Tabiatta ki hi\u00e7bir canl\u0131 kendi soyuna kar\u015f\u0131 bu<br \/>\nderecede zalimane davran\u0131\u015f i\u00e7inde olmam\u0131\u015ft\u0131r. Hiyerar\u015fi, insanl\u0131k i\u00e7in yeni bir<br \/>\na\u015famad\u0131r art\u0131k. \u0130nsanl\u0131k 7 milyon y\u0131ll\u0131k ya\u015fam m\u00fccadelesinde do\u011fan\u0131n<br \/>\nbilinmezliklerine kar\u015f\u0131 kendini korumaya \u00e7al\u0131\u015fm\u0131\u015f ama ayakta kalmak i\u00e7in en<br \/>\nfazla da birbirlerine ihtiya\u00e7 duymu\u015flard\u0131r. Hiyerar\u015fi ile birlikte art\u0131k \u201cinsan<br \/>\ninsan\u0131n kurdu olmu\u015ftur  kendisi i\u00e7in tehlike arz eden do\u011fa ve iklim ko\u015fullar\u0131<br \/>\nde\u011fil, insan\u0131n kendisi olmu\u015ftur. \u00d6zg\u00fcr kabile ruhu bu ya\u015fam tarz\u0131na anlam<br \/>\nvermeyecektir. Talan, gasp, h\u0131rs\u0131zl\u0131k, z\u00fcl\u00fcm, bask\u0131 ve katilli\u011fi ya\u015fam\u0131n<br \/>\nmerkezine koyan ve temel de\u011fer olarak y\u00fcceltilen bu de\u011ferler etraf\u0131nda yeni<br \/>\nya\u015fam\u0131 \u00f6ren hiyerar\u015fiye kar\u015f\u0131 sonuna kadar direnecektir. \u0130nsanl\u0131\u011fa dayat\u0131lan bu<br \/>\nyeni ya\u015fam tarz\u0131yla birlikte do\u011fan\u0131n derinliklerinde \u00f6zg\u00fcr bir bi\u00e7imde ya\u015fayan<br \/>\nhi\u00e7bir kabile, a\u015firet yada halk g\u00fcvende olmamaktad\u0131r. Bu insanl\u0131k i\u00e7in yeni<br \/>\nbir durumdur. <\/p>\n<p class=\" \">Bu k\u0131sa giri\u015fte de anla\u015f\u0131laca\u011f\u0131 gibi insanl\u0131k ya\u015fam\u0131nda g\u00f6\u00e7,<br \/>\nhi\u00e7bir zaman g\u00f6n\u00fcll\u00fc ger\u00e7ekle\u015fmemi\u015ftir. Bu durum sadece klasik askeri y\u00f6ntemlerle de\u011fil<br \/>\ndaha ince ve kapsaml\u0131 uygulamalar devreye girecektir.<span>\u00a0 <\/span>Do\u011fa ve toplumlar \u00fczerindeki s\u00f6m\u00fcr\u00fc derinlik<br \/>\nkazand\u0131k\u00e7a bu politikalarda toplumlar \u00fczerinde geni\u015fli\u011fine ve derinli\u011fine<br \/>\nyay\u0131lacakt\u0131r. Merkezi uygarl\u0131\u011f\u0131n geli\u015fmesiyle birlikte insanl\u0131\u011fa dayat\u0131lan<br \/>\ng\u00f6\u00e7\u00fcn derinli\u011fi o co\u011frafyan\u0131n yer alt\u0131 ve yer \u00fcst\u00fc zenginliklerine g\u00f6re<br \/>\nde\u011fi\u015fiklik arz edecektir. Bu sorulara verilecek do\u011fru cevap<br \/>\nayn\u0131 \u015fekilde halklar\u0131n yerlerinden ve yurtlar\u0131ndan edinmelerinin yani g\u00f6\u00e7\u00fcn<br \/>\nas\u0131l nedenidir. Elbette ki temel sebebi insan\u0131n a\u00e7 g\u00f6zl\u00fcl\u00fc\u011f\u00fcn\u00fcn yol a\u00e7m\u0131\u015f<br \/>\noldu\u011fu hiyerar\u015fi ve iktidar olgular\u0131d\u0131r. K\u00fcrt Halk \u00d6nderi Abdullah \u00d6calan<br \/>\nhiyerar\u015fi ve iktidar\u0131n toplum i\u00e7inde oynad\u0131\u011f\u0131 esas rol\u00fc \u201cMaddi hayat\u0131n sevk ve<br \/>\nidaresi&#8230;  (4) olarak ifadelendiriyor. Buda toplum elinde ki t\u00fcm maddi<br \/>\nimk\u00e2nlar\u0131n iktidar ve hiyerar\u015fi odaklar\u0131n\u0131n elinde birikmesine sebep te\u015fkil<br \/>\nedecektir. Ellerinde ki bu maddi zenginlikleri daha iyi korumak ve daha da<br \/>\nb\u00fcy\u00fctmek i\u00e7in iktidar\u0131n daha kural kazand\u0131r\u0131lm\u0131\u015f hali idare, askeri ve<br \/>\nideolojik olarak g\u00fc\u00e7lendirilmi\u015f bir sisteme yani devlet organizasyona ihtiya\u00e7<br \/>\nduyar. Sermaye s\u00fcrekli bir bi\u00e7imde b\u00fcy\u00fcmek ister, bu onun do\u011fas\u0131nda vard\u0131r. Bu<br \/>\ndurum daha fazla talan, ganimet, s\u00f6m\u00fcr\u00fc, katliam, yoksulluk ve g\u00f6\u00e7 demektir.