Zira eril ve iktidarc\u0131<br \/>\nzihniyetin kodlad\u0131\u011f\u0131 Ortado\u011fu ve T\u00fcrkiye siyaset ger\u00e7e\u011fine \u00f6zg\u00fcr kad\u0131n\u0131n<br \/>\nzihni-siyasi-\u00f6rg\u00fctsel ve fiili m\u00fcdahalesi olarak ger\u00e7ekle\u015fmektedir. Bu d\u00fcnyada<br \/>\nda bir ilktir. K\u00fcrt halk\u0131n\u0131n getirdi\u011fi ve ilk olma \u00f6zelli\u011fi ta\u015f\u0131yan bu ad\u0131m\u0131n<br \/>\n\u00f6zellikle yerel y\u00f6netimlerin \u00f6zg\u00fcr belediyecilik temelinde geli\u015ftirilmesinde<br \/>\niddias\u0131 b\u00fcy\u00fckt\u00fcr. <\/p>\n<p class=\" \"><strong>K\u00fcrtlerde \u00d6zg\u00fcr Belediyecilik<\/strong><\/p>\n<p class=\" \">K\u00fcrt halk\u0131n\u0131n ortaya \u00e7\u0131kard\u0131\u011f\u0131 \u00f6nemli bir yerel y\u00f6netim<br \/>\ndeneyimi s\u00f6z konusudur. Temiz, halk\u00e7\u0131, demokratik ve yerelin iradesine dayanan<br \/>\nbir gelenek yarat\u0131lm\u0131\u015ft\u0131r. Belediyelerin halk meclisleri olarak<br \/>\n\u015fekillendiklerini ve kent demokrasilerinde \u00f6nemli bir yerlerinin oldu\u011fu<br \/>\nbiliniyor. Ba\u015flang\u0131c\u0131 halk\u0131n demokratik iradesinin temsili olan belediyeler<br \/>\n18.yy.dan itibaren devletin yereldeki uzant\u0131s\u0131 haline getirilmeye ba\u015flan\u0131yor.<br \/>\nBu s\u00fcre\u00e7 20.yy.da daha da derinle\u015fiyor. Ulus-devletler belediyeleri toplumu<br \/>\ns\u00f6m\u00fcrme, denetlenme ve g\u00fctme ara\u00e7lar\u0131 olarak yeniden yap\u0131land\u0131r\u0131yor. G\u00fcn\u00fcm\u00fczde<br \/>\ninsanl\u0131\u011f\u0131m\u0131z\u0131 yutan kent kanserle\u015fmesinde bu yakla\u015f\u0131m\u0131n etkileri her ge\u00e7en g\u00fcn<br \/>\ndaha fazla ortaya \u00e7\u0131k\u0131yor. <\/p>\n<p class=\" \">K\u00fcrt halk\u0131 \u00fczerinde y\u00fcr\u00fct\u00fclen soyk\u0131r\u0131m\u0131n sonuca<br \/>\nula\u015ft\u0131r\u0131lmas\u0131nda b\u00fcy\u00fck roller y\u00fcklenen belediyeler K\u00fcrt \u00d6zg\u00fcrl\u00fck Hareketinin<br \/>\nm\u00fccadelesiyle bu \u00f6zelliklerinden \u00e7\u0131kar\u0131lm\u0131\u015f ve halk\u0131n kurumlar\u0131 haline<br \/>\ngetirilmi\u015flerdir. Belediyecili\u011fin hizmet anlay\u0131\u015f\u0131yla s\u0131n\u0131rl\u0131 kapsam\u0131<br \/>\ngeni\u015fletilmi\u015ftir. Kad\u0131n \u00f6zg\u00fcrl\u00fc\u011f\u00fcne, ekolojik sorunlara ve farkl\u0131<br \/>\nk\u00fclt\u00fcr-ulus-inan\u00e7 yap\u0131lanmalar\u0131na duyarl\u0131 \u00f6zg\u00fcr toplum k\u00fclt\u00fcr\u00fcn\u00fcn yay\u0131ld\u0131\u011f\u0131<br \/>\nmerkezler haline getirilmesi i\u00e7in b\u00fcy\u00fck bir \u00e7aba verilmi\u015ftir. Bu g\u00fcn\u00fcm\u00fczde de s\u00fcrmektedir.