan\u2019\u0131n d\u00f6rt par\u00e7as\u0131na kar\u015f\u0131 s\u00fcrd\u00fcrd\u00fc\u011f\u00fc i\u015fgal ve s\u00f6m\u00fcrgeci sald\u0131r\u0131lar\u0131 yine Libya gibi farkl\u0131 alanlarda a\u00e7\u0131k veya kapal\u0131 egemenlik alan\u0131 kazanma \u00e7abalar\u0131 sadece g\u00fcncel politika d\u00fczleminde anla\u015f\u0131lamaz. Fa\u015fist h\u00fck\u00fcmetin sadece K\u00fcrt halk\u0131 i\u00e7in de\u011fil t\u00fcm b\u00f6lge halklar\u0131 i\u00e7in olduk\u00e7a tehlikeli olan bu giri\u015fimleri 97 y\u0131ll\u0131k TC devletinin geni\u015fleme politikas\u0131ndan ba\u011f\u0131ms\u0131z de\u011fildir. Bu a\u00e7\u0131dan bu yay\u0131lma isteklerinin zihinsel altyap\u0131s\u0131n\u0131 incelerken di\u011fer yandan bu konuda belli tarihsel d\u00f6nemlerde att\u0131\u011f\u0131 ad\u0131mlar\u0131 da g\u00f6zden ge\u00e7irmek bug\u00fcnk\u00fc g\u00f6z\u00fc d\u00f6nm\u00fc\u015f sald\u0131rganl\u0131\u011f\u0131 daha anla\u015f\u0131l\u0131r k\u0131lar.<\/p>\n<p>\u00d6ncellikle TC\u2019nin i\u015fgalci, s\u00f6m\u00fcrgeci e\u011filimlerinin \u015fekillendi\u011fi devlet gelene\u011fine de bakmam\u0131z gerekir. \u00c7\u00fcnk\u00fc ge\u00e7en y\u00fczy\u0131l\u0131n ba\u015f\u0131nda hegemonik g\u00fc\u00e7lerin tasar\u0131s\u0131 do\u011frultusunda in\u015fa edilen T\u00fcrk devleti ayn\u0131 zamanda binlerce y\u0131ll\u0131k devlet\u00e7i uygarl\u0131\u011f\u0131n bir damar\u0131n\u0131 temel al\u0131yordu. Bu bak\u0131mdan TC\u2019nin tarih boyunca geni\u015fleme giri\u015fimlerini ele al\u0131rken \u00f6ncellikle T\u00fcrk devlet gelene\u011fini an\u0131msamal\u0131y\u0131z. Bu devlet gelene\u011fi ile i\u015fgalci zihniyetin irdelenmesi bize hem ge\u00e7mi\u015fteki yay\u0131lma pratiklerini hem de g\u00fcn\u00fcm\u00fczde hedeflenenleri yerli yerine koyma olana\u011f\u0131 do\u011furacakt\u0131r.<\/p>\n<p><strong>Ya\u011fmac\u0131, \u0130\u015fgalci T\u00fcrk Devlet Gelene\u011fi<\/strong><\/p>\n<p>Devlet\u00e7i uygarl\u0131\u011f\u0131n temel hatt\u0131 tekelle\u015fme \u00fczerinden ilerler. Hem sermayenin hem de iktidar\u0131n tekelle\u015fmesi bu uygarl\u0131k sisteminin temel ad\u0131m\u0131d\u0131r. Yani bir yandan toplumun eme\u011fi s\u00f6m\u00fcr\u00fcl\u00fcrken ve maddi birikim sa\u011flan\u0131rken di\u011fer taraftan zora dayal\u0131 iktidar tarz\u0131n\u0131n birikimi ger\u00e7ekle\u015fir. Asl\u0131nda devleti sadece bir iktidar birikimi ve kurumsalla\u015fmas\u0131 \u015feklinde tan\u0131mlamak yanl\u0131\u015f olmaz. Bu sistemin kendini s\u00fcreklile\u015ftirmesi bu birikim \u00e7er\u00e7evesinde hareket etmesi sayesinde olur.