K\u00fclt\u00fcrel hareketleri ba\u015fka bir s\u00f6ylemle<br \/>\ngelene\u011fin ba\u015fkald\u0131r\u0131s\u0131 olarak nitelemek yerinde olur. Ulus-devletin h\u00e2kim bir<br \/>\netnisite, din, mezhep veya ba\u015fka bir grupsal olguya dayanarak toplumu, ulusu<br \/>\nhomojenle\u015ftirme s\u00fcrecinde, \u00e7ok say\u0131da gelenek veya k\u00fclt\u00fcr ya soyk\u0131r\u0131mla ya da<br \/>\nasimilasyon y\u00f6ntemiyle yok edilmeye \u00e7al\u0131\u015f\u0131ld\u0131. Binlerce dil, leh\u00e7e, kabile ve<br \/>\na\u015firet-kavim, k\u00fclt\u00fcrleriyle birlikte yok edilmenin e\u015fi\u011fine getirildi. Bir\u00e7ok<br \/>\ndin, mezhep ve tarikat yasakland\u0131. Folklor ve gelenekleri asimile edildi.<br \/>\nAsimile edilemeyenler g\u00f6\u00e7e zorland\u0131. Marjinalize edildi, b\u00fct\u00fcnl\u00fckleri<br \/>\npar\u00e7aland\u0131. T\u00fcm tarihsel varl\u0131klar\u0131n, k\u00fclt\u00fcr ve geleneklerin ciddi bir<br \/>\ntarihsel-toplum anlam\u0131 olmayan, son tahlilde modernitenin ticari, end\u00fcstriyel<br \/>\nve finansal tekellerin iktidar tekelleriyle ulus-devlet olarak yo\u011funla\u015fmas\u0131n\u0131n<br \/>\n\u00f6rt\u00fcs\u00fc olarak kullan\u0131lan \u2018tek dil, tek bayrak, tek ulus, tek vatan, tek devlet,<br \/>\ntek mar\u015f, tek k\u00fclt\u00fcr\u2019 milliyet\u00e7ili\u011fine kurban edilmesi demek olan bu s\u00fcre\u00e7,<br \/>\nyakla\u015f\u0131k iki y\u00fcz y\u0131l b\u00fct\u00fcn h\u0131z\u0131yla s\u00fcrd\u00fc. Tarihin belki de en uzun s\u00fcreli, en<br \/>\n\u015fiddetli sava\u015f d\u00f6nemi olan bu s\u00fcre\u00e7, en b\u00fcy\u00fck tahribat\u0131n\u0131 binlerce y\u0131ll\u0131k<br \/>\nk\u00fclt\u00fcr ve gelenekler \u00fczerinde g\u00f6sterdi. Azami \u00f6rg\u00fctlenmi\u015f tekelcili\u011fin k\u00e2r<br \/>\nh\u0131rs\u0131 hi\u00e7bir kutsal gelenek ve k\u00fclt\u00fcre ac\u0131mad\u0131. <\/span><\/p>\n<p style=\"text-align: justify text-indent: 17.1pt\" class=\" \"><span style=\" \">Postmodernite denilen sistemsiz baz\u0131 hareketler modernitenin<br \/>\n\u2018ulus-devlet z\u0131rh\u0131n\u0131\u2019 delince veya \u2018demirden kafesi\u2019ni par\u00e7alay\u0131nca, bu yok<br \/>\nedilmenin e\u015fi\u011finde \u00e7o\u011funlukla marjinal d\u00fczeyde ya\u015fama mahk\u00fbm edilmi\u015f k\u00fclt\u00fcr ve<br \/>\ngelenekler, \u00e7\u00f6lde ya\u011fan ya\u011fmur sonras\u0131 \u00e7i\u00e7ek a\u00e7\u0131lmas\u0131 gibi yeniden \u00e7i\u00e7ek a\u00e7\u0131p<br \/>\n\u00e7o\u011falmaya ba\u015flad\u0131lar. Bunda reel sosyalizmin \u00e7\u00f6z\u00fcl\u00fc\u015f\u00fcn\u00fcn de \u00f6nemli etkisi oldu.