Var olma ile<br \/>\nyok olma aras\u0131 kaotik bir durumu ya\u015farlar. A\u011f\u0131rl\u0131kl\u0131 olarak da demokratik<br \/>\n\u00f6zelliklerini kaybetme do\u011frultusunda bir seyir izlerler. Nereye ve nas\u0131l<br \/>\nevirilecekleri belli de\u011fildir. Kaos ortam\u0131nda asimilasyona u\u011frayarak ba\u015fkalar\u0131<br \/>\ni\u00e7in bir malzeme olabilir, orijinalitesini kaybedebilir ya da yok olabilirler.<br \/>\nZay\u0131f bu t\u00fcr toplumlar i\u00e7teki ya da d\u0131\u015ftaki yabanc\u0131 y\u00f6netimler taraf\u0131ndan<br \/>\ns\u00f6m\u00fcr\u00fcl\u00fcr ve bask\u0131lan\u0131rlar. Ahlak insan toplumsall\u0131\u011f\u0131n\u0131n en etkili<br \/>\nve kal\u0131c\u0131 y\u00f6netim \u015feklidir. Ahlak toplum taraf\u0131ndan g\u00f6n\u00fcll\u00fcce benimsenmi\u015f ve<br \/>\ntoplumu toplum yapan en uzun s\u00fcreli \u00f6zg\u00fcrl\u00fck yasas\u0131d\u0131r. Yabanc\u0131 y\u00f6netimler toplumu her t\u00fcrl\u00fc tahakk\u00fcm alt\u0131na alarak s\u00f6m\u00fcrme<br \/>\nve \u00f6zg\u00fcr geli\u015fimini engelleyen iktidar bi\u00e7imleridir. Yabanc\u0131 y\u00f6netimler<br \/>\ninsanl\u0131\u011f\u0131n d\u00f6rt d\u00fc\u015f\u00fcnme tarz\u0131 olan mitoloji, din, felsefe ve bilimsel d\u00fc\u015f\u00fcnceyi<br \/>\n\u00e7\u0131karlar\u0131na g\u00f6re uyarlayarak ve ideolojik kimlik \u015feklinde kurgulayarak<br \/>\niktidarlar\u0131n\u0131 me\u015fru k\u0131lmaya \u00e7al\u0131\u015fm\u0131\u015flard\u0131r. Tasarlanan hakikat rejimi sayesinde<br \/>\nkendilerini me\u015fru ve daim\u00ee varsaym\u0131\u015flard\u0131r. Yabanc\u0131 y\u00f6netimlerin amac\u0131 toplumu<br \/>\ny\u00f6netimsiz yani beyinsiz b\u0131rakarak s\u00f6m\u00fcrgele\u015ftirmedir. Bu s\u00f6m\u00fcrgele\u015ftirme bir<br \/>\nulus i\u00e7in ge\u00e7erli oldu\u011fu kadar bir s\u0131n\u0131f veya kad\u0131n ulusu i\u00e7inde ge\u00e7erlidir.<br \/>\nYabanc\u0131 y\u00f6netim d\u0131\u015ftan gelen yabanc\u0131 bir g\u00fc\u00e7 kadar i\u00e7teki iktidar g\u00fcc\u00fcde<br \/>\nolabilir. Toplum \u00fczerinde i\u015fgalci, s\u00f6m\u00fcrgeci veya daha de\u011fi\u015fik bask\u0131c\u0131 iktidar<br \/>\nbi\u00e7imi kuruldu\u011funda yabanc\u0131 y\u00f6netimin i\u015fgali var demektir. Bu i\u015fgal tek ba\u015f\u0131na<br \/>\nd\u0131\u015far\u0131dan gelen yabanc\u0131 bir g\u00fc\u00e7 taraf\u0131ndan da ger\u00e7ekle\u015ftirilece\u011fi gibi bazen<br \/>\nyerli i\u015fbirlik\u00e7ilerle de yap\u0131labilir. Yabanc\u0131 y\u00f6netimler