<br \/>\nAdil olmayan s\u00fcrekli bir bi\u00e7imde kan ve g\u00f6zya\u015f\u0131yla beslenen sermayenin<br \/>\nkorunmas\u0131 i\u00e7in devlet ayg\u0131t\u0131 olmazsa olmaz bir \u015fartt\u0131r. Sermaye b\u00fcy\u00fcd\u00fck\u00e7e<br \/>\nh\u00e2kimiyet alanlar\u0131n\u0131 daha fazla geni\u015fletmek ister. Sermaye devlet g\u00fcvenli\u011fi ve<br \/>\nkorumas\u0131 olmadan hi\u00e7bir yere ayak basmaz. Buda devlet s\u0131n\u0131rlar\u0131n\u0131n ve<br \/>\nh\u00e2kimiyetinin giderek geni\u015flemesi ve yay\u0131lmas\u0131 anlam\u0131na gelir.<span>\u00a0 <\/span>Devlet, sermaye ve iktidar s\u00fcrekli bir<br \/>\nbi\u00e7imde t\u0131pk\u0131 kartopu misali ge\u00e7ti\u011fi her yerde kendini katlayarak biriktirir.<br \/>\nDevlet, sermaye ve iktidar biriktirdik\u00e7e halk \u00fczerinde y\u00fcr\u00fctece\u011fi s\u00f6m\u00fcr\u00fc,<br \/>\nkatliam ve yurtsuzla\u015ft\u0131rma politikalar\u0131 derinlik ve \u00e7e\u015fitlilik kazanacakt\u0131r.<br \/>\nG\u00fcn\u00fcm\u00fcze do\u011fru gelindi\u011finde iktidar ve devletin denetim alt\u0131na almad\u0131\u011f\u0131 tek bir<br \/>\ninsan kalmayaca\u011f\u0131 gibi, insanla birlikte d\u00fcnyan\u0131n tek bir kar\u0131\u015f topra\u011f\u0131<br \/>\nfethedilmemi\u015f olarak kalmayacakt\u0131r. Bu ya\u015fam tarz\u0131 do\u011fay\u0131,<br \/>\nbitkileri, hayvanlar\u0131 hissederek, bir b\u00fct\u00fcn olarak i\u00e7inde b\u00fcy\u00fcm\u00fc\u015f oldu\u011fu<br \/>\neko-sistemin anlam d\u00fcnyas\u0131yla b\u00fct\u00fcnl\u00fck kazanarak ya\u015far. K\u00f6y ya\u015fam\u0131, bu ili\u015fki<br \/>\ntarz\u0131n\u0131n kendisi i\u00e7in vazge\u00e7ilmez ya\u015famsall\u0131\u011f\u0131n\u0131 ve onun derin bilincini<br \/>\ntoplumsall\u0131\u011f\u0131n genetik kodlar\u0131ndan alm\u0131\u015ft\u0131r. Buna g\u00f6re uygarl\u0131\u011f\u0131n<br \/>\nkapitalist evresine kadar ki \u00fcretim tarz\u0131 ve ili\u015fkilerinde ba\u015fat rolde olan<br \/>\nmekan k\u00f6yl\u00fcl\u00fck ve k\u0131rsal alan olmu\u015ftur.<span>\u00a0<br \/>\n<\/span>N\u00fcfus ve i\u015f g\u00fcc\u00fcn\u00fcn yo\u011funluk kazand\u0131\u011f\u0131 dolay\u0131s\u0131yla \u00fcretimin ve artan<br \/>\n\u00fcr\u00fcn\u00fcn mekan\u0131 olmas\u0131 itibariyle k\u0131rsal kesimi kent yerle\u015fkelerine kar\u015f\u0131 \u00fcst\u00fcn<br \/>\nk\u0131l\u0131yordu. Bu \u00fcst\u00fcnl\u00fck durumu kentleri k\u0131ra kar\u015f\u0131 ba\u011f\u0131ml\u0131 hale getirmi\u015fti.<br \/>\nKentlerde bir i\u015f kolu olarak geli\u015fim g\u00f6steren zanaatk\u00e2rl\u0131k mesle\u011fi \u00e7ok yayg\u0131n<br \/>\nde\u011fildi. Geli\u015fen ticaret ise kapal\u0131 ekonomi olmas\u0131ndan kaynakl\u0131 a\u011f\u0131rl\u0131kta<br \/>\nk\u0131rsal alanda gelen \u00fcr\u00fcnlerle s\u00fcrd\u00fcr\u00fcl\u00fcyordu. Bundan kaynakl\u0131 kentlerin i\u015f g\u00fcc\u00fc<br \/>\nihtiyac\u0131 s\u00f6z konusu olmad\u0131\u011f\u0131 gibi var olan i\u015f g\u00fcc\u00fcn\u00fc kar\u015f\u0131lama gibi sorunlar\u0131<br \/>\nvard\u0131. Bu d\u00f6nemlerde k\u00f6yler her y\u00f6n\u00fcyle kentlerden \u00fcst\u00fcn konumda olduklar\u0131ndan<br \/>\nkaynakl\u0131 kentlere g\u00f6re daha fazla \u00e7ekim merkeziydiler. Dolays\u0131yla k\u0131rsaldan<br \/>\nkente do\u011fru \u2013zorla olmad\u0131\u011f\u0131 m\u00fcddet\u00e7e- bir g\u00f6\u00e7 dalgas\u0131 beklemek i\u00e7in her hangi<br \/>\nbir sebep s\u00f6z konusu de\u011fildir. Bu dengenin giderek kent lehine bozulmas\u0131 ve<br \/>\nkentin ba\u015fat konuma ge\u00e7mesi kapitalist sistemin geli\u015fmesiyle m\u00fcmk\u00fcn olacakt\u0131r.<br \/>\nKapitalist modernite, tek ve vazge\u00e7ilmez yasas\u0131 olan azami kar mant\u0131\u011f\u0131 \u00fczerine<br \/>\nkuruldu\u011fu i\u00e7in mekan\u0131n\u0131 da bu yasaya g\u00f6re d\u00fczenlemek isteyecektir. Temel bir<br \/>\npolitika olarak i\u015fsizli\u011fi insanl\u0131\u011f\u0131n ba\u015f\u0131na bela edecek olan bu sistem ayn\u0131<br \/>\nzamanda k\u0131rsal alan\u0131n t\u00fcmden bo\u015falt\u0131lmas\u0131ndan da sorumludur. <\/p>\n<p class=\" \">K\u00f6y ya\u015fam\u0131nda i\u015fsizlik diye bir kavram var m\u0131d\u0131r? \u0130nsanl\u0131k<br \/>\ntarihi boyunca i\u015fsizlik kavram\u0131, ilk defa hiyerar\u015fik sistemle birlikte<br \/>\ninsanl\u0131\u011f\u0131n ya\u015fam\u0131na girmi\u015ftir. \u0130\u015fsizli\u011fi \u00e7ok bilin\u00e7li ve temel bir politika<br \/>\nolarak geli\u015ftiren ve suistimal eden kapitalist sistem olmu\u015ftur.