<br \/>\n1968 gen\u00e7lik hareketi ise bu geli\u015fmeyi ate\u015fleyen fitil oldu. Ayr\u0131ca kapitalist<br \/>\ns\u00f6m\u00fcrgecili\u011fe kar\u015f\u0131 direnen t\u00fcm ulusal kurtulu\u015f hareketlerinin<br \/>\nulus-devletle\u015fmemi\u015f e\u011filim ve a\u015famalar\u0131n\u0131n da bunda etkisi olmu\u015ftur. Zaten<br \/>\ngelenek ve k\u00fclt\u00fcr\u00fcn kendisi direni\u015f demektir. Ya yok edilirler ya da ya\u015farlar,<br \/>\nteslim olmay\u0131 bilmezler. B\u00f6yle bir \u00f6zellikleri vard\u0131r. F\u0131rsat buldular m\u0131, daha<br \/>\nyo\u011fun direni\u015f sergilemeleri \u00f6zleri gere\u011fidir. Ulus-devlet fa\u015fizminin hesaplayamad\u0131\u011f\u0131<br \/>\nger\u00e7eklik budur. Bast\u0131rmak, hatta asimile etmek bitmeleri anlam\u0131na gelmez.<br \/>\nK\u00fclt\u00fcrlerin direni\u015fi kayalar\u0131 delerek varl\u0131klar\u0131n\u0131 kan\u0131tlayan \u00e7i\u00e7ekler misalini<br \/>\nand\u0131r\u0131r. Kendilerinin \u00fczerine ge\u00e7irilen modernite betonlar\u0131n\u0131 par\u00e7alayarak<br \/>\ntekrar g\u00fcn \u0131\u015f\u0131\u011f\u0131na \u00e7\u0131kmalar\u0131 bu ger\u00e7ekli\u011fi kan\u0131tlar. \u00c7e\u015fitli gruplara<br \/>\nayr\u0131\u015ft\u0131rabilece\u011fimiz bu hareketleri k\u0131saca s\u0131ralarsak:<\/span><\/p>\n<p style=\"text-align: justify text-indent: 17.1pt\" class=\" \"><strong><span style=\" \">\u00a0<\/span><\/strong><\/p>\n<p style=\"text-align: justify text-indent: 17.1pt\" class=\" \"><strong><span style=\" \">1- Etnisite ve<br \/>\nDemokratik Ulus Hareketleri<\/span><\/strong><span style=\" \"> <\/span><\/p>\n<p style=\"text-align: justify text-indent: 17.1pt\" class=\" \"><span style=\" \">Ulus-devletin bast\u0131r\u0131p tam eritemedi\u011fi k\u00fclt\u00fcrel hareketlerin<br \/>\nba\u015f\u0131nda etnik olgular\u0131n mikro milliyet\u00e7ili\u011fi gelmektedir. Ulus-devlet<br \/>\nmilliyet\u00e7ili\u011finden farkl\u0131d\u0131r. Demokratik muhtevas\u0131 a\u011f\u0131r basmaktad\u0131r. Yeni bir<br \/>\ndevlet aray\u0131\u015f\u0131ndan ziyade, kendi k\u00fclt\u00fcrleri etraf\u0131nda demokratik bir siyasi<br \/>\nolu\u015fum haline gelebilmek en \u00f6nemli ama\u00e7lar\u0131d\u0131r. B\u00f6lgesel veya yerel \u00f6zerklikten<br \/>\nfarkl\u0131d\u0131r. Mek\u00e2n s\u0131n\u0131rlar\u0131na ba\u011fl\u0131 olmayan, ayn\u0131 k\u00fclt\u00fcrel varl\u0131\u011f\u0131 payla\u015fanlar\u0131n<br \/>\ns\u0131n\u0131r \u00f6tesinde de olsa birlik ve dayan\u0131\u015fmalar\u0131n\u0131 ifade eder. H\u00e2kim etnisiteye<br \/>\nkar\u015f\u0131 varolu\u015flar\u0131n\u0131 korumak da \u00f6nemli ama\u00e7lar\u0131ndand\u0131r. <\/span><\/p>\n<p style=\"text-align: justify text-indent: 17.1pt\" class=\" \"><span style=\" \">Farkl\u0131 ezilen etnisitelerin, di\u011fer deyi\u015fle bask\u0131 alt\u0131ndaki<br \/>\nhalklar\u0131n bir ad\u0131m \u00f6tesi hareketine Demokratik Ulus Hareketi demek, sosyolojik<br \/>\na\u00e7\u0131dan olduk\u00e7a do\u011fru ve anlaml\u0131d\u0131r. Tek ezilen etnisite halinde ayakta kalmak,<br \/>\nvarolu\u015funu s\u00fcrd\u00fcrmek olduk\u00e7a zordur. Benzer k\u00fclt\u00fcrlerin dil ve leh\u00e7eleri, co\u011frafi<br \/>\nve siyasi s\u0131n\u0131r\u0131 payla\u015fanlar\u0131n hareketi birka\u00e7 nedenden \u00f6t\u00fcr\u00fc Demokratik Ulus<br \/>\nHareketi olarak nitelendirilmek durumundad\u0131r. Birincisi, ayr\u0131 bir devlet<br \/>\nhedefinden ziyade, demokratik bir siyasi olu\u015fum ve y\u00f6netim aray\u0131\u015f\u0131ndad\u0131rlar.