Yaz\u0131m\u0131za onlar\u0131n umut ve hayallerini pratikle\u015ftirme s\u00f6z\u00fcm\u00fc tekrarlayarak ba\u015flamak istiyorum.<\/strong><\/p>\n\n\n\n<p><strong>S<\/strong>\u00f6m\u00fcrgeci Soyk\u0131r\u0131mc\u0131 T\u00fcrk Devleti, Rojava K\u00fcrdistan\u0131\u2019na 1 milyon Arap m\u00fclteciyi yerle\u015ftirece\u011fini ilan etmi\u015ftir. Bunun anlam\u0131 tart\u0131\u015fmaya yer b\u0131rakmayacak \u015fekilde demografyan\u0131n de\u011fi\u015ftirilmesidir. Demografyan\u0131n de\u011fi\u015fimi ise soyk\u0131r\u0131m su\u00e7u kapsam\u0131nda ele al\u0131nan bir prati\u011fi ifade etmektedir. S\u00f6z konusu uygulama, Raphael Lemkin\u2019in soyk\u0131r\u0131ma ili\u015fkin kapsaml\u0131 de\u011ferlendirmeleri ve 1948 y\u0131l\u0131nda Birle\u015fmi\u015f Milletlerde kabul edilen soyk\u0131r\u0131m su\u00e7u kapsam\u0131 i\u00e7erisine girmektedir.<\/p>\n\n\n\n<p>\u0130\u015fin ilgin\u00e7 taraf\u0131 \u015fudur ki S\u00f6m\u00fcrgeci Soyk\u0131r\u0131mc\u0131 T\u00fcrk Devletinin \u015fefi 2019 y\u0131l\u0131nda Birle\u015fmi\u015f Milletlerde tampon b\u00f6lge ad\u0131 alt\u0131nda i\u015fgal edece\u011fi K\u00fcrdistan\u2019\u0131n Rojava ve G\u00fcney b\u00f6lgesini de dahil etmi\u015f ve kendi emperyal hayalinin haritas\u0131n\u0131 bu \u015fekilde g\u00f6stermi\u015ftir. Soyk\u0131r\u0131m\u0131n bir insanl\u0131k su\u00e7u olarak kabul edildi\u011fi bir \u00e7at\u0131 alt\u0131nda bunu s\u00f6yl\u00fcyor olmas\u0131 ve dinleyenlerin konuya ili\u015fkin hi\u00e7bir tav\u0131r ve tepkide bulunmamalar\u0131 \u015fu an y\u00fcr\u00fct\u00fclmekte olan Rojava, \u015eengal ve Ba\u015fur K\u00fcrdistan\u2019a d\u00f6n\u00fck olan sald\u0131r\u0131lara sessiz kalmalar\u0131n\u0131n nedenlerini de a\u00e7\u0131klar niteliktedir.<\/p>\n\n\n\n<p>Avrupa birli\u011finin, S\u00f6m\u00fcrgeci Soyk\u0131r\u0131mc\u0131 T\u00fcrk Devletinin (SSTD) \u015fefi T. Erdo\u011fan\u2019a \u015fimdiye kadar m\u00fclteciler politikas\u0131 i\u00e7in milyarlarca dolar vermesi, Rojava\u2019daki demografya de\u011fi\u015fimine nas\u0131l yard\u0131mc\u0131 oldu\u011funu, cesaretlendirici ve hatta te\u015fvik edici oldu\u011funu ortaya koyar.Avrupa-ABD y\u00f6neticileri istedi\u011fi kadar,insan haklar\u0131ndan,evrensel hukuktan vb. s\u00f6zedebilirler.Ancak &nbsp;bu t\u00fcr de\u011ferlerden s\u00f6zettiklerinde dahi bilmeliyizki,\u00f6zellikle K\u00fcrtler bilmelidirlerki,onlar \u00f6ncelikli olarak sermayelerinin,gelecekte elde edecekleri \u00e7\u0131karlar\u0131ndan s\u00f6zetmektedirler.Bu Suriye\u2019den \u00e7ok planl\u0131 bir politikayla T\u00fcrkiye\u2019ye \u00e7ekilen Arap halk\u0131n\u0131n bir kesiminin b\u00f6lgesel siyasi haritan\u0131n yeniden SSTD ve NATO g\u00fc\u00e7lerinin lehine sonu\u00e7lanmas\u0131 i\u00e7in kapal\u0131 kap\u0131lar ard\u0131nda yap\u0131lan kirli planlar\u0131n bir sonucudur.