<span>\u00a0 <\/span>G\u00f6\u00e7 olgusunun temelinde yatan en \u00f6nemli<br \/>\nnedenlerden birinin i\u015fsizlik oldu\u011funu biliyoruz. Neden? \u00c7\u00fcnk\u00fc i\u015fsizlik<br \/>\nyoksulluk ve a\u00e7l\u0131k demektir. A\u00e7l\u0131k ve yoksulluk ise t\u00fcm k\u00f6t\u00fcl\u00fcklerin kayna\u011f\u0131<br \/>\ndurumundad\u0131r. Kapitalist uygarl\u0131k ucuz emek i\u00e7in olu\u015fturmu\u015f oldu\u011fu k\u00f6leler<br \/>\nordusunu a\u00e7l\u0131k ve yoksulluk ekseninde dev\u015firmiyor mu? Peki, bu k\u00f6leler ordusunu<br \/>\ndev\u015firme durumu kendili\u011finden mi geli\u015fiyor yoksa bilin\u00e7li bir \u015fekilde uygulanan<br \/>\npolitikalar sonucu mu geli\u015fiyor? Her \u015fey o kadar apa\u00e7\u0131k ortadaki kapitalist<br \/>\nmodernite daha fazla kar s\u0131zd\u0131rmak i\u00e7in, ucuz emek g\u00fcc\u00fcne ve bunun i\u00e7inde<br \/>\ni\u015fsizler ordusuna ihtiyac\u0131 vard\u0131r.<span>\u00a0<br \/>\n<\/span>Demekki k\u00f6yden \u015fehre g\u00f6\u00e7, b\u00fcy\u00fck oranda bilin\u00e7li politikalar sonucu<br \/>\ngeli\u015fmi\u015ftir. \u0130nsanl\u0131k tarihinde 18. ve 19. yy. sanayi devrimine kadar da<br \/>\nn\u00fcfusun %95\u2019inden daha fazlas\u0131 k\u0131rsal kesimde ya\u015famlar\u0131n\u0131 idame ediyorlard\u0131.<br \/>\nKentler, sadece k\u00f6ylerin bir eki durumundayd\u0131lar. \u00c7\u00fcnk\u00fc t\u00fcm ihtiya\u00e7lar\u0131n\u0131<br \/>\nk\u00f6yden kar\u015f\u0131l\u0131yorlard\u0131. Kentler \u00fcretim merkezi olmaktan ziyade \u00e7evre k\u00f6ylerin<br \/>\npazar kurdu\u011fu, ticaretin yap\u0131ld\u0131\u011f\u0131 ve basit el zanaatk\u00e2rl\u0131\u011f\u0131n\u0131n geli\u015fti\u011fi<br \/>\nmek\u00e2nlard\u0131. Bu d\u00f6nemde k\u00f6y ile kentler aras\u0131ndaki ili\u015fki kar\u015f\u0131tl\u0131k temelinde<br \/>\nolmad\u0131\u011f\u0131 gibi aksine birbirini besleyen simbiyotik bir ili\u015fki bi\u00e7imindeydi. <\/p>\n<p class=\" \">Yap\u0131lan bir ara\u015ft\u0131rmaya g\u00f6re  \u201c1800 y\u0131l\u0131nda d\u00fcnya n\u00fcfusunun<br \/>\nsadece %1.70\u2019i n\u00fcfusu y\u00fcz bini a\u015fan kentlerde ya\u015farken bu oran\u0131n 1900\u2019de %<br \/>\n5.50\u2019ye, 1970\u2019te %22.00\u2019ye y\u00fckseldi\u011fini g\u00fcn\u00fcm\u00fczde ise % 30.00\u2019lar\u0131n \u00fczerine<br \/>\n\u00e7\u0131kt\u0131\u011f\u0131  belirtilmi\u015ftir. G\u00fc\u00e7lendik\u00e7e \u00fcstlendi\u011fi mekan\u0131 kendi \u00e7\u0131karlar\u0131 do\u011frultusunda<br \/>\n\u00f6rg\u00fctlemeye ba\u015flayan t\u00fcccar, yeni yasalarla tar\u0131msal ve \u00e7e\u015fitli zanaat<br \/>\n\u00fcr\u00fcnlerinin sat\u0131ld\u0131\u011f\u0131 pazar \u00fczerinde tekel kurarak ve ticareti yaln\u0131zca kentin<br \/>\nticari toplulu\u011funa \u00fcye olanlarla s\u0131n\u0131rl\u0131 tutma kurnazl\u0131\u011f\u0131n\u0131 g\u00f6stererek<br \/>\nkentlerdeki yerini daha da sa\u011flama almay\u0131 bilmi\u015ftir. Kentin k\u0131rsal kar\u015f\u0131s\u0131nda<br \/>\nki konumu g\u00fc\u00e7lendik\u00e7e onu s\u00f6m\u00fcrme durumu da bir o kadar derinlik kazanacakt\u0131r. <\/p>\n<p class=\" \">15. ve 16 yy\u2019a gelindi\u011finde t\u00fcccarlar s\u0131n\u0131r tan\u0131maz oldular.