hem uluslar\u0131 s\u00f6m\u00fcrgele\u015ftirerek<br \/>\nhem de toplumsal alt s\u0131n\u0131f ve tabakalar\u0131 s\u00f6m\u00fcrerek tahakk\u00fcm kurarlar. Dolay\u0131s\u0131yla<br \/>\npolitikay\u0131 sadece y\u00f6netim olgusuyla tan\u0131mlamamak gerekir. \u00d6nderlik bu a\u00e7\u0131dan<br \/>\npolitikay\u0131 \u00f6zg\u00fcrl\u00fckle \u00f6zde\u015fle\u015ftirmektedir. Politika toplumun \u00f6zg\u00fcrl\u00fck bilinci<br \/>\nve y\u00f6netimidir. Devlet idaresi asla politika olarak tan\u0131mlanamaz  bir nevi<br \/>\nkurall\u0131, norma kavu\u015fmu\u015f\u0327 iktidard\u0131r. \u0130ktidar\u0131n kendisi ise her h\u00e2l\u00fck\u00e2rda<br \/>\npolitikan\u0131n yads\u0131nmas\u0131d\u0131r. <\/strong> (A. \u00d6calan) <\/p>\n<p> Devlet idaresini ve iktidar\u0131n\u0131<br \/>\ny\u00f6netimle asla tan\u0131mlamak gerekir. Asl\u0131nda \u201cy\u00f6netim  kavram\u0131n\u0131n da devlet<br \/>\nkavram\u0131yla birlikte ifade etmekte yanl\u0131\u015ft\u0131r. Farkl\u0131 bir tan\u0131mlamaya ihtiya\u00e7<br \/>\nvard\u0131r. Y\u00f6netim demokrasiyle, toplumsal hakikatle ba\u011flant\u0131l\u0131 bir tan\u0131mlamad\u0131r.<br \/>\nDevlet ya da iktidar toplumsal bir olgu de\u011fildir. Devlet ve \u0130ktidarla toplumsal<br \/>\ntan\u0131mlama yap\u0131lamaz. Devlet ve iktidar s\u0131n\u0131fsal bir olgudur ve toplumun ezici<br \/>\n\u00e7o\u011funlu\u011funu s\u00f6m\u00fcrgele\u015ftirme amac\u0131yla az\u0131nl\u0131k egemen bir s\u0131n\u0131f\u0131n \u00e7\u0131karlar\u0131 ve<br \/>\niktidarlar\u0131 i\u00e7in kurulmu\u015f bask\u0131 ve diktat\u00f6rl\u00fck arac\u0131d\u0131r. Bu tan\u0131mla ele<br \/>\nal\u0131nd\u0131\u011f\u0131nda devlet y\u00f6netme erki de\u011fil idare merkezidir. Modernist anlay\u0131\u015fta<br \/>\npolitikan\u0131n \u00fcst s\u0131n\u0131fa ait bir meslek veya meziyetmi\u015f gibi lanse edilmesi en<br \/>\nb\u00fcy\u00fck \u00e7arp\u0131tmalardan biridir. Bu anlay\u0131\u015fa g\u00f6re politika, di\u011fer de\u011fi\u015fle y\u00f6netim<br \/>\nolgusu ancak devlet ve iktidar gruplar\u0131nca icra edilebilir. Toplumun \u00f6z<br \/>\nbile\u015fkesi olan etnik yap\u0131lar, a\u015firetler, uluslar, emek\u00e7iler, inan\u00e7 ve k\u00fclt\u00fcr<br \/>\ngruplar\u0131, kad\u0131nlar ve gen\u00e7ler politik alan\u0131n d\u0131\u015f\u0131nda g\u00f6r\u00fcl\u00fcr. Devlet ve iktidar<br \/>\nerki hiyerar\u015fik, b\u00fcrokratik ve kat\u0131 merkeziyet\u00e7idir. Devlet demokrasiyi ve<br \/>\ntoplumsal \u00f6z y\u00f6netimi temsil etmez, edemez, ancak istismar eder \u00e7arp\u0131t\u0131r.