<br \/>\nK\u00fcrdistan toplumunu olu\u015fturan t\u00fcm farkl\u0131l\u0131klar belediyeleri \u00e7ok ileri bir<br \/>\nbilin\u00e7 ve yakla\u015f\u0131mla ele almaktad\u0131r. Yol-su-park-bah\u00e7e belediyecili\u011fi \u00f6nemli<br \/>\noranda a\u015f\u0131lm\u0131\u015ft\u0131r. Halk\u0131n \u00f6z \u00f6rg\u00fctl\u00fcl\u00fckleri olarak ele al\u0131nmaktad\u0131r.<br \/>\nBelediyeler halk\u0131n t\u00fcm sorunlar\u0131n\u0131 tart\u0131\u015ft\u0131\u011f\u0131-kararla\u015ft\u0131rd\u0131\u011f\u0131 ve \u00e7\u00f6z\u00fcme<br \/>\ng\u00f6t\u00fcrd\u00fc\u011f\u00fc siyasi organlar olarak de\u011ferlendirilmekte ve buna uygun bir bi\u00e7imde<br \/>\ni\u00e7i doldurulmaktad\u0131r.<\/p>\n<p class=\" \">E\u015f ba\u015fkanl\u0131k b\u00f6yle bir geli\u015fme s\u00fcreci i\u00e7indeki yerel<br \/>\ny\u00f6netimlere de b\u00fcy\u00fck a\u015fama yapt\u0131racak bir ad\u0131m olarak g\u00fcndeme gelmi\u015ftir.<br \/>\nYa\u015fanmakta olan bir\u00e7ok sorun e\u015f ba\u015fkanl\u0131k modelinin uygulamaya girmesiyle<br \/>\nortadan kalkmaktad\u0131r. E\u015f ba\u015fkanl\u0131k siyasetin demokratikle\u015ftirilmesinde<br \/>\noynayaca\u011f\u0131 rol\u00fc ilkin yerel y\u00f6netimler \u00fczerinden ortaya koyacakt\u0131r. \u00d6nder<br \/>\nApo\u2019nun yerel y\u00f6netimlerde bu modeli \u00f6nermesi nedensiz de\u011fildir. Konuyu yerel<br \/>\ny\u00f6netimlerle ba\u011flant\u0131s\u0131 i\u00e7inde tart\u0131\u015fman\u0131n say\u0131s\u0131z yarar\u0131 vard\u0131r. \u00c7\u00fcnk\u00fc e\u015f<br \/>\nba\u015fkanl\u0131k modelinin ilk elden ve en sonu\u00e7 al\u0131c\u0131, en halka yak\u0131n ve halkla<br \/>\nbirlikte pratikle\u015ftirilece\u011fi alanlar yerel y\u00f6netimlerdir. Buralarda en etkili<br \/>\nuygulanacakt\u0131r. <\/p>\n<p class=\" \"><strong>\u00d6l\u00e7\u00fcleri Hep B\u00fcy\u00fctmek<\/strong><\/p>\n<p class=\" \">K\u00fcrt \u00d6zg\u00fcrl\u00fck Hareketi \u00e7\u0131k\u0131\u015f\u0131ndan g\u00fcn\u00fcm\u00fcze demokrasi,<br \/>\n\u00f6zg\u00fcrl\u00fck ve e\u015fitlik \u00f6l\u00e7\u00fclerini b\u00fcy\u00fcterek var olmu\u015f ve kendini bu temelde<br \/>\nyenilmez k\u0131lm\u0131\u015f bir harekettir. Ortaya \u00e7\u0131kt\u0131\u011f\u0131 andan g\u00fcn\u00fcm\u00fcze kadar bunun<br \/>\n\u00e7abas\u0131 i\u00e7inde olmu\u015ftur. Demokrasi-\u00f6zg\u00fcrl\u00fck ve e\u015fitlik idealine en uygun<br \/>\nzihniyet, strateji, \u00f6rg\u00fct ve kadro aray\u0131\u015f\u0131na hi\u00e7 nokta koymam\u0131\u015ft\u0131r. Bu<br \/>\nideallerine en uygun ara\u00e7 ve y\u00f6ntemleri geli\u015ftirmekte de b\u00fcy\u00fck bir yarat\u0131c\u0131l\u0131k<br \/>\ni\u00e7inde olmu\u015ftur. E\u015fba\u015fkanl\u0131k bir de bu y\u00f6n\u00fcyle anlam ifade etmektedir.