<br \/>\n\u201cCo\u011frafi ke\u015fifler  dedikleri yolla i\u015fgal ettikleri yerlerde orada ki zenginlik<br \/>\nkaynaklar\u0131na el koyarak \u00fclkelerine ta\u015f\u0131yorlard\u0131. Bu durum t\u00fcccar s\u0131n\u0131f\u0131na<br \/>\nbulundu\u011fu \u00fclke\u2019de ekonomik ve siyasi olarak g\u00fc\u00e7 kazand\u0131r\u0131yordu. Arkas\u0131na ald\u0131\u011f\u0131<br \/>\nsiyasi erkle daha katmerli bir bi\u00e7imde ekonomik olarak palazlanman\u0131n yollar\u0131n\u0131<br \/>\naramalar\u0131na yol a\u00e7m\u0131\u015ft\u0131r. Kapitalistler sermayeyi i\u015fte bu y\u00f6ntemlerle<br \/>\nbiriktirdiler. Kapitalist sistemin geli\u015fip palazlanabilmesi i\u00e7in tek ba\u015f\u0131na<br \/>\nsermaye birikimi yetmiyor. Bu sermayeyi i\u015fleyecek end\u00fcstriyalizmin<br \/>\ngeli\u015ftirilmesi gerekiyor. Buda \u00e7ok fazla i\u015f g\u00fcc\u00fcne ihtiya\u00e7 duyma anlam\u0131na geliyor.<br \/>\n\u0130\u015f g\u00fcc\u00fcn\u00fc kiralayacak i\u015f\u00e7iler olmadan end\u00fcstriyalizmin geli\u015fmesi m\u00fcmk\u00fcn<br \/>\nde\u011fildir. \u015eunu hi\u00e7 unutmayal\u0131m \u00e7al\u0131\u015facak bir toprak par\u00e7as\u0131 yada zanaat\u0131 olan<br \/>\nhi\u00e7bir insan bir ba\u015fkas\u0131n\u0131n emrinde \u00e7al\u0131\u015fmak istemeyecektir. Ba\u015fkalar\u0131n\u0131n<br \/>\nhizmetinde \u00e7al\u0131\u015fmak ancak \u00e7ok zorunlu oldu\u011fu zaman yap\u0131lan bir \u015feydir. Bu<br \/>\nkonuda \u0130ngiltere\u2019de olduk\u00e7a \u00e7arp\u0131c\u0131 \u00f6rnekler ya\u015fanm\u0131\u015ft\u0131r. Lordlar taraf\u0131ndan<br \/>\nzorla topraklar\u0131ndan kovulan insanlar \u015fehir varo\u015flar\u0131nda a\u00e7 ve sefil<br \/>\nya\u015famalar\u0131na ragmen, bir i\u015f\u00e7i olarak birilerinin yan\u0131nda \u00e7al\u0131\u015fmay\u0131 onurlar\u0131na<br \/>\nyedirmezler. Bundan dolay\u0131 \u0130ngiliz h\u00fck\u00fcmeti kanun \u00e7\u0131kar\u0131r ve bu insanlar\u0131 zorla<br \/>\ni\u015fe g\u00f6t\u00fcr\u00fcrler. Demek ki tarlas\u0131 ba\u015f\u0131nda kendi eme\u011fiyle ge\u00e7imini sa\u011flayan<br \/>\nk\u00f6yl\u00fcy\u00fc, i\u015f\u00e7ile\u015ftirmenin tek bir yolu vard\u0131r oda onu \u00fcretim ara\u00e7lar\u0131ndan yoksun<br \/>\nb\u0131rakmakt\u0131r. Kapitalist sermaye \u00f6n\u00fcnde engel te\u015fkil eden<br \/>\nKatolik ahlak\u0131 yerine, kapitalizme ge\u00e7it veren ve me\u015frula\u015ft\u0131ran Protestan<br \/>\nahlak\u0131 getirilmi\u015ftir. Otuz y\u0131l sava\u015flar\u0131 Vestfalya anla\u015fmas\u0131yla sonu\u00e7lan\u0131r.<br \/>\nKutsal Roma-Cermen imparatorlu\u011funu meydana getiren bir\u00e7ok prenslik k\u00fc\u00e7\u00fck<br \/>\ndevletlere b\u00f6l\u00fcn\u00fcr. Hollanda\u2019n\u0131n ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131 resmen tan\u0131n\u0131r. Bu anla\u015fma ile<br \/>\nbir nevi kapitalist hegomon sistemin devlet formu olan ulus-devletlerin temeli<br \/>\nat\u0131l\u0131r. Bu anla\u015fma kapitalizim ve \u00f6nc\u00fc s\u0131n\u0131f\u0131 olan burjuvazi i\u00e7in bir zafer<br \/>\niken  Avrupa halk\u0131 i\u00e7in b\u00fcy\u00fck bir y\u0131k\u0131m, katliam ve g\u00f6\u00e7 olmu\u015ftur. Bu sava\u015flarda<br \/>\ny\u00fczbinlerce insan \u00f6l\u00fcrken, bir o kadar\u0131 da sava\u015flar\u0131n yol a\u00e7t\u0131\u011f\u0131 k\u0131tl\u0131k ve<br \/>\nsalg\u0131n hastal\u0131klar y\u00fcz\u00fcnden \u00f6lm\u00fc\u015ft\u00fcr. \u201cAlmanya\u2019daki otuz y\u0131l sava\u015flar\u0131<br \/>\n(1618-1648) kadar b\u00fcy\u00fck bir felaket, belki de hi\u00e7bir zaman ya\u015fanmam\u0131\u015ft\u0131r.<br \/>\nToplam n\u00fcfusunun \u00fc\u00e7te ikisini kaybetmi\u015fti ve kalanlar\u0131n sefaleti de i\u00e7ler<br \/>\nac\u0131s\u0131yd\u0131. \u00dclke\u2019deki k\u00f6ylerin alt\u0131da be\u015fi yok edilmi\u015fti. Azami kar i\u00e7in<br \/>\ndaha ucuz i\u015f g\u00fcc\u00fc, fazla meta \u00fcretimi ve dolay\u0131s\u0131yla daha geni\u015f pazarlara<br \/>\nihtiya\u00e7 vard\u0131. \u00d6ncelikle i\u00e7 pazarlar\u0131n ithal mallara kapat\u0131lmas\u0131 gerekmektedir.