<br \/>\nAyn\u0131 devletin \u00e7at\u0131s\u0131 alt\u0131nda demokratik bir siyasi olu\u015fum tarihin de en \u00e7ok<br \/>\ntan\u0131d\u0131\u011f\u0131 siyasi varl\u0131k bi\u00e7imidir. Tarih neredeyse ezici olarak farkl\u0131 k\u00fclt\u00fcrel<br \/>\nvarl\u0131klar\u0131n siyasal olu\u015fumlar\u0131yla doludur. Her devlet veya imparatorlu\u011fun<br \/>\ns\u0131n\u0131rlar\u0131nda istenildi\u011fi kadar siyasi olu\u015fum halinde ya\u015famak normal y\u00f6netim<br \/>\nbi\u00e7imidir. Anormal olan, bu siyasi olu\u015fumlar\u0131 yok saymak veya bast\u0131rmakt\u0131r.<br \/>\nAsimilasyon ise, pek ba\u015fvurulan bir y\u00f6ntem de\u011fildi. Roma, Bizans, Osmanl\u0131,<br \/>\nPers-Sasani, Arap-Abbasi \u0130mparatorluklar\u0131 y\u00fczlerce farkl\u0131 siyasi-idari birimleri<br \/>\nvarl\u0131k gerek\u00e7esi saym\u0131\u015flard\u0131. Yeter ki imparator veya sultan\u0131n me\u015fruiyetini<br \/>\ntan\u0131s\u0131nlar. Dil, din, folklor ve \u00f6z y\u00f6netimlerini koruyarak ya\u015famak as\u0131ld\u0131.<br \/>\nUlus-devlet canavar\u0131 (Leviathan) bu d\u00fczeni yok etti. Fa\u015fizme de bu temelde<br \/>\ngidildi. Sonu\u00e7 bir\u00e7ok k\u00fclt\u00fcrel ve fiziksel soyk\u0131r\u0131m oldu. <\/span><\/p>\n<p style=\"text-align: justify text-indent: 17.1pt\" class=\" \"><span style=\" \">Ezilen etnisite veya halklar\u0131n ulus olma haklar\u0131n\u0131 sadece<br \/>\nulus-devlet olarak yorumlamak hem liberalizmin, hem reel sosyalizmin b\u00fcy\u00fck<br \/>\n\u00e7arp\u0131tmas\u0131 ve facias\u0131yd\u0131. Fa\u015fist milliyet\u00e7ilikle totalitaryanizmin sonucuydu.<br \/>\n  ulusla\u015fmay\u0131 s\u0131n\u0131rlara mahk\u00fbm etmeden, k\u00fclt\u00fcrel temelli ve demokratik<br \/>\ny\u00f6netim esaslar\u0131 \u00fczerinde in\u015fa etmek en do\u011fru, insani ve toplumsal do\u011faya uygun<br \/>\nolan yoldu. Tarihin ger\u00e7ekleri de daha \u00e7ok bu yolu a\u00e7\u0131kl\u0131yordu. Azami k\u00e2r<br \/>\npe\u015findeki tekelci sermayenin h\u0131zl\u0131 sermaye biriktirme h\u0131rs\u0131 bu yolun<br \/>\nkapat\u0131lmas\u0131nda en \u00f6nemli etken oldu.   olmayan yol olan ulus-devlet,<br \/>\nulusla\u015fman\u0131n normal yolu haline gelirken, normal olan demokratik ulusla\u015fma yolu<br \/>\nise normal olmayan, hatta yok say\u0131lan yol halinde alg\u0131land\u0131. B\u00fcy\u00fck \u00e7arp\u0131tma<br \/>\nbuydu. <\/span><\/p>\n<p style=\"text-align: justify text-indent: 17.1pt\" class=\" \"><span style=\" \">Ulus-devletin \u00e7ok y\u00f6nl\u00fc \u00e7\u00f6z\u00fcms\u00fczl\u00fc\u011f\u00fc ortaya \u00e7\u0131k\u0131nca (d\u00fcnya ve<br \/>\nb\u00f6lge sava\u015flar\u0131, ulusal bo\u011fazla\u015fma, sermayenin ulusal duvarlara \u00e7arpmas\u0131),<br \/>\nnormal yol olan demokratik ulusla\u015fmalar yo\u011funca ya\u015fanmaya ba\u015flad\u0131. T\u00fcm<br \/>\nAvrupa\u2019n\u0131n \u0130kinci D\u00fcnya Sava\u015f\u0131 sonras\u0131nda ya\u015fad\u0131\u011f\u0131, asl\u0131nda ulus-devlet\u00e7ilikten<br \/>\ndemokratik-ulus\u00e7ulu\u011fa d\u00f6n\u00fc\u015f\u00fcmd\u00fcr. ABD zaten her zaman demokratik uluslar\u0131n<br \/>\nulusu olarak kalmay\u0131 ba\u015fard\u0131. Tekelcili\u011fin bir\u00e7ok ulus-devlet\u00e7i \u00e7arp\u0131tmas\u0131na<br \/>\nra\u011fmen, SSCB\u2019de ulus-devlet\u00e7ilik ve demokratik ulus\u00e7uluk i\u00e7 i\u00e7e ya\u015fand\u0131.<br \/>\nHindistan\u2019da da demokratik ulusal e\u011filimler g\u00fc\u00e7l\u00fcd\u00fcr. Afrika ve Latin<br \/>\nAmerika\u2019da demokratik ulusal e\u011filimler her zaman a\u011f\u0131r basm\u0131\u015ft\u0131r. Kat\u0131<br \/>\nulus-devlet\u00e7ilik \u00e7ok az say\u0131da, Ortado\u011fu ba\u015fta olmak \u00fczere baz\u0131 mek\u00e2nlarla<br \/>\ns\u0131n\u0131rl\u0131 kald\u0131.<strong> <\/strong>Bunlar da h\u0131zla<br \/>\n\u00e7\u00f6z\u00fcl\u00fc\u015f s\u00fcrecindedir. <\/span><\/p>\n<p style=\"text-align: justify text-indent: 17.1pt\" class=\" \"><span style=\" \">\u0130kincisi, iktidarc\u0131 ve devlet\u00e7i ulusla\u015fma esas al\u0131nmay\u0131nca, geriye<br \/>\nya orta\u00e7a\u011fdan kalma baz\u0131 kurumlarla (a\u011fal\u0131k, \u015feyhlik, tarikat, a\u015firet reisli\u011fi)<br \/>\n\u00e7o\u011funlukla aile menfaatlerine dayal\u0131 i\u015fbirlik\u00e7i ta\u015feron y\u00f6netimler esas al\u0131n\u0131p<br \/>\nmodernle\u015ftirilerek devam edecek, ya da demokratik y\u00f6netimler geli\u015ftirilecekti.<br \/>\nBirinci yol, tarihin de \u00e7ok tan\u0131d\u0131\u011f\u0131 klasik i\u015fbirlik\u00e7ili\u011fin modernle\u015fmi\u015f<br \/>\nhaliydi. \u0130kinci yol ise, demokratik modernitenin esas hedefi olan yoldu. Ancak<br \/>\nulus-devlet ve i\u015fbirlik\u00e7ilerine kar\u015f\u0131 direni\u015fin y\u00f6netimi demokratik olabilir.<br \/>\nBu da demokratik ulusla\u015fmaya g\u00f6t\u00fcren en sa\u011fl\u0131kl\u0131 \u00f6zg\u00fcrl\u00fck\u00e7\u00fc ve e\u015fit\u00e7i yoldu. <\/span><\/p>\n<p style=\"text-align: justify text-indent: 17.1pt\" class=\" \"><span style=\" \">\u00dc\u00e7\u00fcnc\u00fcs\u00fc, k\u00fclt\u00fcrlerin, dil ve leh\u00e7elerin \u00e7o\u011ful karakteri de<br \/>\ndemokratik ulusla\u015fmaya zorluyordu. Ulus-devlet gibi h\u00e2kim etnisitenin dil,<br \/>\nleh\u00e7e ve k\u00fclt\u00fcrel tahakk\u00fcm\u00fcn\u00fc esas almas\u0131 \u00f6z\u00fcne ayk\u0131r\u0131yd\u0131. Tek se\u00e7enek \u00e7ok<br \/>\ndilli-k\u00fclt\u00fcrl\u00fc-siyasi olu\u015fumlu ulus olabilmekti. Bunun da demokratik-ulus<br \/>\nanlam\u0131na geldi\u011fi a\u00e7\u0131kt\u0131. Hatta birka\u00e7 demokratik-ulustan tek bir demokratik<br \/>\nulus haline gelebilmenin yolu da a\u00e7\u0131kt\u0131. \u0130spanya\u2019da, Hindistan\u2019da,<br \/>\nbe\u011fenmedi\u011fimiz G\u00fcney Afrika Cumhuriyeti\u2019nde, hatta Endonezya ve bir\u00e7ok Afrika<br \/>\n\u00fclkesinde ya\u015fanan buna benzer geli\u015fmelerdir. ABD ve AB bile bir nevi demokratik<br \/>\nuluslar\u0131n ulusu olarak tan\u0131mlanabilir. Rusya Federasyonu benzer di\u011fer \u00f6nemli<br \/>\nbir \u00f6rnektir. <\/span><\/p>\n<p style=\"text-align: justify text-indent: 17.1pt\" class=\" \"><span style=\" \">D\u00f6rd\u00fcnc\u00fcs\u00fc, ekonomik, sosyal, siyasal, zihinsel, dil, din ve<br \/>\nk\u00fclt\u00fcrel farkl\u0131l\u0131klar daha \u00e7ok korunmak istendiklerinden, bunun yolunun<br \/>\ndemokratik ulustan ge\u00e7ti\u011fi hemen anla\u015f\u0131l\u0131r. Her farkl\u0131l\u0131k ayr\u0131l\u0131\u011fa<br \/>\nd\u00f6n\u00fc\u015ft\u00fcr\u00fcl\u00fcrse, bu hepsinin kayb\u0131 olur. H\u00e2lbuki hepsi i\u00e7in ideal olan<br \/>\n\u2018farkl\u0131l\u0131k i\u00e7inde birlik\u2019 halinin en uygun bi\u00e7imi demokratik-ulus olabilmedir.<br \/>\nYaln\u0131z ba\u015f\u0131na bu \u00e7\u00f6z\u00fcm potansiyeli bile demokratik-ulus hareketinin muazzam<br \/>\n\u00e7\u00f6z\u00fcm g\u00fcc\u00fcn\u00fc ve ulus-devlete alternatif yap\u0131sall\u0131\u011f\u0131n\u0131 a\u00e7\u0131klamaya yeter. <\/span><\/p>\n<p style=\"text-align: justify text-indent: 17.1pt\" class=\" \"><span style=\" \">Ulus-devlet \u00e7\u00f6z\u00fcms\u00fczl\u00fc\u011f\u00fcn\u00fcn bir yandan k\u00fcresel sermaye hareketleri<br \/>\ntaraf\u0131ndan \u00fcstten, di\u011fer yandan kentsel, yerel ve b\u00f6lgesel \u00f6zerklik<br \/>\nhareketleriyle demokratik-ulus ve dinsel hareketler taraf\u0131ndan alttan<br \/>\ns\u0131k\u0131\u015ft\u0131r\u0131lmas\u0131yla ya\u015fanan kaos yeni sistemler do\u011furmaya adayd\u0131r. Bunun bir\u00e7ok<br \/>\ni\u015faret ve kan\u0131tlar\u0131 ortaya \u00e7\u0131km\u0131\u015f bulunmaktad\u0131r. <\/span><\/p>\n<p style=\"text-align: justify text-indent: 17.1pt\" class=\" \"><span style=\" \">Liberalizm bir yandan klasik ulus-devlet\u00e7ili\u011fi a\u015f\u0131p yeniden in\u015fa<br \/>\netmeye \u00e7al\u0131\u015f\u0131rken, \u00f6te yandan bu eylemini demokrasinin geli\u015ftirilmesi maskesi<br \/>\nalt\u0131nda y\u00fcr\u00fctmeye \u00f6nem ve \u00f6zen g\u00f6stermektedir. Kat\u0131 ulus-devlet\u00e7iler ise,<br \/>\neskinin muhafazak\u00e2rlar\u0131n\u0131 aratmayan bir tutuculuk ve gericilik i\u00e7inde debelenip<br \/>\ndurmaktad\u0131rlar. Bir nevi g\u00fcn\u00fcm\u00fcz\u00fcn ger\u00e7ek muhafazak\u00e2rlar\u0131 pozisyonunu tak\u0131nm\u0131\u015f<br \/>\ndurumdad\u0131rlar. Dinciler ise, geleneksel \u00fcmmet aray\u0131\u015f\u0131 i\u00e7indedir. Asl\u0131nda konu<br \/>\nbiraz daha karma\u015f\u0131kt\u0131r. Laiklik, her ne kadar dinin d\u00fcnyevi ya\u015famdan, \u00f6zellikle<br \/>\ndevlet i\u015flerinden tam elini \u00e7ekmesi olarak tan\u0131mlan\u0131rsa da, mu\u011flak bir<br \/>\nkavramd\u0131r.
