Bilimsel bilginin yaratt\u0131\u011f\u0131<br \/>\niktidar dalgas\u0131ndan en fazla yararlananlar aras\u0131nda ekonomik faaliyetleri<br \/>\ny\u00fcr\u00fcten \u015firket ve organizasyonlar oldu\u011fu gibi , bundan sonra bilimin<br \/>\nnimetlerinden yararlanan ikinci \u00f6nemli akt\u00f6r 19. yy ba\u015flar\u0131ndan itibaren<br \/>\ngiderek b\u00fcy\u00fcyen ve g\u00fc\u00e7lenen ekonomik iktidar \u00f6beklerinin hakimiyeti alt\u0131na, hi\u00e7<br \/>\nolmazsa denetimi alt\u0131na giren merkezi devletlerdir. Geni\u015f toplumsal kesimlere<br \/>\nkar\u015f\u0131 g\u00f6r\u00fcn\u00fc\u015fte yap\u0131lm\u0131yor olarak g\u00f6sterilse de, \u015firketlere ve ekonomik<br \/>\norganizasyonlara y\u00f6nelik, asayi\u015f ve g\u00fcvenlik ba\u015fta olmak \u00fczere, idari, mali,<br \/>\ne\u011fitim,<span>\u00a0 <\/span>\u00f6\u011fretim faaliyetlerine dair<br \/>\nihtiya\u00e7lar\u0131n\u0131n b\u00fcy\u00fck bir k\u0131sm\u0131 merkezi devlet taraf\u0131ndan \u00fcstlenilmi\u015ftir. Ba\u015fta<br \/>\n\u0130ngiltere, Felemenk ve ABD gibi b\u00fcy\u00fck \u015firketlere sahip \u00fclkeler, d\u00fcnya<br \/>\n\u00fczerindeki k\u00fcresel s\u00f6m\u00fcrge imparatorluklar\u0131n\u0131n sonucunda kurulmu\u015flard\u0131r.<\/p>\n<p class=\" \">\u00a0<\/p>\n<p class=\" \">\u201cBilimi a\u015f\u0131r\u0131 disiplinle\u015ftirerek i\u00e7 b\u00fct\u00fcnl\u00fc\u011f\u00fcn\u00fc ve anlam<br \/>\ng\u00fcc\u00fcn\u00fc par\u00e7alamak, fili k\u0131llar\u0131yla, orman\u0131 a\u011fa\u00e7larla izah etmektir. A\u015f\u0131r\u0131<br \/>\npar\u00e7alanan bilim hem kolay iktidara ba\u011flan\u0131r hem de teknolojiye d\u00f6n\u00fc\u015f\u00fcp karl\u0131<br \/>\nbir alan haline getirilir. Art\u0131k bilmenin amac\u0131 hayat\u0131n as\u0131l anlam\u0131n\u0131 ke\u015ffetmek<br \/>\nde\u011fil, para kazanmakt\u0131r. Bilim-bilge \u00e7izgisinden bilim-g\u00fc\u00e7-para \u00e7izgisine<br \/>\nge\u00e7ilmi\u015ftir. Bilim-iktidar-para (sermaye) modernitenin yeni kutsal<br \/>\nittifak\u0131d\u0131r. <span>\u00a0 <\/span>(Abdullah \u00d6calan<br \/>\nDemokratik Uygarl\u0131k Manifestosu)<\/p>\n<p class=\" \">\u00a0<\/p>\n<p class=\" \">Bilimsel bilginin, pratikten teoriye  teoriden prati\u011fe katk\u0131<br \/>\nsa\u011flama \u015feklindeki helezonik geli\u015fme modeli sonucunda, her \u00e7a\u011fda itici bir g\u00fc\u00e7<br \/>\nolup, kendinden \u00f6nceki d\u00f6neme g\u00f6re daha b\u00fcy\u00fck bir iktidar yaratt\u0131\u011f\u0131<br \/>\nbilinmektedir. Ancak, bilimin yol a\u00e7t\u0131\u011f\u0131 g\u00fc\u00e7 ve iktidar konusunda 19.yy\u2019dan<br \/>\nsonra ba\u015flayan sosyal bilimler alan\u0131ndaki bilimsel geli\u015fmelerin yaratt\u0131\u011f\u0131<br \/>\nkatk\u0131n\u0131n miktar\u0131 ve derecesinde de, \u00f6nceki