<\/p>\n<p>Devlet kavram\u0131 fakat \u00e7e\u015fitli devlet modellerini kapsar. Uygarl\u0131k \u00e7er\u00e7evesinde uzun d\u00f6nem tarih ele al\u0131nd\u0131\u011f\u0131nda devletin ortak \u00e7ekirde\u011fi belirgin olurken daha k\u0131sa d\u00f6nemler incelemeye tabi tutuldu\u011funda \u00f6zg\u00fcn yanlar a\u00e7\u0131\u011fa \u00e7\u0131kmaktad\u0131r. \u00d6te yandan biriken y\u00f6netim tarzlar\u0131n\u0131n yaratt\u0131\u011f\u0131 farkl\u0131l\u0131klar\u0131n yap\u0131sal \u00e7er\u00e7evesi devlet gelenekleri \u015feklinde ayr\u0131mlarla incelenebilir. Ku\u015fkusuz egemen s\u0131n\u0131f\u0131n karakterinden ideolojik ara\u00e7lara ya da d\u00fcnya sistemindeki konumuna kadar bir devletin yap\u0131s\u0131n\u0131, \u015feklini belirleyen bir\u00e7ok fakt\u00f6r vard\u0131r. Fakat bu devlet gelene\u011finin olu\u015fan devlet modellerinde \u00f6nemli bir etken olmad\u0131\u011f\u0131 anlam\u0131na gelmez. \u00a0\u00c7in devlet gelene\u011fi merce\u011finin i\u015flevselli\u011finin en bilinen \u00f6rne\u011fidir.<\/p>\n<p>Devlet\u00e7i uygarl\u0131\u011f\u0131n \u201csava\u015f\u201d olgusunu insanl\u0131\u011f\u0131n ba\u015f\u0131na bela etti\u011fi bilinmektedir. \u00c7\u00fcnk\u00fc t\u00fcm di\u011fer niteliklerinin yan\u0131nda devlet mant\u0131\u011f\u0131 zaten sava\u015f \u00fczerine kuruludur. \u0130kili bir sava\u015f; ilki \u00fczerine \u00e7\u00f6reklendi\u011fi topluma y\u00f6neltti\u011fi i\u00e7e kar\u015f\u0131 sava\u015f, ikincisi t\u00fcm makyajlar\u0131na kar\u015f\u0131 esasta s\u00f6m\u00fcr\u00fc ve egemenlik alan\u0131n\u0131 geni\u015fletmek i\u00e7in uygulad\u0131\u011f\u0131 d\u0131\u015fa kar\u015f\u0131 sava\u015f. Devlet\u00e7i g\u00fc\u00e7ler toplumu s\u00f6m\u00fcr\u00fc tahakk\u00fcm\u00fcne sokarken bu s\u00f6m\u00fcr\u00fcden elde etti\u011fi art\u0131 geliri korumak ve art\u0131rmak i\u00e7in h\u00fckmetti\u011fi topraklar\u0131n geni\u015fletmesini ister. Bu a\u00e7\u0131dan do\u011frudan i\u015fgali hedefleyen sava\u015flar devletli uygarl\u0131\u011fa i\u00e7kin bir durumdur. Her devlette bu geni\u015fleme e\u011filimi s\u00f6z konusuyken baz\u0131 devletlerin temel harc\u0131n\u0131n bu oldu\u011funu tarihte izleyebilmekteyiz. \u0130mparatorluklar\u0131n bir\u00e7ok farkl\u0131 \u00f6zelli\u011fi olmakla birlikte onlar\u0131 bu g\u00f6zleme \u00f6rnek g\u00f6sterebiliriz. Bir\u00e7ok tarih\u00e7i farkl\u0131 kavramsalla\u015ft\u0131rmalarla da olsa bu duruma i\u015faret etmi\u015ftir. T\u00fcrk devlet gelene\u011fini bu s\u00fcrekli yay\u0131lma ve al\u0131nan haraca dayal\u0131 imparatorluk d\u00fczleminde ele alabiliriz.<\/p>\n<p>Fakat \u00f6ncellikle \u201cT\u00fcrk devlet gelene\u011fi\u201d derken kastetti\u011fimizin T\u00fcrk egemen s\u0131n\u0131flar\u0131n y\u00f6netti\u011fi devletler oldu\u011funu belirtmek gerekir. \u00c7\u00fcnk\u00fc \u00d6nder Abdullah \u00d6calan\u2019\u0131n belirti\u011fi gibi devletler bir halk\u0131n ya da ulusun olamaz. Yani T\u00fcrk halk\u0131n\u0131n bir devleti yoktur, hi\u00e7 olmam\u0131\u015ft\u0131r. \u00a0Var olan sadece T\u00fcrk tekellerinin y\u00f6netti\u011fi devletlerdir. \u00d6rne\u011fin baz\u0131 devletlerini y\u00f6neticileri T\u00fcrk\u2019t\u00fcr ama o devlet