Oturmu\u015f k\u00f6kl\u00fc kurumlar ve ideallerce<br \/>\nbelirlenmi\u015f hede\ufb02er do\u011frultusunda y\u00fcr\u00fct\u00fclen sistematik \u00e7al\u0131\u015fmalar , olduk\u00e7a iyi<br \/>\nhesaplanm\u0131\u015f olas\u0131l\u0131k ve risk analizleri ve muhattaplar hakk\u0131nda var\u0131lan<br \/>\nhakikate en yak\u0131n yarg\u0131lar<span>\u00a0 <\/span>ise<span>\u00a0 <\/span>bilimsel yan\u0131n\u0131 ortaya koyar. <\/span><\/p>\n<p class=\" \"><span>&#8211; Uluslar\u0131n zaman i\u00e7inde olu\u015fmu\u015f diplomatik<br \/>\ntecr\u00fcbe birikimleri \u00f6zg\u00fcn bir diplomasi gelene\u011fi olu\u015fturur. Ancak biz k\u00fcrtler gibi olumsuz bir<br \/>\nge\u00e7mi\u015fte \u015fekillenen gelene\u011fe sahip toplumlar k\u0131sa s\u00fcrede \u00e7arp\u0131c\u0131 ve sonu\u00e7 al\u0131c\u0131<br \/>\nbir tarz olu\u015fturma zorunlulu\u011fuyla kar\u015f\u0131 kar\u015f\u0131yad\u0131rlar. Yak\u0131n<br \/>\nd\u00f6nemde k\u00fcrtlerin yery\u00fcz\u00fcnde kabul edilmi\u015f tek dejure y\u00f6netimi olan g\u00fcney<br \/>\nk\u00fcrdistan h\u00fck\u00fcmetinin d\u00fc\u015ft\u00fc\u011f\u00fc ve halk\u0131m\u0131z\u0131 d\u00fc\u015f\u00fcrd\u00fc\u011f\u00fc durum bunun en ac\u0131<br \/>\ntecr\u00fcbesidir.