<\/p>\n\n\n\n<p>Demografya de\u011fi\u015fimi veya zorunlu isk\u00e2n yabanc\u0131s\u0131 oldu\u011fumuz kavramlar de\u011fildir. S\u00f6m\u00fcrgeci-soyk\u0131r\u0131mc\u0131 Sel\u00e7uklu, Osmanl\u0131 \u0130mparatorluklar\u0131 ve onlar\u0131n enkaz\u0131 \u00fczerinde kurulan SSTD\u2019nin tarihini okuyan ve biraz bilgi sahibi olan herkes T\u00fcrklerin Ortado\u011fu\u2019ya geli\u015finden bug\u00fcne kadar ki prati\u011finin demografyan\u0131n de\u011fi\u015ftirilmesi, halklar\u0131 ana topraklar\u0131ndan korkutup g\u00f6\u00e7ertirerek ya da k\u0131l\u0131\u00e7tan ge\u00e7irerek, onlar\u0131n yerine Ortaasyadan gelen T\u00fcrk topluluklar\u0131n\u0131 yerle\u015ftirme yoluyla ya da ezip-teslim olmaya zorlayarak halklar\u0131 ve inan\u00e7lar\u0131 tebas\u0131 haline getirme oldu\u011funu rahatl\u0131kla g\u00f6rebilir.<\/p>\n\n\n\n<p>Tabi ki demografya de\u011fi\u015fimi ve soyk\u0131r\u0131m, \u00f6yle s\u0131radan ifade edilecek s\u00f6zler de\u011fildirler. B\u00fcy\u00fck zul\u00fcmleri, ac\u0131lar\u0131, travmalar\u0131 ifade ederler. Bilindi\u011fi gibi insanlar\u0131n tarihsel ve toplumsal olarak yurt edinmeleri b\u00fcy\u00fck zorluklar, s\u0131k\u0131nt\u0131lar, emekler, m\u00fccadeleler, ac\u0131lar ve sevin\u00e7ler \u00fczerine olu\u015fturulur. Birey ya da halklar\u0131n adeta kendisini bir par\u00e7as\u0131 olarak g\u00f6rd\u00fckleri anas\u0131 veya be\u015fi\u011fi olarak g\u00f6rd\u00fckleri bir toprak par\u00e7as\u0131 \u00fczerinden hem de b\u00fcy\u00fck katliamlar, zorlanmalar, ekonomik yoksulla\u015ft\u0131rmalar, i\u015fkenceler, a\u00e7l\u0131k ve sefaletler sonucu bir toprak par\u00e7as\u0131ndan s\u00fcr\u00fclmesi her birey ve halk i\u00e7in b\u00fcy\u00fck travmalara yol a\u00e7ar. K\u00f6k\u00fcnden s\u00f6k\u00fclen herhangi bir bitkinin durumu ne ise topra\u011f\u0131ndan s\u00f6k\u00fclen birey ve halk topluluklar\u0131n\u0131n durumu da benzerdir.<\/p>\n\n\n\n<p>T\u00fcrkler, s\u00f6m\u00fcrgeci-soyk\u0131r\u0131mc\u0131 Sel\u00e7uklulardan sonra beylikler bi\u00e7iminde \u00f6rg\u00fctlenir. Osmanl\u0131 beyli\u011fi ile imparatorlu\u011fa do\u011fru ilk ad\u0131m at\u0131l\u0131r. Sonras\u0131nda y\u00fczlerce y\u0131l s\u00fcrecek tarzda \u00e7e\u015fitli bask\u0131, zor, katliam, korkutma ve benzeri bi\u00e7imlerde b\u00f6lgenin yerle\u015fik halklar\u0131 topraklar\u0131n\u0131 terketmek zorunda b\u0131rak\u0131l\u0131rlar. Onlar\u0131n yerine &nbsp;Orta Asya\u2019dan g\u00f6\u00e7 eden T\u00fcrk boylar\u0131 bu topraklara yerle\u015ftirilmi\u015ftir. Peki bu topraklar bo\u015f ve kimsesiz miydi? Iss\u0131z \u00e7\u00f6l m\u00fcyd\u00fc? \u0130nsanlar\u0131n ad\u0131m atamad\u0131\u011f\u0131 