K. Marks\u2019\u0131n \u201cKapital  \u00e7al\u0131\u015fmas\u0131yla sistemi bilimselle\u015ftirerek, kapitalizmi ka\u00e7\u0131n\u0131lmaz bir tarihsel sistem olarak sundu\u011funu savunan \u00d6calan, daha sonralar\u0131 Sovyetler Birli\u011fi ve \u00c7in deneyimlerinin bu temelde liberalizme hizmet etti\u011fini \u015f\u00f6yle ele al\u0131yor:<\/p>\n<p>\u201cBilim ad\u0131na kapitalizme en \u00e7ok kafa tutan K. Marks\u2019\u0131n, sanki me\u015fru bir zemini varm\u0131\u015f gibi bu sistemi bilimselle\u015ftirmeye y\u00f6nelik olarak yapt\u0131\u011f\u0131 \u201cKapital  \u00e7al\u0131\u015fmas\u0131, yeniden yorumlanmaya muhta\u00e7t\u0131r. Her ne kadar bir\u00e7ok alanda maskesini d\u00fc\u015f\u00fcrmeye \u00e7al\u0131\u015fm\u0131\u015f olsa da, kapitalizmi ka\u00e7\u0131n\u0131lmaz bir tarihsel sistem olarak sunmas\u0131, Marksizm\u2019in son tahlilde modernite i\u00e7inde eritilmesinin temel nedenidir. Reel sosyalizmin Sovyetler Birli\u011fi ve \u00c7in deneyimlerinde g\u00f6r\u00fcld\u00fc\u011f\u00fc gibi liberalizme en b\u00fcy\u00fck hizmeti sunarak sistemdeki yerini almas\u0131 da bu ger\u00e7eklikle yak\u0131ndan ba\u011flant\u0131l\u0131d\u0131r. <\/p>\n<p>KAP\u0130TAL\u0130ZM\u0130N GER\u00c7EK Y\u00dcZ\u00dc K\u00dcRD\u0130STAN\u2019DA<\/p>\n<p>\u201cKapitalizmin ger\u00e7ek y\u00fcz\u00fcn\u00fc Londra ve New York\u2019ta de\u011fil, Diyarbak\u0131r-Erbil, Mahabad-Qami\u015flo hatt\u0131nda tan\u0131yabiliriz  diyen \u00d6calan, K\u00fcrdistan\u2019daki tahribata \u015f\u00f6yle dikkat \u00e7ekiyor:<\/p>\n<p>\u201cBir \u00fclkeyi ve halk\u0131n\u0131 t\u00fcm toplumsal do\u011fas\u0131yla ne hale getirdi\u011fini \u00e7arp\u0131c\u0131 olarak anlamak i\u00e7in bu hatlar\u0131n \u00e7evreleriyle tan\u0131mlanmas\u0131, bizi ger\u00e7e\u011fin \u00e7\u0131plak, kendini gizleyemez ve me\u015fru k\u0131lamaz halini tan\u0131maya g\u00f6t\u00fcr\u00fcr. Bu ger\u00e7ekle\u015fti\u011finde asimilasyonu ve soyk\u0131r\u0131m\u0131yla, talan\u0131 ve i\u015fsizli\u011fiyle, zorbal\u0131\u011f\u0131n her bi\u00e7imiyle, ulus-devletin s\u0131n\u0131r tan\u0131mayan bitirici uygulamalar\u0131yla, b\u00fcrokratik ve \u00f6zel sermayedar\u0131n bir g\u00fcnl\u00fck \u00e7\u0131kar\u0131 u\u011fruna K\u00fcrt ger\u00e7e\u011finin toplum olmaktan, ulus ve vatan say\u0131lmaktan, insan olmaktan nas\u0131l \u00e7\u0131kar\u0131ld\u0131\u011f\u0131n\u0131n t\u00fcm sonu\u00e7lar\u0131yla kar\u015f\u0131la\u015f\u0131r\u0131z. <\/p>\n<p>K\u00fcrt ger\u00e7ekli\u011finde \u00e7a\u011fda\u015f ekonomik boyutun sadece ekonomik ya\u015fam olmaktan \u00e7\u0131kmak olarak yorumlanamayaca\u011f\u0131n\u0131 ifade eden \u00d6calan, \u201cG\u00f6r\u00fcn\u00fc\u015fte ekonomik anlamda y\u00fczde seksenleri a\u015fan bir i\u015fsizlik, tasfiye edilmi\u015f bir tar\u0131m ve