Bir\u00e7ok devlet\u00e7i uygarl\u0131\u011f\u0131n, hegemonik g\u00fc\u00e7lerin kendi aralar\u0131nda s\u00fcrd\u00fcrd\u00fckleri rekabet, sava\u015f ve \u00e7at\u0131\u015fma zemini olmu\u015ftur. K\u00fcrdistan\u2019da soyk\u0131r\u0131m, sava\u015f ve \u00e7at\u0131\u015fma neredeyse hi\u00e7 eksik olmam\u0131\u015ft\u0131r. K\u00fcrt halk\u0131, bu durumdan olduk\u00e7a zarar g\u00f6rm\u00fc\u015ft\u00fcr. Her defas\u0131nda i\u015fgal ve talana u\u011frayan K\u00fcrdistan co\u011frafyas\u0131, \u00fczerinde ya\u015fayan b\u00fct\u00fcn canl\u0131lar\u0131yla katliam ve soyk\u0131r\u0131mdan ge\u00e7irilmi\u015f, bu durum K\u00fcrt toplumunda derin trajedi ve ac\u0131lara neden olurken ayn\u0131 zamanda bu y\u0131k\u0131mlara ra\u011fmen her i\u015fgal, talan ve soyk\u0131r\u0131m sonras\u0131nda da K\u00fcrtler kendi k\u00f6kleri \u00fczerinden tekrardan dirilmi\u015flerdir. T\u00fcm bu y\u0131k\u0131m ve tasfiye giri\u015fimlerine ra\u011fmen K\u00fcrtlerin g\u00fcn\u00fcm\u00fcze kadar varl\u0131klar\u0131n\u0131 s\u00fcrd\u00fcrmeleri mucize kabilinde bir durum gibi g\u00f6r\u00fcnse de asl\u0131nda K\u00fcrt tarihsel ger\u00e7ekli\u011fine bak\u0131ld\u0131\u011f\u0131nda bunun bir mucizeden ziyade K\u00fcrt toplumsall\u0131\u011f\u0131n\u0131n realitesinde gizli oldu\u011fu a\u00e7\u0131kt\u0131r. K\u00fcrt toplumsall\u0131\u011f\u0131n\u0131n k\u00f6k h\u00fccresini olu\u015fturan kad\u0131n eksenli neolitik de\u011ferlerdir. K\u00fcrt toplumsall\u0131\u011f\u0131 neolitik de\u011ferler \u00fczerinden y\u00fckselmi\u015ftir. K\u00fcrtler Anac\u0131l d\u00fczenin ya\u015fam\u0131n\u0131 derinli\u011fine ya\u015fad\u0131klar\u0131 i\u00e7in neolitik de\u011ferler K\u00fcrt toplumsall\u0131\u011f\u0131n\u0131n derinliklerine n\u00fcfuz etmi\u015ftir. Kad\u0131n ile ya\u015fam\u0131n K\u00fcrt\u00e7ede ayn\u0131 anlama gelmesi de bunun etimolojik bir g\u00f6stergesidir. K\u00fcrt toplumsall\u0131\u011f\u0131n\u0131n \u015fekillenmesinde K\u00fcrt kad\u0131n\u0131n belirleyici bir etkisi oldu\u011fu i\u00e7in K\u00fcrt\u00e7ede jin-jiyan \u00f6zde\u015f anlamda kullan\u0131lm\u0131\u015ft\u0131r. Bu, b\u00f6yle oldu\u011fu i\u00e7in de toplumsall\u0131\u011f\u0131n temeli ve ayn\u0131 zamanda toplumsall\u0131\u011f\u0131 anlamland\u0131ran k\u00fclt\u00fcr olgusunun hem olu\u015fturulma s\u00fcre\u00e7leri hem de bunun ya\u015fat\u0131l\u0131p yar\u0131nlara ta\u015f\u0131r\u0131lmas\u0131nda K\u00fcrt kad\u0131n\u0131n belirleyici bir etkisi olmu\u015ftur. Ve bundan \u00f6t\u00fcr\u00fc de K\u00fcrdistan\u2019\u0131 i\u015fgal eden her soyk\u0131r\u0131mc\u0131-asimilasyonist g\u00fc\u00e7, toplumun hayat damar\u0131 olan k\u00fclt\u00fcre y\u00f6nelmi\u015f, bu k\u00fclt\u00fcr\u00fcn geli\u015ftiricisi ve yay\u0131c\u0131s\u0131 konumunda olan K\u00fcrt kad\u0131n\u0131n\u0131 hedeflemi\u015ftir.