ormanlar m\u0131yd\u0131? \u0130kisi de de\u011fil\u2026<\/p>\n\n\n\n<p>Bug\u00fcn T\u00fcrk s\u00f6m\u00fcrgecilerinin ve ideologlar\u0131n\u0131n Anadolu olarak nitelendirdikleri yerin sahipleri vard\u0131. Buralar\u0131 yurt haline getirebilmek i\u00e7in harcad\u0131klar\u0131 b\u00fcy\u00fck emekleri vard\u0131. Fakat T\u00fcrk egemenleri y\u00fczy\u0131llarca s\u00fcrecek bir politika temelinde bu topraklar\u0131n insanlar\u0131n\u0131 tehdit, korkutma ve katletme vb. bi\u00e7imlerde ka\u00e7\u0131rt\u0131p g\u00f6\u00e7ertmi\u015flerdir. Ya da bunlar\u0131 T\u00fcrkle\u015ftirme ve M\u00fcsl\u00fcmanla\u015ft\u0131rma politikas\u0131 temelinde kendi i\u00e7erisinde eritip yok etmi\u015flerdir.<\/p>\n\n\n\n<p>S\u00f6m\u00fcrgeci Soyk\u0131r\u0131mc\u0131 Osmanl\u0131 Devleti\u2019nin kendisini ayakta tutabilmek i\u00e7in ne kadar \u00e7ok gerici bir bi\u00e7imde diretti\u011fi biliniyor. \u00d6nce Osmanl\u0131c\u0131l\u0131k politikas\u0131, tutmay\u0131nca Panislamizm, o da tutmay\u0131nca Pant\u00fcrkizm resmi devlet politikas\u0131 olarak belirlendi. Alman emperyalizminden \u00f6\u011frendiklerini hayata ge\u00e7irmeye \u00e7al\u0131\u015ft\u0131lar. S\u00f6m\u00fcrgeci-soyk\u0131r\u0131mc\u0131 Osmanl\u0131 imparatorlu\u011funun ayn\u0131 zamanda \u0130slam halifesi de olan 2.Abdulhamidle ba\u015flayan, \u0130ttihat Terakki cemiyetiyle daha da kapsaml\u0131la\u015fan politika K\u00fcrtleri soyk\u0131r\u0131ma u\u011fratmakt\u0131r. Bunda \u00a0\u00a0\u201cAnadolu&#8217;nun \u0130slamla\u015ft\u0131r\u0131lma ve T\u00fcrkle\u015ftirilmesinde \u00fc\u00e7 temel enstr\u00fcman kullan\u0131ld\u0131: etno-istatistik, etnografik-harita ve et\u00adnografik ara\u015ft\u0131rmalar.\u201d Temelinde hayata ge\u00e7irmeye \u00e7al\u0131\u015ft\u0131klar\u0131n\u0131 Fuat D\u00fcndar, Modern T\u00fcrkiye&#8217;nin \u015eifresi kitab\u0131nda belirtir. Halklar\u0131 ve inan\u00e7lar\u0131 soyk\u0131r\u0131m ve demografik de\u011fi\u015fikliklere u\u011fratmak i\u00e7in \u00f6ylesine derin d\u00fc\u015f\u00fcn\u00fcp, incelikli ve planl\u0131\u00a0 \u00e7al\u0131\u015fm\u0131\u015flar ki, tesad\u00fcfe yer b\u0131rakmam\u0131\u015flard\u0131r. \u00d6nce, harita \u00e7\u0131karm\u0131\u015flar, sonra n\u00fcfus say\u0131m\u0131 yapm\u0131\u015flar, her halk\u0131 ve inanc\u0131 tarih ve sosyoloji bak\u0131m\u0131ndan incelemi\u015fler, ard\u0131ndan hangilerini nas\u0131l yok edeceklerini, hangilerini topraklar\u0131ndan kopar\u0131p ba\u015fka yerlere yerle\u015ftireceklerini, onlar\u0131n yerlerine T\u00fcrkleri nas\u0131l yerle\u015ftirip T\u00fcrk-ulus devletini yaratacaklar\u0131n\u0131 planlay\u0131p pratikle\u015ftirmi\u015flerdir. Ceza hukukunda, taamm\u00fcden adam \u00f6ld\u00fcrme, diye bir ifade vard\u0131r. Soyk\u0131r\u0131mc\u0131 