hayvanc\u0131l\u0131k, talan edilen yeralt\u0131 ve yer\u00fcst\u00fc zenginlik kaynaklar\u0131 temel g\u00f6stergeler olarak sunulur  diyor. G\u00f6r\u00fcn\u00fc\u015fte K\u00fcrt ger\u00e7ekli\u011finde kapitalist modernite unsurlar\u0131n\u0131n etkisinin pek geli\u015fmedi\u011fini, olup bitenlerle ili\u015fkilerinin olmad\u0131\u011f\u0131 veya \u00e7ok s\u0131n\u0131rl\u0131 oldu\u011funun san\u0131ld\u0131\u011f\u0131na i\u015faret eden \u00d6calan, \u015funlar\u0131 kaleme al\u0131yor:<\/p>\n<p>\u201cBu yakla\u015f\u0131m ciddi bir yan\u0131lg\u0131d\u0131r. E\u011fer kapitalist modernite unsurlar\u0131 (azami k\u00e2r kanunu, ulus-devlet ve end\u00fcstriyalizm) olmasayd\u0131, K\u00fcrt ger\u00e7ekli\u011fi t\u00fcm boyutlar\u0131nda (vatan, ulus, sosyalite, ekonomi, k\u00fclt\u00fcr, diplomasi) ink\u00e2r ve imhan\u0131n e\u015fi\u011finde olmazd\u0131. Sistemin \u00f6z\u00fc gere\u011fi bu konuda bir yok olu\u015f ya\u015fanmaktad\u0131r. K\u00fcrt ger\u00e7ekli\u011fi diye olu\u015fturulup ya\u015fat\u0131lan unsurlar bir yandan K\u00fcrt olgusunun ink\u00e2r\u0131nda kullan\u0131l\u0131r ve \u00f6rne\u011fine az rastlan\u0131r bir ihaneti ya\u015farken, di\u011fer yandan ayn\u0131 unsurlar \u00e7\u0131karlar\u0131 gere\u011fi sahte K\u00fcrt\u00e7\u00fcl\u00fck yapmaktan, maskeli tuzak \u00f6rg\u00fctler kurmak ve sistemler geli\u015ftirmekten de geri durmazlar. Bunu yat\u0131r\u0131m yapma, fabrika, yol, baraj (co\u011frafya ve tar\u0131mc\u0131 ya\u015fama kar\u015f\u0131 k\u0131r\u0131m), okul (k\u00fclt\u00fcrel soyk\u0131r\u0131m kurumlar\u0131) ve cami (dinin imhay\u0131 \u00f6rten ideolojik ara\u00e7 olarak kullan\u0131lmas\u0131) in\u015fa etme ve vatan\u0131 savunma ad\u0131na askerlik (kendi kendini vurma sanat\u0131, en az\u0131ndan K\u00fcrt ger\u00e7ekli\u011fini kabul-ret a\u00e7\u0131s\u0131ndan) yapma ad\u0131 alt\u0131nda son derece \u00e7a\u011fda\u015f birer hizmetmi\u015f gibi sunarken, di\u011fer yandan \u00f6z varl\u0131\u011f\u0131n\u0131 koruma ve \u00f6zg\u00fcrl\u00fc\u011f\u00fcn\u00fc sa\u011flama m\u00fccadelesine kar\u015f\u0131 t\u00fcm toplumsal cephelerden sald\u0131r\u0131ya ge\u00e7meyi, imhan\u0131n bir par\u00e7as\u0131 olarak i\u015fbirlik\u00e7ilik yapmay\u0131, a\u011fac\u0131n kurdu misali soy a\u011fac\u0131n\u0131 kemiren kurt\u00e7uklar olu\u015fturmay\u0131 ihmal etmezler. Ekonomi bu a\u00e7\u0131dan bir imha arac\u0131 olarak rol oynamaktan fazlas\u0131yla pay\u0131n\u0131 al\u0131r. <\/p>\n<p>K\u00dcRTLER NASIL \u0130FLAS ETT\u0130?