<\/p>\n<p>K\u00fcrdistan\u2019a h\u00fck\u00fcmran olan b\u00fct\u00fcn iktidarc\u0131-devlet\u00e7i sistemlerde bunu g\u00f6rmek m\u00fcmk\u00fcnken, bu soyk\u0131r\u0131mc\u0131 politikalar\u0131 devr alan fa\u015fist Kemalist rejim bunlar\u0131 bir plan, sistem dahilinde y\u00fcr\u00fcterek en zirveye \u00e7\u0131karmaya \u00e7al\u0131\u015fm\u0131\u015ft\u0131r. 1923 y\u0131l\u0131nda Kemalist rejim taraf\u0131ndan tek\u00e7i ulus anlay\u0131\u015f\u0131 \u00fczerine in\u015fa edilen T.C. Devleti, kendi varl\u0131\u011f\u0131n\u0131 K\u00fcrt toplumunun ink\u00e2r ve imhas\u0131na dayand\u0131rm\u0131\u015ft\u0131r. K\u00fcrt imha ve inkar\u0131n\u0131 1925 y\u0131l\u0131nda haz\u0131rlad\u0131\u011f\u0131 \u201c\u015eark Islahat Plan\u0131\u201d ile sistematik bir yap\u0131ya kavu\u015fturmu\u015ftur. K\u00fcrt kimli\u011fini yok etme ve K\u00fcrdistan\u2019\u0131 s\u00f6m\u00fcrgele\u015ftirme amac\u0131yla haz\u0131rlanan bu plan\u0131n askeri y\u00f6ntemler yoluyla hayata ge\u00e7irilmesi \u00f6ng\u00f6r\u00fclm\u00fc\u015ft\u00fcr. Bunun yan\u0131nda ba\u015fvurulacak di\u011fer siyasal ve k\u00fclt\u00fcrel politika ise \u2018zoraki asimilasyon\u2019dur. Biz de bu yaz\u0131m\u0131zda \u201c\u015eark Islahat Plan\u0131\u201d ile sistemle\u015ftirilen zoraki asimilasyon politikalar\u0131n\u0131n bir devaml\u0131l\u0131k arz eden bi\u00e7imde g\u00fcn\u00fcm\u00fcze kadar K\u00fcrt kad\u0131nlar\u0131na nas\u0131l uygulanmakta oldu\u011funu ve bununla hedeflenenin ne oldu\u011funu irdeleyece\u011fiz.<\/p>\n<p>S\u00f6m\u00fcrgeci T.C. sistemi K\u00fcrtleri asimile etmek i\u00e7in, \u00f6ncelikle K\u00fcrt kad\u0131n\u0131n\u0131 asimile etmek gerekti\u011fi anlay\u0131\u015f\u0131yla hareket ederek Cumhuriyet tarihi boyunca k\u00fclt\u00fcrel soyk\u0131r\u0131m ama\u00e7l\u0131 geli\u015ftirmi\u015f oldu\u011fu b\u00fct\u00fcn yasa ve uygulamalarda kad\u0131nlar\u0131 \u00f6ncelikli hedef haline getirmi\u015ftir. Bu ba\u011flamda da K\u00fcrt toplumsall\u0131\u011f\u0131n\u0131n hayat damar\u0131 olan K\u00fcrt kad\u0131nlar\u0131na d\u00f6n\u00fck \u00f6zel politikalar \u00fcretmi\u015ftir. Fa\u015fist Kemalist rejim, K\u00fcrdistan\u2019da