halk\u0131n ya da ulusun de\u011fildir. Devletin toplumla ve ya halkla kurdu\u011fu ili\u015fkinin esas\u0131n\u0131n s\u00f6m\u00fcr\u00fc ili\u015fkisi oldu\u011fu g\u00f6z ard\u0131 edilmemelidir. Devlet her zaman egemen tekellerin sistemini korumay\u0131 sa\u011flayan bir mekanizmad\u0131r, t\u00fcm toplumun refah\u0131 ya da g\u00fcvenli\u011fi i\u00e7in olu\u015fturulmu\u015f de\u011fildir. En \u00e7ok istismar etti\u011fi g\u00fcvenlik noktas\u0131nda k\u0131smen toplumlar\u0131 korudu\u011fu s\u00f6ylenebilirse de esas korunan\u0131n \u00fcst s\u0131n\u0131flar\u0131n s\u00f6m\u00fcr\u00fc \u00e7ark\u0131 oldu\u011fu kesindir. \u00d6te yandan ulus devlet \u00f6ncesi hi\u00e7bir zaman t\u00fcm halk\u0131n ya da ulusun devleti oldu\u011fu iddias\u0131 dile gelmemi\u015ftir. Hi\u00e7bir devlet kendini bu \u015fekilde tan\u0131mlamam\u0131\u015ft\u0131r. Ulus devlet kendini ulusun devleti olarak sunarken \u00f6ncellikle bu tarihi ger\u00e7e\u011fi yanl\u0131\u015f aktar\u0131r. Tarihte bilmem ka\u00e7 T\u00fcrk devleti oldu\u011fu iddias\u0131 bu a\u00e7\u0131dan da temelsizdir.<\/p>\n<p>\u0130kincisi T\u00fcrk devlet gelene\u011fi derken T\u00fcrk egemenlerin \u00f6zg\u00fcn bir devlet modeli geli\u015ftirdi\u011fini iddia etmiyoruz. \u00c7\u00fcnk\u00fc T\u00fcrk egemenleri tarih boyunca y\u00f6nettikleri devletlerde kendine has bir tarz oturtmu\u015f de\u011fillerdir. Ne b\u00f6yle bir yetenekleri ne de b\u00f6yle bir yarat\u0131c\u0131l\u0131klar\u0131 vard\u0131r. Tarih boyunca yapt\u0131klar\u0131 da zorla ele ge\u00e7irdikleri devletlerin tarz\u0131n\u0131 uygulamakt\u0131r, yoksa yeni bir sentez yaratm\u0131\u015f de\u011fildirler. Ku\u015fkusuz k\u0131smi farkl\u0131l\u0131klar yaratm\u0131\u015flard\u0131r ama bu \u00f6zg\u00fcn bir sistem anlam\u0131na gelmez. T\u00fcrk devlet gelene\u011fi ifadesi devlet modellerini ara\u015ft\u0131rma ve kar\u015f\u0131la\u015ft\u0131rma olanaklar\u0131 vermez. Buna kar\u015f\u0131n T\u00fcrk devlet gelene\u011fi ifadesini kullanmak yanl\u0131\u015f yorumlara kap\u0131 a\u00e7mas\u0131na kar\u015f\u0131n bize T\u00fcrk \u00fcst s\u0131n\u0131flar\u0131n devleti y\u00f6netme tarz\u0131na ili\u015fkin biriktirdikleri ilkeleri g\u00f6rme a\u00e7\u0131s\u0131ndan bir kolayl\u0131k sa\u011flar. Bu temelde T\u00fcrk devlet gelene\u011finde g\u00f6r\u00fclen baz\u0131 ilkelerden bahsedebiliriz.<em>\u00a0\u00a0 <\/em><\/p>\n<p>Daha \u00f6nceleri de T\u00fcrk egemenlerin devlet olu\u015fumlar\u0131na gitti\u011fi g\u00f6zlemlenebilirse de esas \u00e7\u0131k\u0131\u015flar\u0131n\u0131 \u0130slamiyet\u2019i kabul etmeleri ile beraber yapt\u0131klar\u0131n\u0131 s\u00f6ylemek m\u00fcmk\u00fcnd\u00fcr. T\u00fcrkmen kabilelerindeki ahlaki ve politik \u00f6zle ya\u015fanan s\u00fcrekli \u00e7at\u0131\u015fma bu devletle\u015fmenin esas dinamiklerinden biridir. Orta Asya\u2019dan \u00f6nce Yak\u0131n Do\u011fu\u2019ya ard\u0131ndan