<br \/>\nBunun i\u00e7in burjuvazi ulusal pazar politikas\u0131na ihtiya\u00e7 duyar. \u0130\u00e7 pazar\u0131n doyuma<br \/>\nula\u015ft\u0131\u011f\u0131 noktada d\u0131\u015f pazarlara a\u00e7\u0131lmak ihtiyac\u0131 bir zorunluluk haline gelir.<br \/>\nYoksa sistem bunal\u0131m \u00fcretir ve krize girer. Daha geni\u015f pazarlar demek, daha<br \/>\nfazla meta \u00fcretimi, i\u015f g\u00fcc\u00fc ve daha fazla hammadde ihtiyac\u0131 demektir. K\u00e2rda s\u0131n\u0131r<br \/>\ntan\u0131mayan end\u00fcstriyalizm bu ihtiya\u00e7lar\u0131 kar\u015f\u0131lamak i\u00e7in ba\u015fka \u00fclkelerin<br \/>\ns\u00f6m\u00fcrgele\u015ftirilmesine ihtiya\u00e7 duyar. Tek ba\u015f\u0131na bunu yapamayaca\u011f\u0131na g\u00f6re<br \/>\narkas\u0131na devlet g\u00fcc\u00fcn\u00fc almal\u0131d\u0131r. Bunu da ancak ulus-devlet formu ile<br \/>\nyapabilir. Burjuvazi, \u00e7\u0131karlar\u0131n\u0131 ulusun \u00e7\u0131karlar\u0131yla e\u015f de\u011fer tutma yalan\u0131yla<br \/>\nt\u00fcm ulusun g\u00fcc\u00fcn\u00fc arkas\u0131na alarak ilhak ve s\u00f6m\u00fcrge politikas\u0131n\u0131 geli\u015ftirir.<br \/>\nBurjuvazi ulus-devlet ve milliyet\u00e7ilik olmadan sonu\u00e7lar\u0131 \u00e7ok kanl\u0131 ve a\u011f\u0131r olan<br \/>\nbu s\u00f6m\u00fcrge politikalar\u0131na giri\u015fmeyece\u011fini \u00e7ok iyi bilmektedir.<span>\u00a0 <\/span>Milliyet\u00e7ilik ise dilin, k\u00fclt\u00fcr\u00fcn, sanat\u0131n,<br \/>\ndinin, tarihin, co\u011frafi s\u0131n\u0131rlar\u0131n ve k\u0131sacas\u0131 ulusall\u0131k ad\u0131na her \u015feyin<br \/>\nmillile\u015fmesi s\u00fcreciyle ete kemi\u011fe b\u00fcr\u00fcnd\u00fcr\u00fclecektir. Burjuvaziye geni\u015f<br \/>\npazarlar, ucuz hammadde yataklar\u0131, ucuz i\u015f g\u00fcc\u00fc sa\u011flayan ama milyonlarca<br \/>\ninsan\u0131n \u00f6ld\u00fcr\u00fcld\u00fc\u011f\u00fc ve milyonlarcas\u0131n\u0131n sakat ve bir o kadar\u0131n\u0131n da yerinden<br \/>\nyurdundan edilmesi i\u00e7in g\u00fc\u00e7 sa\u011flayan temel \u015fey end\u00fcstriyalizmin ulus-devlet ve<br \/>\nmilliyet\u00e7ilik ideolojisi olmu\u015ftur.<span>\u00a0\u00a0\u00a0 <\/span><\/p>\n<p class=\" \">19.yy\u2019a gelindi\u011finde ba\u015fta \u0130ngiltere olmak \u00fczere Fransa,<br \/>\nHollanda, Portekiz, \u0130spanya, Bel\u00e7ika ve \u0130talya \u00fcretilen fazla meta i\u00e7in ba\u015fka<br \/>\n\u00fclkeleri ilhak etme yar\u0131\u015f\u0131na girdiler. D\u00fcnyan\u0131n en b\u00fcy\u00fck g\u00fcc\u00fc olan \u0130ngiltere \u201cG\u00fcne\u015f batmayan imparatorluk<br \/>\nolarak en fazla s\u00f6m\u00fcrge sahibi \u00fclkeydi. Otuz y\u0131l sava\u015flar\u0131n\u0131n sonucu Almanya<br \/>\ni\u00e7in olduk\u00e7a a\u011f\u0131r olmu\u015ftur. Almanya 19. yy\u2019a kadar siyasi, ekonomik ve sanayi<br \/>\nolarak kendisini toparlayamam\u0131\u015ft\u0131r. Bu durum Almanya\u2019n\u0131n s\u00f6m\u00fcrgecilik<br \/>\nhareketlerinde \u0130ngiltere ve Fransa\u2019dan geri kalmas\u0131na yol a\u00e7m\u0131\u015ft\u0131r. 19.yy\u2019a<br \/>\ngelindi\u011fine siyasi birli\u011fini kuran ve giderek sanayide g\u00fc\u00e7 kazanan Almanya<br \/>\ns\u00f6m\u00fcrgecilikte kendine pay isteyecektir. Bu durum \u0130ngiltere ve Fransa i\u00e7in<br \/>\nolduk\u00e7a tehlike arz eder. \u0130ngiltere elindeki s\u00f6m\u00fcrgelerin korunmas\u0131n\u0131, deniz<br \/>\nticaretindeki \u00fcst\u00fcnl\u00fc\u011f\u00fcn\u00fcn devam\u0131 ve bir a\u011f gibi d\u00fcnyan\u0131n her taraf\u0131na da\u011f\u0131lm\u0131\u015f<br \/>\nk\u00fcresel \u015firketlerinin h\u00e2kimiyetlerinin s\u00fcrd\u00fcr\u00fclmesi y\u00f6n\u00fcnde politikalar\u0131n\u0131<br \/>\ny\u00fcr\u00fct\u00fcyordu. Yine Ortado\u011fu\u2019da ke\u015ffetmi\u015f oldu\u011fu petrol rezervlerinin kontrol\u00fc<br \/>\nonun temel politikalar\u0131n\u0131 