k\u00fclt\u00fcrel soyk\u0131r\u0131m\u0131 ger\u00e7ekle\u015ftirmek i\u00e7in K\u00fcrt kad\u0131nlar\u0131n\u0131 asimile etmek ama\u00e7l\u0131 \u00f6zel politikalar\u0131n\u0131 sistematik tarzda \u201c\u015eark Islahat Plan\u0131\u201d ile ba\u015flatm\u0131\u015ft\u0131r. T.C. Devleti, bu plan\u0131 de\u011fi\u015fen ko\u015fullara uyarlayarak g\u00fcn\u00fcm\u00fcze kadar y\u00fcr\u00fctmektedir.<\/p>\n<p>S\u00f6m\u00fcrgeci T.C. Devleti \u201c\u015eark Islahat Plan\u0131\u201dnda K\u00fcrtleri soyk\u0131r\u0131mdan ge\u00e7irmek i\u00e7in K\u00fcrt \u00e7ocuklar\u0131n\u0131n e\u011fitim ad\u0131 alt\u0131nda soyk\u0131r\u0131m cenderelerine al\u0131nmalar\u0131n\u0131 planlam\u0131\u015ft\u0131r. Yeni nesilleri s\u00f6m\u00fcrge okullar\u0131nda T\u00fcrk\u00e7\u00fcl\u00fck zihniyetiyle yeti\u015ftirip k\u00fclt\u00fcrel soyk\u0131r\u0131m\u0131 sonuca g\u00f6t\u00fcrmek istemi\u015ftir. Bir soyk\u0131r\u0131m belgesi olan \u201c\u015eark Islahat Plan\u0131\u201dn\u0131n\u00a0\u00a0 hayata ge\u00e7irilmesi \u00f6n\u00fcnde engel g\u00f6r\u00fclen K\u00fcrt kad\u0131nlar\u0131n\u0131n asimile edilmelerine d\u00f6n\u00fck \u00f6zel maddeler geli\u015ftirilmi\u015ftir. \u00a0Bu ba\u011flamda da 14.maddede \u015f\u00f6yle denilmektedir: \u201cT\u00fcrk Ocaklar\u0131 ve mektepler a\u00e7\u0131lmas\u0131 ve bilhassa her t\u00fcrl\u00fc fedak\u00e2rl\u0131k iktiham olunarak [g\u00f6sterilerek] m\u00fckemmel k\u0131z mektepleri tesis ve k\u0131zlar\u0131 mekteplere ra\u011fbetlerinin suveri adide ile [fazla miktarda] temini laz\u0131md\u0131r\u2026\u201d denilmektedir. Yine, 16. Madde de: \u201cF\u0131rat garb\u0131ndaki vilayetlerimizin baz\u0131 akvam\u0131nda da\u011f\u0131n\u0131k bir surette yerle\u015fmi\u015f olan K\u00fcrtlerin K\u00fcrt\u00e7e konu\u015fmalar\u0131 behemehal men edilmeli ve k\u0131z mekteplerine ehemmiyet verilerek kad\u0131nlar\u0131n T\u00fcrk\u00e7e konu\u015fmalar\u0131 temin olunmal\u0131d\u0131r.\u201d Denilmektedir. Yine ayn\u0131 minvalde, 1930 y\u0131l\u0131 ba\u015flar\u0131nda \u0130\u00e7i\u015fleri Bakanl\u0131\u011f\u0131nca valiliklere g\u00f6nderilen \u201c\u00e7ok gizli ve ki\u015fiye \u00f6zel\u201d bir \u201cT\u00fcrkle\u015ftirme Genelgesi\u201dnde; ba\u015fta K\u00fcrt k\u00fclt\u00fcr\u00fc olmak \u00fczere farkl\u0131 k\u00fclt\u00fcrlerin yok edilmesi konusunda bir dizi ilgin\u00e7 \u00f6neri aras\u0131nda K\u00fcrt kad\u0131nlar\u0131n\u0131n asimile edilmeleri i\u00e7in \u00f6zel bir yer verilmi\u015ftir.