Ortado\u011fu\u2019da egemen olan devletler kuran T\u00fcrk elitleri askeri g\u00fcc\u00fcne dayand\u0131\u011f\u0131 g\u00f6\u00e7ebe T\u00fcrkmen a\u015firet k\u00fclt\u00fcr\u00fcnden uzakla\u015farak \u00f6ncelikle yo\u011funca Pers devlet gelene\u011finden etkilenmi\u015ftir. O d\u00f6nemki devletlerde Fars ektisi devletin dilinden y\u00f6netim \u015fekline kadar olduk\u00e7a belirgindir. Ayr\u0131ca bu gelene\u011fin transferinde \u00fcnl\u00fc Sel\u00e7uklu veziri Niz\u00e2m\u00fclm\u00fclk simgesel olarak da zihinsel birikimin aktar\u0131lmas\u0131nda da \u00f6nemli bir rol oynam\u0131\u015ft\u0131r. <strong>(<em>Aslen Fars olan Sel\u00e7uklu Devleti\u2019nin g\u00fc\u00e7l\u00fc veziri Niz\u00e2m\u00fclm\u00fclk\u2019 \u00fcn \u00fcnl\u00fc \u201cSiyasetname\u201d kitab\u0131 T\u00fcrk y\u00f6netici kli\u011fine devletin nas\u0131l y\u00f6netilece\u011fini \u00f6\u011fretmek i\u00e7in yaz\u0131lm\u0131\u015ft\u0131. Bu s\u00f6z\u00fc edilen iktidar birikiminin aktar\u0131m\u0131n\u0131 \u00f6rneklemektedir. Ve bu kitap y\u00fczy\u0131llarca y\u00f6netici s\u0131n\u0131f\u0131n temel kitab\u0131 olarak okundu.)<\/em><\/strong> T\u00fcrk egemenlerinin devletleri K\u00fcrdistan \u00fczerinden Bizans \u0130mparatorlu\u011fu\u2019nun egemen oldu\u011fu topraklara do\u011fru geli\u015ftik\u00e7e bu iki ana imparatorluk gelene\u011finden daha fazla etkilendi. Osmanl\u0131 \u0130mparatorlu\u011funda ise bu iki gelene\u011fin sentezini g\u00f6rebilmekteyiz.<\/p>\n<p>Osmanl\u0131 imparatorluklar\u0131n y\u00f6netim sanat\u0131n\u0131 kendi b\u00fcnyesine katt\u0131\u011f\u0131 b\u00fcrokrasi sayesinde elde ederken, iktidar\u0131n biny\u0131ll\u0131k yozlu\u011funu da i\u00e7selle\u015ftirmi\u015ftir. Bu devlet tarz\u0131n\u0131n kendini dayand\u0131rd\u0131\u011f\u0131 temel g\u00fcd\u00fc yay\u0131lmac\u0131l\u0131k ve sava\u015ft\u0131r. \u0130mparatorluk ne kadar b\u00fcy\u00fcrse y\u00f6netici s\u0131n\u0131flar\u0131n \u00e7\u0131kar\u0131 ve k\u00e2r\u0131 o denli b\u00fcy\u00fcr. \u201cFetih\u201d ve \u201cCihat\u201d gibi kavramlarla dini bir sos verilerek \u0130slamiyet kullan\u0131lsa bile halklar\u0131n hem sava\u015flarda k\u0131r\u0131ld\u0131\u011f\u0131 hem de yo\u011fun bir s\u00f6m\u00fcr\u00fcye tabi tutuldu\u011fu Osmanl\u0131\u2019n\u0131n \u00f6z\u00fc de bu s\u00f6m\u00fcr\u00fc sistemidir. Askeri ve sivil b\u00fcrokrasinin egemen oldu\u011fu bu devlet tarz\u0131 TC\u2019ye d\u00f6n\u00fc\u015f\u00fcrken yeni y\u00f6neticilerin zihin d\u00fcnyas\u0131nda daha \u00f6nce y\u00f6netilen b\u00fcy\u00fck topraklar ve s\u00fcrekli yay\u0131lma iste\u011fi temel bir rol oynam\u0131\u015ft\u0131r. Bug\u00fcnlerde dile getirilen Osmanl\u0131c\u0131l\u0131k hayalleri T\u00fcrk y\u00f6neticilerinin egemenlik \u00f6zlemleri\u00a0 ile ilgilidir ve TC tarihinden \u00f6rneklerle de g\u00f6rebilece\u011fimiz gibi AKP-MHP fa\u015fizmiyle s\u0131n\u0131rl\u0131 de\u011fildir.