<\/p>\n<p>Son iki y\u00fczy\u0131lda K\u00fcrtlerin ekonomik olarak nas\u0131l iflas etti\u011fine de de\u011finen \u00d6calan, \u201cProto K\u00fcrtler tarihte tar\u0131m ve hayvanc\u0131l\u0131k ekonomisinin temelini atan k\u00fclt\u00fcr\u00fcn sahibidir. Di\u011fer kom\u015fu halk k\u00fclt\u00fcrleriyle birlikte madencilik, ticaret ve acentecilik (karum) temelinde ilk defa tarihte g\u00f6r\u00fcn\u00fcr olan pazar ekonomisini de geli\u015ftirmi\u015flerdir  dedi. \u00d6calan \u015f\u00f6yle devam ediyor:<\/p>\n<p>\u201cK\u00fcrtler, 19. y\u00fczy\u0131la gelinceye, yani kapitalist modernite kendi b\u00f6lgelerine n\u00fcfuz edinceye kadar d\u00fcnya ekonomisinin ba\u015fat unsurlar\u0131ndan idiler. \u0130nsanl\u0131\u011fa ekonomiyi hem maddi kurumsal k\u00fclt\u00fcr, hem de manevi, ahl\u00e2ki bir zihniyet olarak \u00f6\u011fretmi\u015flerdi. Tarihte bu denli k\u00f6kl\u00fc olan k\u00fclt\u00fcrler son iki y\u00fczy\u0131lda ekonomik olarak iflas\u0131n e\u015fi\u011fine getirildiler. Modernite ekonominin ger\u00e7ek yarat\u0131c\u0131lar\u0131ndan intikam al\u0131yordu. \u00d6ncelikle tar\u0131m, hayvanc\u0131l\u0131k, yeralt\u0131 ve yer\u00fcst\u00fc kaynaklar\u0131 s\u00f6m\u00fcrgele\u015ftirildi, talan edildi, kurutuldu. N\u00fcfusun ezici kitlesi, emek\u00e7i tabakalar\u0131 muazzam bir i\u015fsizler ordusuna d\u00f6n\u00fc\u015ft\u00fcr\u00fcld\u00fc. En az \u00fccretle en tortu i\u015flere muhta\u00e7 edildi. T\u00fcm d\u00fcnyada i\u015fg\u00fc\u00e7lerini en ucuza sunmaya mahk\u00fbm bir kitleye d\u00f6n\u00fc\u015ft\u00fcr\u00fcld\u00fc. Bir avu\u00e7 s\u00f6m\u00fcrgeci h\u00e2kim ve zorba g\u00fc\u00e7le komprador ajanlar (s\u00f6zde yerel burjuvalar) d\u0131\u015f\u0131nda, toplum b\u00fct\u00fcn\u00fcyle a\u00e7l\u0131k, i\u015fsizlik ve hastal\u0131ktan k\u0131vran\u0131r durumda, e\u011fitimsiz ve \u00e7aresiz b\u0131rak\u0131ld\u0131. Daha do\u011frusu, bilin\u00e7li olarak dayat\u0131lan bu y\u00f6ndeki iktidar uygulamalar\u0131yla kendisini tam teslim olmaya zorlad\u0131lar. <\/p>\n<p>K\u00dcRTL\u00dc\u011e\u00dc H\u0130\u00c7LE\u015eT\u0130RME MERKEZLER\u0130<\/p>\n<p>G\u00fcn\u00fcm\u00fcz K\u00fcrdistan\u2019\u0131nda ekonominin tam bir zul\u00fcm ve ajanla\u015ft\u0131rma arac\u0131 olarak kullan\u0131ld\u0131\u011f\u0131na i\u015faret eden \u00d6calan, tespitlere yer veriyor:<\/p>\n<p>\u201cToplum a\u00e7 ve i\u015fsiz b\u0131rak\u0131larak t\u00fcm toplumsal niteliklerinden soyunmaya zorlanmakta, K\u00fcrtl\u00fckten vazge\u00e7irme temelinde i\u015f ve a\u015f sahibi olabilece\u011fi belletilmektedir. \u0130yi bir devlet veya \u015firket \u00e7al\u0131\u015fan\u0131 olabilmek i\u00e7in h\u00e2kim ulus\u00e7ulu\u011fun t\u00fcm de\u011ferlerini \u00f6z\u00fcmsemi\u015f olmak temel ko\u015ful haline getirilmi\u015ftir. K\u00fcrtl\u00fck, K\u00fcrt kimli\u011finde \u0131srar g\u00f6zden d\u00fc\u015fmeye ve i\u015f olanaklar\u0131n\u0131 yitirmeye yol a\u00e7makta, a\u00e7l\u0131k ve yoksullu\u011fun gerek\u00e7esi yap\u0131lmaya \u00e7al\u0131\u015f\u0131lmaktad\u0131r. Kurulan holdingler ve \u00fcniversiteler