T\u00fcrk egemenlerinin yapt\u0131klar\u0131 da, tamam\u0131yla taamm\u00fcden, yani bir bilin\u00e7 temelinde tasarlay\u0131p-planlayarak halklara ve inan\u00e7lara kar\u015f\u0131 soyk\u0131r\u0131m su\u00e7u i\u015flemektir. Bunun di\u011fer anlam\u0131 da \u015fudur, b\u00f6lgeyi halklar mezarl\u0131\u011f\u0131na \u00e7evirmek ve sonra, o mezarl\u0131k \u00fczerinde kendi ulus-devletini kurmakt\u0131r. Bu insan-insanl\u0131k var olduk\u00e7a unutulmayacak ve hi\u00e7bir bi\u00e7imde affedilmeyecek bir su\u00e7tur. Bu su\u00e7 bug\u00fcnde i\u015flenmeye devam etmektedir. Zihniyet-plan ayn\u0131, uygulay\u0131c\u0131lar\u0131n isimleri de\u011fi\u015fmi\u015ftir. Hepsi o kadar! Bunu a\u015fa\u011f\u0131daki \u00f6rneklerde \u00e7ok daha iyi g\u00f6rece\u011fiz.<\/p>\n\n\n\n<p>\u0130ttihat ve Terakki \u2019nin \u00fc\u00e7 katil ve soyk\u0131r\u0131mc\u0131s\u0131ndan biri olan Talat Pa\u015fa kuracaklar\u0131 T\u00fcrk devletinin co\u011frafyas\u0131n\u0131 tarif etmesi istenildi\u011finde, buran\u0131n Anadolu oldu\u011funu s\u00f6yler. \u2018Fakat buran\u0131n sahipleri var. Onlar ne olacak?\u2019 diye soruldu\u011funda ise; cevap olarak baz\u0131lar\u0131n\u0131 yok edeceklerini baz\u0131lar\u0131n\u0131 da asimile edeceklerini b\u00fcy\u00fck bir rahatl\u0131k i\u00e7erisinde dile getirir. Bu temelde Ermenilere, S\u00fcryanilere ve K\u00fcrtlere kar\u015f\u0131 b\u00fcy\u00fck katliamlar yaparak ve yer de\u011fi\u015fikli\u011fi temelinde soyk\u0131r\u0131m\u0131 tamamlamak istemi\u015flerdir. K\u00fcrtler i\u00e7in ise hi\u00e7bir vilayette n\u00fcfuslar\u0131 y\u00fczde 5\u2019ten fazla olmamak kayd\u0131yla gerisinin kendi hakimiyetleri alt\u0131ndaki alanlara da\u011f\u0131t\u0131laca\u011f\u0131n\u0131 planlam\u0131\u015flard\u0131r. \u0130ttihat Teraki\u2019nin i\u015f ba\u015f\u0131na gelmesinden sonra Rumlar\u0131n yo\u011fun olarak ya\u015fad\u0131klar\u0131 yerlerde bin bir hile ve y\u00f6ntemle Rum halk\u0131 ka\u00e7\u0131rt\u0131l\u0131p g\u00f6\u00e7ertilir. Yerlerine T\u00fcrkler yerle\u015ftirilir. Ege k\u0131y\u0131lar\u0131nda, bu topraklar\u0131 nak\u0131\u015f nak\u0131\u015f i\u015fleyen Rum halk\u0131 yurdunu terketmek zorunda b\u0131rak\u0131l\u0131r.&nbsp; Bu yerler Ege\u2019nin en verimli toprak par\u00e7alar\u0131 ve bay\u0131nd\u0131r yerlerdir. 1. D\u00fcnya Sava\u015f\u0131 y\u0131llar\u0131 i\u00e7erisinde Ap\u00ea Musa\u2019n\u0131n deyimiyle yar\u0131m milyona yak\u0131n K\u00fcrd\u00fcn \u00e7e\u015fitli bi\u00e7imlerde yok edildi\u011fi dile getirilir.