<br \/>\nDevlet egemen s\u0131n\u0131f \u00e7\u0131karlar\u0131 do\u011frultusunda kural ve kaideye kavu\u015fturulmu\u015f<br \/>\niktidard\u0131r. \u0130ktidarlar ve devletin d\u00f6nemsel ge\u00e7ici h\u00fck\u00fcmetleri toplumlar<br \/>\n\u00fczerinde kurulmu\u015f yabanc\u0131 y\u00f6netimlerdir. Egemen s\u0131n\u0131flar\u0131n eylem ve<br \/>\ns\u00f6ylemlerinin de politikayla bir alakas\u0131 yoktur. <strong>\u201cBirincisi, devlet i\u015flerinin politik i\u015fler de\u011fil, idari i\u015fler oldu\u011funu<br \/>\niyi kavramak gerekir. Devlete dayanarak politika yap\u0131lmaz, idare edilir.<br \/>\n\u0130kincisi, toplumun hayati \u00e7\u0131karlar\u0131n\u0131 ilgilendirmeyen i\u015fler esas politikay\u0131<br \/>\nolu\u015fturmaz. Di\u011fer toplumsal kurumlarca yerine getirilen rutin i\u015fler<br \/>\nseviyesindedirler. \u00dc\u00e7\u00fcnc\u00fcs\u00fc, \u00f6zg\u00fcrl\u00fckle, e\u015fitlik ve demokratiklikle ba\u011flant\u0131l\u0131<br \/>\nolmayan i\u015fler politikay\u0131 esas olarak ilgilendirmez. Ret etme kayyumun par\u00e7as\u0131 oldu\u011fu<br \/>\ns\u00f6m\u00fcrge rejimini kapsar ve ulusal-toplumsal d\u00fczeye gelirse s\u00f6m\u00fcrgecilik ve onun<br \/>\nkayyum atamalar\u0131 bo\u015fa \u00e7\u0131kar\u0131labilir. <strong>K\u00fcrt<br \/>\nhalk\u0131n\u0131n \u201ckayyuma hay\u0131r  tavr\u0131n\u0131n \u00f6tesine ge\u00e7ip \u201cT\u00fcrk s\u00f6m\u00fcrgecili\u011fine hay\u0131r<br \/>\ntutumuna ba\u011fl\u0131 olarak demokratik ulusal bir tav\u0131r geli\u015ftirmesi gerekmektedir. <\/strong>Kayyum<br \/>\nsalt kendi ba\u015f\u0131na s\u00f6m\u00fcrgecili\u011fin t\u00fcm\u00fcn\u00fc ifade etmez sadece bir uygulamas\u0131d\u0131r.<br \/>\nKayyumun kalkmas\u0131 b\u00fcy\u00fck bir kazan\u0131m olur fakat s\u00f6m\u00fcrgecili\u011fin kalkmas\u0131 anlam\u0131na<br \/>\ngelmez. Ancak s\u00f6m\u00fcrgecili\u011fin kalkmas\u0131 kayyum gibi anti demokratik ve fa\u015fist<br \/>\nuygulamalar\u0131n t\u00fcmden kalkmas\u0131 anlam\u0131na gelir. Bunun i\u00e7in stratejik bir yakla\u015f\u0131m<br \/>\ngereklidir. Orta s\u0131n\u0131f siyaseti bu stratejik duru\u015fu g\u00f6steremez. Orta s\u0131n\u0131f<br \/>\nsiyaseti s\u00f6m\u00fcrgecili\u011fin a\u015f\u0131lmas\u0131n\u0131 de\u011fil, biraz esneterek ve kendine alan<br \/>\na\u00e7arak onunla ya\u015famay\u0131 \u00f6ng\u00f6r\u00fcr. K\u00fc\u00e7\u00fck burjuva, orta s\u0131n\u0131f anlay\u0131\u015flar\u0131 s\u0131n\u0131fsal<br \/>\na\u00e7\u0131dan demokratik \u00f6z y\u00f6netimi tam olarak temsil edemezler. Bu s\u0131n\u0131flar<br \/>\ndemokrasiyi de iktidar\u0131n bir arac\u0131na d\u00f6n\u00fc\u015ft\u00fcrerek istismar ederler.