zaman dilimlerine g\u00f6re giderek artan<br \/>\nbir e\u011filime sahip oldu\u011fu apa\u00e7\u0131k g\u00f6r\u00fclmektedir. Do\u011fa bilimlerindeki art\u0131\u015flar\u0131n<br \/>\nprati\u011fe uygulanmas\u0131yla teknolojik geli\u015fme b\u00fcy\u00fck bir ivme kazan\u0131rken, teknolojik<br \/>\ngeli\u015fme ve destekleyici fakt\u00f6rlerle birlikte, ekonomik faaliyetlerde de \u00e7ok<br \/>\nb\u00fcy\u00fck bir kar ve sermaye art\u0131\u015f\u0131 ortaya \u00e7\u0131km\u0131\u015ft\u0131r. Buna kar\u015f\u0131l\u0131k 19. yy<br \/>\nitibar\u0131yla sosyal bilimlerdeki geli\u015fmenin ortaya \u00e7\u0131kard\u0131\u011f\u0131 bilimsel bilginin<br \/>\nprati\u011fe uygulanmas\u0131 sonucunda, ba\u015fta devlet olmak \u00fczere, ekonomik kaynaklar\u0131n<br \/>\ni\u015fleticisi \u015firketlerin y\u00f6netim ve organizasyonlar\u0131nda dev ad\u0131mlar at\u0131lmaya<br \/>\nba\u015flanm\u0131\u015ft\u0131r. Bilimsel faaliyetlerin geli\u015fiminin yaratt\u0131\u011f\u0131 katma de\u011ferden,<br \/>\nb\u00fct\u00fcn toplumsal s\u0131n\u0131flar ile her \u00e7e\u015fit toplum, piyasa ekonomisi imkanlar\u0131n\u0131n<br \/>\n\u00f6l\u00e7\u00fcs\u00fcnde yararlan\u0131yor olmakla birlikte, ger\u00e7ekte bilimsel ara\u015ft\u0131rmalar\u0131n<br \/>\nsonu\u00e7lar\u0131ndan en fazla sermaye s\u0131n\u0131f\u0131na dayanan toplumlar ile her t\u00fcrl\u00fc<br \/>\ny\u00f6netici s\u0131n\u0131f yararlanm\u0131\u015ft\u0131r. Bu anlamda \u2018bilgi \u00e7a\u011f\u0131\u2019 ve \u2018bilgi toplumunun\u2019<br \/>\ng\u00fc\u00e7 ve iktidar merkezi, b\u00fcy\u00fck \u00f6l\u00e7\u00fcde \u2018bilgi y\u00f6neticisi\u2019 \u2018\u015firket\u2019 ve \u2018devlet\u2019<br \/>\nittifak\u0131d\u0131r. Bu ittifak\u0131n temsil etti\u011fi g\u00fc\u00e7 ve iktidar\u0131n toplumsal s\u00fcre\u00e7ler<br \/>\n\u00fczerindeki etkileri, hangi rejim olursa olsun giderek yo\u011funla\u015fmaktad\u0131r.<br \/>\nKapitalizm ile ittifak halinde geli\u015fen devlet ayg\u0131t\u0131, devlet ba\u015fkanl\u0131\u011f\u0131,<br \/>\nh\u00fck\u00fcmet ve y\u00fcr\u00fctme erkinin arac\u0131 olan iradeyi, silahl\u0131 kuvvetleri, adaleti, mahkemeleri<br \/>\nve e\u011fitim-\u00f6\u011fretim s\u00fcre\u00e7leri gibi birimleri ile \u00e7o\u011funlukla egemen s\u0131n\u0131f\u0131n<br \/>\n\u00e7\u0131karlar\u0131n\u0131 ve iradesini temsil etmektedir. Bilimin kazand\u0131rd\u0131\u011f\u0131 teknolojinin<br \/>\nimkanlar\u0131yla olu\u015fan yeni g\u00fc\u00e7 ittifak\u0131ndan sermaye s\u0131n\u0131f\u0131n\u0131n ve onlar\u0131n<br \/>\n\u015firketleri, toplumsal s\u00fcre\u00e7lerin temel e\u011fitim ve ileti\u015fim kanallar\u0131n\u0131 denetim<br \/>\nalt\u0131na al\u0131rken  devlet ise b\u00fcy\u00fck bir askeri g\u00fc\u00e7 ve organizasyon ile \u00e7e\u015fitli<br \/>\ne\u011fitim ve \u00f6\u011fretim faaliyetleri \u00fczerinde bu g\u00fc\u00e7 dalgas\u0131n\u0131n etkilerini bir<br \/>\n\u015fekilde yans\u0131tmaktad\u0131r. \u00c7\u00fcnk\u00fc kapitalizmin bilim yoluyla elde etti\u011fi kazanc\u0131n,<br \/>\nkendi ekonomik de\u011ferinden \u00e7ok daha fazla mali, idari, siyasi ve k\u00fclt\u00fcrel bir<br \/>\ng\u00fcce d\u00f6n\u00fc\u015fmesi ancak devlet ile \u00f6zde\u015fle\u015fmesiyle m\u00fcmk\u00fcn olmaktad\u0131r. <\/p>\n<p class=\" \">\u00a0<\/p>\n<p class=\" \">\u0130ktidar\u0131n bilim \u00fczerindeki etkileri<\/p>\n<p class=\" \">\u00a0<\/p>\n<p class=\" \">Bilimin yaratt\u0131\u011f\u0131 ara\u00e7lardan yararlanmak suretiyle her<br \/>\niktidar\u0131n, kendi g\u00fcc\u00fcn\u00fc tahkim etme ve peki\u015ftirme imkan vard\u0131r. Tarihsel s\u00fcre\u00e7<br \/>\ni\u00e7erisinde, \u00e7e\u015fitli iktidar mensuplar\u0131 ile egemen s\u0131n\u0131flar, kendi \u00e7\u0131kar ve<br \/>\negemenliklerini s\u00fcrd\u00fcrmede bilimi bir ara\u00e7 olarak kullanm\u0131\u015flar ve bilimsel<br \/>\nfaaliyet sonu\u00e7lar\u0131n\u0131 kendi lehlerine istismar etmi\u015flerdir. Ayr\u0131ca, bilimin<br \/>\n\u00f6zg\u00fcn ve \u00f6zg\u00fcr \u00e7al\u0131\u015fmalarla ger\u00e7ekle\u015fen bir s\u00fcre\u00e7 olmas\u0131na ra\u011fmen, hem tarihte<br \/>\nhem de g\u00fcn\u00fcm\u00fczde bir tak\u0131m inan\u00e7 gruplar\u0131 ve \u00e7e\u015fitli totaliter sistemler<br \/>\n(fa\u015fizm, nazizm, kom\u00fcnizm, kapitalizm, liberalizm ve teokrasi gibi) insanlar\u0131n<br \/>\nve topluluklar\u0131n \u00f6zg\u00fcnl\u00fck ve \u00f6zg\u00fcrl\u00fc\u011f\u00fcn\u00fc k\u0131s\u0131tlay\u0131p, denetim alt\u0131na alma<br \/>\nyoluyla kendi ideolojilerini yayma ve yerle\u015ftirme amac\u0131n\u0131 g\u00fctmektedirler.<br \/>\nDolay\u0131s\u0131yla da bu ama\u00e7lar\u0131n ger\u00e7ekle\u015fmesinde bir ara\u00e7 veya ama\u00e7lar\u0131n\u0131n ger\u00e7ekle\u015fememesinde<br \/>\nbir engel olarak g\u00f6rd\u00fckleri bilim insanlar\u0131 \u00fczerinde \u00e7ok ciddi bask\u0131 ve<br \/>\nzorlamalara ba\u015fvurmaktad\u0131rlar. Ancak, kapitalizmin bilimle ili\u015fkisi, \u00f6nceki ve<br \/>\nsonraki zamanlar\u0131n yer yer g\u00f6z\u00fcken bilim istismarlar\u0131na g\u00f6re, \u00e7ok daha geni\u015f<br \/>\nkapsaml\u0131 ve karma\u015f\u0131k bir durum arz etmektedir.