<\/p>\n<p class=\" \">En \u00f6zg\u00fcrl\u00fck\u00e7\u00fc, en e\u015fitlik\u00e7i, en demokratik y\u00f6netim modelinin<br \/>\naray\u0131\u015f\u0131 K\u00fcrt \u00f6zg\u00fcrl\u00fck hareketinin tarihi kadar eskidir. Bunun ancak kad\u0131n-erkek<br \/>\n\u00f6zg\u00fcrl\u00fc\u011f\u00fc ve e\u015fitli\u011fi temelinde olabilece\u011fi bilinci de \u00f6yle. Bu temelde bir \u00e7ok<br \/>\ny\u00f6ntem \u00fczerinde durulmu\u015f kimi y\u00f6ntemler uygulanm\u0131\u015ft\u0131r. Kota y\u00f6ntemi bunlardan<br \/>\nen bilinenidir. Kad\u0131n \u00f6zg\u00fcrl\u00fc\u011f\u00fc ekseninde \u015fekillenen bir hareket olarak kad\u0131n\u0131n<br \/>\n\u00f6zg\u00fcr ve e\u015fit kat\u0131l\u0131m\u0131n\u0131n olmad\u0131\u011f\u0131 bir ya\u015fam\u0131 demokratik ve \u00f6zg\u00fcr bir ya\u015fam olarak<br \/>\nkabul etmemi\u015ftir. Dolay\u0131s\u0131yla kad\u0131n\u0131n e\u015fit ve \u00f6zg\u00fcr temelde kat\u0131lmad\u0131\u011f\u0131 bir<br \/>\ny\u00f6netim modelini de e\u015fitlik\u00e7i ve \u00f6zg\u00fcrl\u00fck\u00e7\u00fc bir model olarak kabul etmemi\u015ftir.<br \/>\nO y\u00fczden kad\u0131n kotas\u0131n\u0131 Y\u00fczde k\u0131rk gibi y\u00fcksek bir oranla uygulam\u0131\u015ft\u0131r. Kad\u0131n\u0131<br \/>\ng\u00f6r\u00fcn\u00fcr k\u0131lma, kad\u0131n\u0131 demokratik iradenin a\u00e7\u0131\u011fa \u00e7\u0131kar\u0131lmas\u0131nda ve<br \/>\ni\u015fletilmesinde \u00f6nc\u00fc hale getirme, s\u00f6z ve karar sahibi yapma amac\u0131yla yo\u011fun<br \/>\nemekler sarf edilmi\u015f, b\u00fcy\u00fck bedeller verilmi\u015ftir. B\u00fcy\u00fck m\u00fccadeleler<br \/>\ny\u00fcr\u00fct\u00fclm\u00fc\u015ft\u00fcr. <\/p>\n<p class=\" \"><strong>Kota Sistemiyle Kad\u0131na \u00d6nemli Bir Alan A\u00e7\u0131lm\u0131\u015ft\u0131r <\/strong><\/p>\n<p class=\" \">M\u00fccadele tarihimizde kota sisteminin a\u00e7\u0131\u011fa \u00e7\u0131kard\u0131\u011f\u0131 bir<br \/>\nd\u00fczey vard\u0131r. Erke\u011fin egemen, kad\u0131n ezilen ve zay\u0131f bir konumda oldu\u011funda kota<br \/>\nuygulan\u0131r. Kad\u0131n\u0131n demokratik iradesini geli\u015ftirmeye ve erkekle e\u015fitlemeye<br \/>\nd\u00f6n\u00fck bir modeldir. E\u015fitli\u011fi sa\u011flamaya d\u00f6n\u00fck bir modeldir fakat kendi ba\u015f\u0131na<br \/>\nkota sistemi e\u015fitli\u011fi ve \u00f6zg\u00fcrl\u00fc\u011f\u00fc a\u00e7\u0131\u011fa \u00e7\u0131karamaz. Kota sistemiyle kad\u0131na t\u00fcm<br \/>\ntemsil mekanizmalar\u0131nda \u00f6nemli bir alan a\u00e7\u0131lm\u0131\u015ft\u0131r. <\/p>\n<p class=\" \"><strong>\u00d6zg\u00fcr Kad\u0131n\u0131n Rengi, \u00c7izgisi ve Duru\u015fu <\/strong><\/p>\n<p class=\" \">Bir taraftan y\u00f6netim olgusunu \u00f6zg\u00fcrl\u00fck ve e\u015fitlik \u00f6l\u00e7\u00fclerine<br \/>\ng\u00f6re geli\u015ftirme, di\u011fer taraftan Kad\u0131n \u00d6zg\u00fcrl\u00fck Hareketi ve \u00e7izgisi kapsam\u0131nda<br \/>\n\u00f6zg\u00fcr kad\u0131n\u0131 geli\u015ftirme \u00d6nder Apo\u2019nun temel \u00e7abalar\u0131ndan biri olmu\u015ftur. Kad\u0131n\u0131n<br \/>\npotansiyelini, dinamizmini a\u00e7\u0131\u011fa \u00e7\u0131karma, onun \u00f6z\u00fcndeki e\u015fitlik\u00e7i, \u00f6zg\u00fcrl\u00fck\u00e7\u00fc<br \/>\nyan\u0131 g\u00f6r\u00fcn\u00fcr k\u0131lma ve bunu hem m\u00fccadeleye hem ya\u015fama yans\u0131tma temelinde \u00e7ok<br \/>\nyo\u011fun bir m\u00fccadele y\u00fcr\u00fct\u00fclm\u00fc\u015ft\u00fcr. Egemenlikli cinsiyet\u00e7i sistemle, onun<br \/>\nyaratt\u0131\u011f\u0131 erkeklikle, geleneksel k\u00f6le kad\u0131nla \u00e7arp\u0131\u015fa \u00e7arp\u0131\u015fa \u00f6nemli bir<br \/>\n\u00f6zg\u00fcrl\u00fck d\u00fczeyi a\u00e7\u0131\u011fa \u00e7\u0131kar\u0131lm\u0131\u015ft\u0131r. Toplumda bu temelde demokratik bir<br \/>\nzihniyet demokratik \u00f6zg\u00fcrl\u00fck\u00e7\u00fc bir k\u00fclt\u00fcr ve ahlak olu\u015fturulmu\u015ftur. E\u015f<br \/>\nba\u015fkanl\u0131k bu temeldeki kazan\u0131mlar\u0131n ve yarat\u0131mlar\u0131n \u00fczerinde y\u00fckselmektedir. <\/p>\n<p class=\" \">\u00d6zg\u00fcrl\u00fck iddialar\u0131na ra\u011fmen y\u00f6netimlerin a\u011f\u0131rl\u0131kl\u0131 olarak<br \/>\nerkek olmas\u0131 her zaman y\u00f6netim ger\u00e7e\u011fini iktidarc\u0131l\u0131\u011fa ve devlet\u00e7i \u00f6zelliklere<br \/>\ne\u011filimli ve a\u00e7\u0131k tutmaktad\u0131r. \u0130\u00e7inde bilin\u00e7li, \u00f6rg\u00fctl\u00fc, \u00f6zg\u00fcr kad\u0131n\u0131n rengi,<br \/>\n\u00e7izgisi ve duru\u015fu olmayan t\u00fcm y\u00f6netim mekanizmalar\u0131 iktidarla\u015fmaya a\u00e7\u0131kt\u0131r. Onu<br \/>\nengelleyecek ve \u00f6zg\u00fcrl\u00fck-e\u015fitlik temelinde halka mal edecek tek g\u00fc\u00e7 kad\u0131nd\u0131r. <\/p>\n<p class=\" \"><strong>Demokratik Siyasetin Somutla\u015fm\u0131\u015f Hali<\/strong><\/p>\n<p class=\" \">Yine tek ki\u015fide yo\u011funla\u015fan ve merkezile\u015fen her y\u00f6netim erki<br \/>\nde iktidara a\u00e7\u0131k demektir. Niyet iyi olsa bile g\u00fc\u00e7 bir yerde merkezile\u015fti mi<br \/>\niktidara a\u00e7\u0131k hale gelmektedir. Bir ad\u0131m \u00f6tesi iktidard\u0131r. G\u00fc\u00e7 bir elde<br \/>\nyo\u011funla\u015ft\u0131\u011f\u0131nda, demokratik bir temelde payla\u015f\u0131lmad\u0131\u011f\u0131nda, topluma<br \/>\naktar\u0131lmad\u0131\u011f\u0131nda iktidara ko\u015fmaktad\u0131r. \u0130ktidar olmas\u0131 an meselesidir. O y\u00fczden<br \/>\n\u00d6nder Apo bu hususa \u00f6zellikle dikkat \u00e7ekmektedir. Bu y\u00fczden y\u00f6netim tarz\u0131nda<br \/>\ne\u015fitlik\u00e7i, \u00f6zg\u00fcrl\u00fck\u00e7\u00fc demokratik bir tarz\u0131 a\u00e7\u0131\u011fa \u00e7\u0131karma, demokratik y\u00f6netim<br \/>\ntarz\u0131n\u0131 geli\u015ftirme \u00e7abas\u0131 \u00d6nder Apo\u2019da \u00e7ok belirgindir. E\u015f ba\u015fkanl\u0131k modeli de<br \/>\nonun taraf\u0131ndan g\u00fcndeme getirilmi\u015f ve Demokratik Uygarl\u0131\u011f\u0131n, Demokratik<br \/>\nKonfederalizmin y\u00f6netim modeli olarak konulmu\u015ftur. Demokratik modernitenin<br \/>\nkurumla\u015ft\u0131\u011f\u0131 her yerde esas y\u00f6netim modelidir. Demokratik \u00f6zerkli\u011fin y\u00f6netim<br \/>\ntarz\u0131d\u0131r. E\u015f ba\u015fkanl\u0131k modelinin yerel y\u00f6netimlerle ba\u011flant\u0131s\u0131 bu a\u00e7\u0131dan<br \/>\n\u00f6nemlidir. <\/p>\n<p class=\" \">E\u015f ba\u015fkanl\u0131k sistemi, demokratik siyasetin somutla\u015fm\u0131\u015f<br \/>\nhalidir. E\u015fit temsiliyet esast\u0131r. \u0130ktidar\u0131n de\u011fil, demokratik otoritenin e\u015fit<br \/>\ntemsili s\u00f6z konusudur. Halk\u0131n demokratik otoritesinin kolektif bir temelde<br \/>\ni\u015fletilmesi esast\u0131r. Bu nedenle e\u015fba\u015fkanl\u0131k kendisini bireysel olarak ele alan,<br \/>\ntan\u0131mlayan kad\u0131n ve erkekler taraf\u0131ndan uygulanabilecek bir model de\u011fildir.<br \/>\nE\u015fba\u015fkanl\u0131k modeli \u00f6rg\u00fctl\u00fc insan\u0131n, \u00f6rg\u00fctl\u00fc erke\u011fin ve kad\u0131n\u0131n yer ald\u0131\u011f\u0131,<br \/>\n\u00f6zellikle \u00f6rg\u00fctl\u00fc kad\u0131n iradesinin temsilini gerektiren bir modeldir. <\/p>\n<p class=\" \"><strong>Halk\u0131n Demokratik \u0130radesi Birlikte Temsil Edilecektir <\/strong><\/p>\n<p class=\" \">Kendine iktidar alan\u0131 belirleyip, kad\u0131na da iktidar alan\u0131<br \/>\nsunan, kad\u0131n\u0131 iktidarc\u0131l\u0131\u011fa y\u00f6nelten yakla\u015f\u0131mlar bir tehlike olarak her zaman<br \/>\ns\u00f6z konusu olabilir. Yine e\u015f ba\u015fkanl\u0131\u011f\u0131 bir yetki ve iktidar payla\u015f\u0131m\u0131 olarak<br \/>\nanlayanlar da olabilir. \u201cNe sen bana kar\u0131\u015f ne ben sana kar\u0131\u015fay\u0131m, sen orda<br \/>\nistedi\u011fini yap ben burada  tarz\u0131nda dayatmalar da g\u00fcndeme gelebilir. E\u015f<br \/>\nba\u015fkanl\u0131\u011f\u0131n bu t\u00fcr riskleri vard\u0131r ama bunlar K\u00fcrt halk\u0131n\u0131n demokrasi-e\u015fitlik<br \/>\nve \u00f6zg\u00fcrl\u00fck k\u00fclt\u00fcr\u00fcn\u00fcn a\u015famayaca\u011f\u0131 sorunlar de\u011fildir. E\u015f ba\u015fkanl\u0131\u011f\u0131n tan\u0131m\u0131n\u0131,<br \/>\nmant\u0131\u011f\u0131n\u0131, \u00f6l\u00e7\u00fclerini, \u00f6zelliklerini, g\u00f6revlerini do\u011fru koydu\u011fumuzda kimse buna<br \/>\nkolay kolay cesaret edemeyecek, deneyenler de k\u0131sa s\u00fcrede te\u015fhir olup,<br \/>\na\u015f\u0131lacaklard\u0131r.