<br \/>\nS\u00f6m\u00fcrgecili\u011fin a\u015f\u0131lmas\u0131 ancak radikal demokratik tutumla m\u00fcmk\u00fcnd\u00fcr. T\u00fcrk<br \/>\ndevleti kayyumlar\u0131 K\u00fcrt soyk\u0131r\u0131m\u0131 stratejisine ba\u011fl\u0131 olarak hayata ge\u00e7irmi\u015ftir.<br \/>\nK\u00fcrtlerin demokratikle\u015fmesine, \u00f6z y\u00f6netim olmas\u0131na ve \u00f6zg\u00fcrle\u015fmesine kar\u015f\u0131 bir<br \/>\ndarbe olarak planlanm\u0131\u015f ve hayata ge\u00e7irilmi\u015ftir. Kayyumlar<br \/>\nT\u00fcrkiye\u2019nin demokratikle\u015fmesine, demokratik siyaset geli\u015fimine ve bar\u0131\u015f<br \/>\naray\u0131\u015f\u0131na kar\u015f\u0131da bir darbe niteli\u011findendir. Yakla\u015f\u0131k y\u00fcz y\u0131ld\u0131r h\u00e2kim olan<br \/>\nulus-devlet anlay\u0131\u015f\u0131nda \u0131srard\u0131r. Irk\u00e7\u0131, milliyet\u00e7i resm\u00ee ideoloji iktidar\u0131n\u0131n<br \/>\nzorla T\u00fcrkiye halklar\u0131na dayat\u0131lmas\u0131d\u0131r. Y\u00fcz y\u0131ll\u0131k oligar\u015fik devlete kar\u015f\u0131<br \/>\nhalklar\u0131n demokratik siyasetinin ve \u00e7\u00f6z\u00fcm aray\u0131\u015flar\u0131n\u0131n darbelenmesidir.<br \/>\nDemokratik K\u00fcrt T\u00fcrk ittifak\u0131na kar\u015f\u0131 geli\u015ftirilmi\u015f bir darbedir. T\u00fcrkiye i\u00e7in<br \/>\nkayyumlar daha fazla fa\u015fizm, sava\u015f, ekonomik kriz, i\u015fsizlik, ac\u0131 ve bunal\u0131m<br \/>\ndemektir. <\/p>\n<p> \u00a0<\/p>\n<p> <strong>Sonu\u00e7 olarak:<\/strong> AKP T\u00fcrkiye\u2019ye atanm\u0131\u015f kayyumlar \u00e7etesi, Erdo\u011fan ise<br \/>\nbu \u00e7etenin ba\u015f kayyumdur. \u00d6yle dedi\u011fi gibi darbe kar\u015f\u0131t\u0131 falan de\u011fildir.<br \/>\nSe\u00e7imleri devre d\u0131\u015f\u0131 b\u0131rakarak, s\u00fcrekli darbelerle iktidar\u0131n\u0131 peki\u015ftirip<br \/>\ndiktat\u00f6rle\u015fen bir darbecidir. Se\u00e7imle gitmeyece\u011fini herkese ilan etmi\u015ftir. K\u00fcrt<br \/>\n\u00f6zg\u00fcrl\u00fck hareketini diktat\u00f6rl\u00fc\u011f\u00fc \u00f6n\u00fcnde en b\u00fcy\u00fck engel olarak g\u00f6rmektedir. K\u00fcrt<br \/>\nd\u00fc\u015fmanl\u0131\u011f\u0131 Erdo\u011fan\u2019\u0131n bir saplant\u0131s\u0131 haline gelmi\u015ftir.