<\/p>\n<p class=\" \">\u00a0<\/p>\n<p class=\" \">Kapitalizmin, \u00f6zellikle \u2018k\u00fcreselle\u015fme\u2019 ad\u0131 verilen bir<br \/>\nboyuta ula\u015fmas\u0131nda, objektif bilimsel faaliyet sonu\u00e7lar\u0131ndan etkili ve ba\u015far\u0131l\u0131<br \/>\nbir \u015fekilde yararlan\u0131yor olmas\u0131n\u0131n yan\u0131nda, bu \u00f6l\u00e7ekte bir etkinli\u011fe<br \/>\nula\u015fmas\u0131nda bir k\u0131s\u0131m \u2018bilimsel faaliyetleri\u2019 kendi ideolojik ilke ve<br \/>\nhedeflerinin ger\u00e7ekle\u015fmesinde birer \u2018 ideolojik ayg\u0131t\u2019 gibi kullanmas\u0131n\u0131n da<br \/>\n\u00f6nemli bir pay\u0131 oldu\u011fu g\u00f6r\u00fclmektedir. Kapitalizmin ideolojik hedeflerine<br \/>\nula\u015fmas\u0131nda, bilimsel bulgular yan\u0131nda bir k\u0131s\u0131m sosyal bilim disiplinlerinin<br \/>\nyan\u0131lsat\u0131c\u0131 ve b\u00fcy\u00fcleyici manip\u00fclasyonlar\u0131 da \u00e7ok etkili rol oynam\u0131\u015ft\u0131r.<br \/>\nAnthony Giddens, temelinde \u2018ak\u0131lc\u0131la\u015ft\u0131rmac\u0131\u2019 ve \u2018d\u00fcnyevile\u015ftirmeci\u2019 Pozitivist<br \/>\nbilim anlay\u0131\u015f\u0131 olan modernli\u011fin, sanayicilik, kapitalizm, sava\u015f\u0131n end\u00fcstrile\u015fmesi<br \/>\nve ya\u015fan\u0131lan hayat\u0131n t\u00fcm y\u00f6nlerinin denetimi \u015feklinde d\u00f6rt \u00f6nemli boyuttan<br \/>\nmeydana geldi\u011fini iddia etmektedir. Ku\u015fat\u0131c\u0131, ak\u0131lla\u015ft\u0131r\u0131c\u0131 ve modernle\u015ftirici s\u00fcre\u00e7ler, \u00f6n\u00fcnde<br \/>\nsonunda, g\u00fcc\u00fc ve iktidar\u0131 denetiminde tutan kapitalist se\u00e7kinlerin, ticaret ve<br \/>\ni\u015fletmelerin \u00f6rg\u00fctlenmesi ve s\u00f6m\u00fcrgecilik yoluyla d\u00fcnyan\u0131n geri kalan\u0131 \u00fczerinde<br \/>\nb\u00fcy\u00fck bir egemenlik tesis etmelerini k\u0131\u015fk\u0131rtmaktad\u0131r. Modernli\u011fin, genellikle<br \/>\nkapitalizmin himayesindeki pozitivist bilim yakla\u015f\u0131m\u0131na dair ara\u015ft\u0131rma y\u00f6ntem<br \/>\nve tekniklerine dayal\u0131 olarak elde etti\u011fi bilimsel bilgiler, esas itibar\u0131yla<br \/>\n\u2018bilinmeyeni bilmek ve tan\u0131mak\u2019 amac\u0131n\u0131n d\u0131\u015f\u0131nda, g\u00fc\u00e7l\u00fc ve egemen s\u0131n\u0131f ve<br \/>\ntoplumlar\u0131n, di\u011fer s\u0131n\u0131f ve toplumlar \u00fczerindeki tahakk\u00fcm arac\u0131na<br \/>\nd\u00f6n\u00fc\u015fmektedir. Kapitalizmin, bilimsel faaliyetlerin sonu\u00e7lar\u0131ndan objektif<br \/>\nolarak yararlanarak b\u00fcy\u00fck bir ekonomik iktidar yaratmas\u0131na kar\u015f\u0131l\u0131k \u2018her<br \/>\niktidar kendi bilgisini \u00fcretir\u2019 mant\u0131ksal \u00e7\u0131kar\u0131m\u0131ndan hareketle bu iktidar\u0131n<br \/>\nkendini yaratan \u2018bilimi\u2019 de birer iktidar arac\u0131 olarak kullanmaya ba\u015flad\u0131\u011f\u0131 20.<br \/>\nyy boyunca bilimsel bulgular ile sava\u015flar aras\u0131ndaki ili\u015fkilere bak\u0131larak a\u00e7\u0131k<br \/>\nbir \u015fekilde g\u00f6r\u00fclebilir. <\/p>\n<p class=\" \">\u00a0<\/p>\n<p class=\" \">\u201cBilimsel y\u00f6ntemde \u2018nesnellik\u2019 kavram\u0131n\u0131 yeniden ve \u00e7ok<br \/>\nderinlikli olarak yorumlamak gerekir.