<\/p>\n\n\n\n<p>1934 y\u0131l\u0131nda \u00e7\u0131kar\u0131lan \u0130sk\u00e2n Kanununa bak\u0131ld\u0131\u011f\u0131nda S\u00f6m\u00fcrgeci Soyk\u0131r\u0131mc\u0131 T\u00fcrk Devleti\u2019nin bu konuda bir hayli tecr\u00fcbeli oldu\u011fu kendili\u011finden anla\u015f\u0131lacakt\u0131r. Y\u00fczy\u0131llarca s\u00fcren bu soyk\u0131r\u0131m politikalar\u0131 neticesinde ad\u0131na T\u00fcrkiye dedikleri; kendileri i\u00e7in ya\u015fam ama ba\u015fka halk ve inan\u00e7lar i\u00e7inse mezarl\u0131k haline getirilen ucube, katil, soyk\u0131r\u0131mc\u0131 devlet \u015fekillenmi\u015ftir. Bu konuda verilecek \u00e7ok \u00f6rnek, yaz\u0131lacak, s\u00f6ylenecek \u00e7ok \u015fey vard\u0131r fakat bunlar darac\u0131k bir yaz\u0131n\u0131n i\u00e7ine s\u0131\u011fd\u0131r\u0131lamaz. Fazla tarihsel \u00f6rneklere girmeden ge\u00e7en y\u00fczy\u0131l\u0131n ba\u015flar\u0131ndaki \u0130ttihat Teraki\u2019nin nas\u0131l etnik temizlik yapt\u0131\u011f\u0131n\u0131, nas\u0131l halklar\u0131 soyk\u0131r\u0131mdan ge\u00e7irdi\u011fini, nas\u0131l ka\u00e7\u0131rtt\u0131\u011f\u0131n\u0131, g\u00f6\u00e7ertti\u011fini k\u0131saca \u00f6zetlemek istiyoruz.<\/p>\n\n\n\n<p>Mustafa Kemal\u2019in sahte ve iki y\u00fczl\u00fc bir bi\u00e7imde din karde\u015fli\u011fi temelinde tan\u0131mlad\u0131\u011f\u0131 vatan\u0131n T\u00fcrk ve K\u00fcrtlerden olu\u015ftu\u011fu vaadi, Lozan anla\u015fmas\u0131 ile birlikte t\u00fcm\u00fcyle yok h\u00fckm\u00fcnde kabul edilir. 1924 anayasas\u0131 ile birlikte \u201cherkes T\u00fcrk \u0131tlak olunur\u201d bi\u00e7iminde art\u0131k s\u0131ra K\u00fcrtlerin soyk\u0131r\u0131mdan ge\u00e7irilmesine gelmi\u015ftir. Sonras\u0131nda yap\u0131lan her anayasada SSTD, ilk \u00fc\u00e7 madde ve 66. Madde a\u00e7\u0131k bir bi\u00e7imde K\u00fcrt-K\u00fcrdistan ger\u00e7ekli\u011fini ink\u00e2r eder. \u00d6rne\u011fin 66. Madde,\u201dT\u00fcrkiye Cumhuriyetine vatanda\u015fl\u0131k ba\u011f\u0131yla ba\u011fl\u0131 bulunan herkes T\u00fcrk\u2019t\u00fcr\u201d ifadesiyle tam bir soyk\u0131r\u0131m planlamas\u0131n\u0131 anlat\u0131r.<\/p>\n\n\n\n<p>\u015e\u00eax Said direni\u015fi gerek\u00e7esiyle \u00e7\u0131kar\u0131lan \u015eark Islahat Plan\u0131 t\u00fcm\u00fcyle bir soyk\u0131r\u0131m su\u00e7 belgesi niteli\u011findedir. Yapacaklar\u0131 katliamlar\u0131n ve demografik de\u011fi\u015fimlerin planlamas\u0131d\u0131r. A\u011fr\u0131 Zilan soyk\u0131r\u0131m\u0131ndan sonra da s\u0131ra Dersim\u2019e gelir fakat \u00f6ncesinde \u0130sk\u00e2n Kanunu ile 1934 y\u0131l\u0131nda t\u00fcm\u00fcyle yapacaklar\u0131 soyk\u0131r\u0131m\u0131n k\u00fclt\u00fcrel, siyasal, ekonomik ve demografik de\u011fi\u015fiminin altyap\u0131s\u0131n\u0131 olu\u015fturabilmek i\u00e7in kapsaml\u0131 bir soyk\u0131r\u0131m kanunu \u00e7\u0131kar\u0131l\u0131r. Yani \u0130ttihat Terakki\u2019nin soyk\u0131r\u0131m anlam\u0131na gelen etno-m\u00fchendisli\u011fi g\u00fcncellenmi\u015f, Dersim Tertelesi de bunun somut pratikle\u015fmesi olur.