belirliyordu. Bu durum \u0130ngiltere\u2019yi D\u00fcnya\u2019n\u0131n hegomon<br \/>\ng\u00fcc\u00fc haline getirmi\u015fti. \u0130ngiltere ve Fransa\u2019n\u0131n bu durumlar\u0131 Almanya\u2019n\u0131n<br \/>\ns\u00f6m\u00fcrge politikas\u0131 \u00f6n\u00fcnde ciddi bir engeldi. \u00c7\u00fcnk\u00fc Almanya bu \u00fclkelerin<br \/>\nellerindeki s\u00f6m\u00fcrgelerden pay istiyordu. Yukarda say\u0131lan nedenlerle birlikte,<br \/>\n\u00c7arl\u0131k Rusya\u2019s\u0131n\u0131n Osmanl\u0131 \u0130mparatorlu\u011funun topraklar\u0131na g\u00f6z dikmesi I. D\u00fcnya<br \/>\nsava\u015f\u0131n\u0131n as\u0131l nedenleri olmaktayd\u0131. <\/p>\n<p class=\" \">I. Emperyalist payla\u015f\u0131m sava\u015f\u0131n\u0131n sonu\u00e7lar\u0131 halklar<br \/>\na\u00e7\u0131s\u0131ndan olduk\u00e7a a\u011f\u0131r olmu\u015ftur. U\u00e7aklar, tanklar, toplar, may\u0131nlar, kimyasal,<br \/>\nmakineli silahlar\u0131n kullan\u0131ld\u0131\u011f\u0131 bu sava\u015fta sadece sava\u015fan g\u00fc\u00e7ler etkilenmedi.<br \/>\nCephe gerisinde olan kad\u0131n, \u00e7ocuk, ya\u015fl\u0131 k\u0131sacas\u0131 toplum bir b\u00fct\u00fcn olarak<br \/>\npay\u0131n\u0131 ald\u0131. Halklar a\u00e7\u0131s\u0131ndan b\u00fcy\u00fck trajedilere yol a\u00e7an, b\u00fcy\u00fck katliam ve<br \/>\nsoyk\u0131r\u0131mlar\u0131n ortaya \u00e7\u0131kt\u0131\u011f\u0131, yerle\u015fim alanlar\u0131n yak\u0131l\u0131p y\u0131k\u0131ld\u0131\u011f\u0131, b\u00fcy\u00fck<br \/>\ng\u00f6\u00e7lerin ve tehcir politikalar\u0131n t\u00fcm ac\u0131mas\u0131zl\u0131\u011f\u0131yla devreye sokuldu\u011fu bir<br \/>\nsava\u015f oldu. Nitekim b\u00f6yle bir durumda olur.<br \/>\nBundan kaynakl\u0131 bu politikalar hayata ge\u00e7irilemez. Balkanlar t\u00fcmden<br \/>\nkaybedildikten sonra \u0130ttihat\u00e7\u0131lar\u0131n ba\u015f\u0131 olan Enver ve Talat pa\u015falar art\u0131k<br \/>\ntamam\u0131yla Anadolu\u2019ya yo\u011funla\u015fma gere\u011fi duyarlar. Buralar\u0131nda Makedonya\u2019n\u0131n<br \/>\nak\u0131betine u\u011framamas\u0131 i\u00e7in \u00e2dete b\u00fcy\u00fck bir panik ve tela\u015f i\u00e7inde h\u0131zla harekete<br \/>\nge\u00e7erler. \u0130ttihat\u00e7\u0131lar art\u0131k H\u0131ristiyan halklardan tamam\u0131yla umutlar\u0131n\u0131<br \/>\nkesmi\u015flerdir, hatta kendileri i\u00e7in b\u00fcy\u00fck bir tehlike olarak g\u00f6rmektedirler.<br \/>\nBunun i\u00e7in biran \u00f6nce Makedonya\u2019da uygulamak istedikleri ama ba\u015faramad\u0131klar\u0131<br \/>\niskan, tehcir politikalar\u0131n\u0131 Anadolu\u2019da ki H\u0131ristiyan halklara kar\u015f\u0131 olduk\u00e7a<br \/>\nplanl\u0131 bir \u015fekilde uygulanmas\u0131n\u0131n \u015fart oldu\u011funa ikna olmu\u015flard\u0131r. \u201c1913<br \/>\nkongresinde al\u0131nan karar gere\u011fi, 13 May\u0131s 1913\u2019te \u0130AMM (muhacirlere y\u00f6nelik<br \/>\nkurulan komisyon) kurulur. \u0130ttihat\u00e7\u0131lar\u0131n iki temel n\u00fcfus kayna\u011f\u0131 vard\u0131r:<br \/>\nMuhacirler ve g\u00f6\u00e7ebeler. Bu m\u00fcd\u00fcriyet, h\u00fck\u00fcmetin n\u00fcfusun sevk ve iskan ile<br \/>\nilgili politikalar\u0131n\u0131 hayata ge\u00e7irmekle y\u00fck\u00fcml\u00fc k\u0131l\u0131n\u0131r. Bu kurum ayn\u0131 zamanda<br \/>\netnik gruplar \u00fczerine bilgi toplama, \u00fcretme ve yayma merkezi de olur\u2026 Bahsi<br \/>\nge\u00e7en iki n\u00fcfus kayna\u011f\u0131 (muhacirler ve g\u00f6\u00e7ebeler), iki b\u00f6lgeye m\u00fcdahale<br \/>\nanlam\u0131na geliyordu. Muhacirlerin iskan\u0131 ile burada ki b\u00f6lgeleri ve esas olarak<br \/>\niki halk\u0131, Bulgarlar\u0131 ve Rumlar\u0131  g\u00f6\u00e7ebelerin iskan\u0131 ile do\u011fudaki b\u00f6lgeleri ve<br \/>\nesas olarak Ermenileri ve K\u00fcrtleri hedefliyordu.  (15) Bu d\u00f6nemde elden \u00e7\u0131kan<br \/>\nBalkan \u00fclkelerinde Osmanl\u0131ya do\u011fru yo\u011fun bir g\u00f6\u00e7 s\u00f6z konusuydu. \u0130mparatorluk<br \/>\nyan\u0131nda yer al\u0131p b\u00f6lge halklar\u0131na kar\u015f\u0131 sava\u015fm\u0131\u015f ve M\u00fcsl\u00fcman olan kesimlerin<br \/>\n\u00e7o\u011fu ka\u00e7mak zorunda kalm\u0131\u015ft\u0131r. Bunun yan\u0131 s\u0131ra ittihat\u00e7\u0131lar Anadolu\u2019da Ermeni,<br \/>\nRum, Asuri ve K\u00fcrtlere kar\u015f\u0131 haz\u0131rl\u0131k i\u00e7inde olduklar\u0131 tehcir politikalar\u0131 i\u00e7in<br \/>\nBalkanlardaki g\u00f6\u00e7\u00fc te\u015fvik ediyorlard\u0131. \u0130ttihat\u00e7\u0131lar I. D\u00fcnya sava\u015f\u0131na bu kafa<br \/>\nyap\u0131s\u0131yla girdiler. Asl\u0131nda bu planlar\u0131n rahatl\u0131kla uygulanabilmesi i\u00e7in<br \/>\nb\u00f6ylesi bir sava\u015f bulunmaz bir ortam sunuyordu. \u0130ttihat\u00e7\u0131lar\u0131n tamda istedi\u011fi<br \/>\nbuydu. <\/p>\n<p class=\" \">Ayr\u0131ca Osmanl\u0131 topraklar\u0131 i\u00e7inde ya\u015fayan Ermeni, Rum ve<br \/>\nAsuriler ticaret ve sermaye tekelini ellerinde bulunduruyorlard\u0131, Avrupa\u2019da boy<br \/>\nveren modern ulus-devlet olu\u015fumlar\u0131ndan olduk\u00e7a etkilenmi\u015flerdir. Ermeni<br \/>\nmilliyet\u00e7ili\u011fin ulus-devlet \u00e7abalar\u0131 ve \u0130ngilizlerle olan ili\u015fkileri<br \/>\nittihat\u00e7\u0131lar\u0131 daha fazla tedirgin etmi\u015f durumdayd\u0131. Da\u011f\u0131lmakta olan Osmanl\u0131<br \/>\nimparatorlu\u011funun y\u0131k\u0131nt\u0131lar\u0131ndan modern ulus-devlet yaratmak isteyen<br \/>\n\u0130ttihat\u00e7\u0131lar i\u00e7in sermayenin biriktirilmesi bir sorun iken di\u011fer bir sorun<br \/>\nHristiyan halklar\u0131n yaratm\u0131\u015f oldu\u011fu tehlikeydi. Bunlar\u0131n tasfiye edilerek mal<br \/>\nvarl\u0131klar\u0131na el konulmas\u0131 her iki sorununda k\u0131sa yoldan \u00e7\u00f6z\u00fcm\u00fc olacakt\u0131. Adeta<br \/>\ns\u0131rtlan pay\u0131ndan yarat\u0131lmak istenen T\u00fcrk ulus devleti, \u00f6n\u00fcndeki t\u00fcm engellerin<br \/>\nkald\u0131r\u0131lmas\u0131 i\u00e7in I. D\u00fcnya sava\u015f\u0131 ko\u015fullar\u0131ndan yararlanarak 1914 ile 1923<br \/>\ny\u0131llar\u0131 aras\u0131nda \u0130ttihat\u00e7\u0131lar taraf\u0131ndan H\u0131ristiyan halklara kar\u015f\u0131 etnik<br \/>\ntemizlik operasyonu ba\u015flat\u0131l\u0131r. 24 Nisan 1915 tarihinde Talat pa\u015fa taraf\u0131ndan<br \/>\nverilen bir emirle Ermeni halk\u0131n\u0131n \u00f6nde gelen isimleri, yazarlar\u0131 ve ayd\u0131nlar\u0131<br \/>\ntutuklan\u0131r. Daha sonra 27 May\u0131s 1915 tarihinde tehcir kanunu \u00e7\u0131kart\u0131ld\u0131\u011f\u0131nda<br \/>\ntutuklanan t\u00fcm yazar ve ayd\u0131nlar katledilir. Daha sonra ise Ermeni halk\u0131na<br \/>\ntehcir uygulan\u0131r. Bu politikalar sonucu yayg\u0131n kan\u0131 1- 1.5 milyon Ermeni\u2019nin<br \/>\nkatledildi\u011fidir. Geride kalanlar ise Osmanl\u0131 topraklar\u0131 d\u0131\u015f\u0131na s\u00fcr\u00fcl\u00fcrler.<span>\u00a0 <\/span>Bunun yan\u0131 s\u0131ra Ermenilerin t\u00fcm mal<br \/>\nvarl\u0131klar\u0131na ve yerle\u015fim birimlerine el konulur, bo\u015falan yerle\u015fim birimlerine<br \/>\nd\u0131\u015fardan getirilen muhacirler yerle\u015ftirilir. Rumlara kar\u015f\u0131 da  \u201c1914 y\u0131l\u0131n\u0131n<br \/>\nyaz mevsiminde h\u00fck\u00fbmet ve ordu yetkilileri taraf\u0131ndan desteklenen Te\u015fkilat-\u0131<br \/>\nMahsusa, askerlik \u00e7a\u011f\u0131nda olan Trakya ve Bat\u0131 Anadolulu Rum erkekleri i\u015f\u00e7i<br \/>\ntaburlar\u0131na ald\u0131rd\u0131 ve bunlar\u0131n y\u00fcz binlercesi \u00f6ld\u00fc.  (16) Y\u00fczlerce mil<br \/>\nmesafeden \u0130\u00e7 Anadolu&#8217;nun i\u00e7ine sevk edilen bu askerler yol yapma, bina yapma,<br \/>\nt\u00fcnel kazma ve di\u011fer saha \u00e7al\u0131\u015fmas\u0131nda istihdam edildi. Fakat onlar\u0131n say\u0131s\u0131<br \/>\nyoksulluk ve k\u00f6t\u00fc muamele ya da T\u00fcrk muhaf\u0131zlar\u0131 taraf\u0131ndan d\u00fcped\u00fcz<br \/>\nkatledilmesiyle b\u00fcy\u00fck \u00f6l\u00e7\u00fcde azald\u0131. Bu zorla askere alma program\u0131n\u0131n kapsam<br \/>\nalan\u0131 daha sonra Pontus dahil olmak \u00fczere Osmanl\u0131 Devleti&#8217;nin di\u011fer b\u00f6lgelerine<br \/>\ngeni\u015fletildi.  (17) Rum erkeklerin zorla askere al\u0131nmas\u0131, genel n\u00fcfusuna<br \/>\ny\u00f6nelik katliamlar ve \u00f6l\u00fcm y\u00fcr\u00fcy\u00fc\u015fleri de dahil olmak \u00fczere s\u00fcrg\u00fcn ile<br \/>\ntamamland\u0131. Rum k\u00f6y ve kasabalar\u0131 T\u00fcrkler taraf\u0131ndan ku\u015fat\u0131l\u0131p kom\u015fular<br \/>\ntaraf\u0131ndan \u00f6ld\u00fcr\u00fclecektir. \u00d6rne\u011fin, \u201c12 Haziran 1914 tarihinde Bat\u0131 Anadolu&#8217;da<br \/>\nSmyrna (\u0130zmir)&#8217;n\u0131n 25 mil kuzeybat\u0131s\u0131nda bulunan Phokaia (Yunanca: \u03a6\u03ce\u03ba\u03b1\u03b9\u03b1,<br \/>\n\u0130zmir\/Fo\u00e7a)&#8217;da erkek, kad\u0131n ve \u00e7ocuklar\u0131n \u00f6l\u00fcleri bir kuyuya at\u0131ld\u0131.  (18)<br \/>\nRumlara kar\u015f\u0131 ba\u015flat\u0131lan tehcirin Ermeni tehcirinden geri kal\u0131r y\u00f6n\u00fc yoktu.<br \/>\nKimi kaynaklara g\u00f6re y\u00fczbinlerce Rum katledilir ve 1 milyondan fazlas\u0131 da \u00fclke<br \/>\ntopraklar\u0131n\u0131n d\u0131\u015f\u0131na s\u00fcr\u00fcl\u00fcr. Birle\u015fik Krall\u0131k D\u0131\u015fi\u015fleri Bakanl\u0131\u011f\u0131 g\u00f6revlisi<br \/>\nGeorge W. Rendel&#8217;e g\u00f6re, \u201c1918 y\u0131l\u0131na kadar 500.000&#8217;den fazla Rum s\u00fcrg\u00fcn edildi<br \/>\nve orant\u0131l\u0131 olarak bunlar\u0131n az k\u0131sm\u0131 hayatta kald\u0131.  (19)<\/p>\n<p class=\" \">Ayn\u0131 tarihlerde Asurilere kar\u015f\u0131da tehcir politikas\u0131<br \/>\nuyguland\u0131 Rum ve Asuri katliamlar\u0131 a\u011f\u0131rl\u0131kta Ermeni katliam\u0131n\u0131n g\u00f6lgesinde<br \/>\nkald\u0131\u011f\u0131 i\u00e7in \u00e7ok fazla g\u00fcndem olmad\u0131. Bu d\u00f6nemde kimi kaynaklara g\u00f6re  \u201cToplam<br \/>\n\u00f6l\u00fc say\u0131s\u0131 270 bin ila 300 bin aras\u0131ndad\u0131r.  (20)<\/p>\n<p class=\" \">Modern T\u00fcrk ulus devletinin olu\u015fumu i\u00e7in tehlikeli g\u00f6r\u00fclen<br \/>\nt\u00fcm halklar tasfiye edilmi\u015ftir. Geriye kalanlara y\u00f6nelik ise yapay olarak<br \/>\nolu\u015fturulmaya \u00e7al\u0131\u015f\u0131lan T\u00fcrk milliyet\u00e7ili\u011fi i\u00e7inde eritme politikas\u0131 esas<br \/>\nal\u0131nacakt\u0131r. Bu politikalardan K\u00fcrtlerde fazlas\u0131yla paylar\u0131n\u0131 alacaklard\u0131r.<br \/>\nBelki H\u0131ristiyan halklara kar\u015f\u0131 uygulanan toplu katliamlar\u0131 K\u00fcrtlere uygulamay\u0131<br \/>\ng\u00f6ze almam\u0131\u015flard\u0131r. Bunda K\u00fcrtlerin geni\u015f bir araziye yay\u0131lm\u0131\u015f olmalar\u0131, daha<br \/>\nb\u00fcy\u00fck bir n\u00fcfusa sahip olmas\u0131 ve y\u00f6nelindi\u011finde isyan potansiyellerin<br \/>\nolmas\u0131ndan kaynakl\u0131 cesaret edilmemi\u015ftir. Fakat K\u00fcrtleri de uzun soluklu<br \/>\npolitikalara tabii tutarak yeri geldi\u011finde katliamlar, s\u00fcrg\u00fcnler ve daimi bir<br \/>\n\u015fekilde k\u00fclt\u00fcrel soyk\u0131r\u0131ma tabi tutmu\u015flard\u0131r. Mecburi iskan yasalar\u0131yla K\u00fcrdistan\u2019da ulusal n\u00fcve<br \/>\nta\u015f\u0131yan ve etkin olan \u015fahsiyetler yerlerinden edilerek T\u00fcrkiye \u015fehirlerine<br \/>\ns\u00fcr\u00fcl\u00fcrler. \u00d6zelikle her isyandan sonra isyan b\u00f6lgesi adeta ablukaya al\u0131narak<br \/>\n\u00f6nce katliamdan ge\u00e7irilir, daha sonra geri kalan n\u00fcfusun a\u011f\u0131rl\u0131\u011f\u0131 s\u00fcrg\u00fcne g\u00f6nderilir.<br \/>\nK\u00f6yler ve yerle\u015fim birimleri yak\u0131l\u0131p y\u0131k\u0131l\u0131r.