birer K\u00fcrtl\u00fc\u011f\u00fc hi\u00e7le\u015ftirme merkezi olarak i\u015flevselle\u015ftirilmektedir. Barajlar tarih\u00ee yerle\u015fim yerlerini, tar\u0131m alanlar\u0131n\u0131, k\u00f6yleri ve ekolojiyi yutan canavar rol\u00fcn\u00fc oynamaktad\u0131r. K\u00fcrt olgusuna hizmet edebilecek t\u00fcm maddi ve manevi kurumlar\u0131n i\u00e7i bo\u015falt\u0131lmakta, sonra s\u00f6m\u00fcrgele\u015ftirilip K\u00fcrt \u00f6zelliklerini yutma ara\u00e7lar\u0131na d\u00f6n\u00fc\u015ft\u00fcr\u00fclmektedir. Bunun i\u00e7in her t\u00fcrl\u00fc zor ve ekonomik ara\u00e7 (para, i\u015f, pazar, meslek) silah olarak kullan\u0131lmaktad\u0131r. <\/p>\n<p>K\u00dcRTS\u00dcZLE\u015eT\u0130RME POL\u0130T\u0130KASI<\/p>\n<p>G\u00f6r\u00fcn\u00fc\u015fte politika ve iktidarla i\u00e7li d\u0131\u015fl\u0131 olmamas\u0131 gereken ekonomik alanlar\u0131n K\u00fcrt ger\u00e7ekli\u011fini en \u00e7ok kemirip t\u00fcketen alanlar haline getirildi\u011fini belirten \u00d6calan, bu alanda K\u00fcrts\u00fczle\u015ftirme politikas\u0131n\u0131n nas\u0131l i\u015fledi\u011fini \u015f\u00f6yle ifade ediyor:<\/p>\n<p>\u201cEn basit bir bakkaliye faaliyeti bile koz olarak kullan\u0131lmaktad\u0131r. Banka, kooperatif, fabrika ara\u00e7lar\u0131na sahip olman\u0131n yolu K\u00fcrtl\u00fck ger\u00e7e\u011fine elveda demekten ge\u00e7mektedir. K\u00fcrt ger\u00e7ekli\u011fini ya\u015fatmak i\u00e7in bireysel veya kolektif ara\u00e7lar\u0131n geli\u015ftirilmesi yasak kapsam\u0131na al\u0131nmakta, bu y\u00f6nl\u00fc \u00e7abalar \u00fczerinde s\u0131k\u0131 denetim kurulmaktad\u0131r. Kendi yerel pazar\u0131n\u0131 geli\u015ftirme ve korumaya hi\u00e7 f\u0131rsat tan\u0131nmamaktad\u0131r. Pazar \u00fcst\u00fcnde kapitalizmin en vurguncu ara\u00e7lar\u0131 mutlak egemen k\u0131l\u0131nmaktad\u0131r. Zaten neredeyse olmayan yerel metalarla yerine getirilen metalar aras\u0131nda rekabete imk\u00e2n tan\u0131nmamakta, tekelci fiyatlardan korunmak olanaks\u0131z k\u0131l\u0131nmaktad\u0131r. Kredi, tasarruf ve vergilendirme uygulamalar\u0131nda ayn\u0131 ama\u00e7lar, yani K\u00fcrts\u00fczle\u015ftirme ve h\u00e2kim ulusun i\u00e7inde eritme ge\u00e7erli k\u0131l\u0131nmaktad\u0131r. <\/p>\n<p>S\u00d6ZDE K\u00dcRT\u00c7\u00dc G\u0130R\u0130\u015e\u0130MLER<\/p>\n<p>K\u00fcrdistan\u2019\u0131n b\u00fcy\u00fck kent merkezleri ba\u015fta olmak \u00fczere, ekonomik potansiyeli y\u00fcksek alanlar \u00fczerinde tamamen g\u00fcd\u00fcml\u00fc ve metropol merkezlerle ba\u011flant\u0131l\u0131 s\u00f6zde K\u00fcrt burjuva ortaklarla holdinglerin nas\u0131l ve neden kuruldu\u011funa \u00d6calan \u015f\u00f6yle de\u011finiyor:<\/p>\n<p>\u201cHatta bu konuda y\u00f6netici K\u00fcrt i\u015fadamlar\u0131 ve kad\u0131nlar\u0131ndan dem vurulmaktad\u0131r. Bu y\u00f6n\u00fcn\u00fc genelevdekinden beter bir \u015fekilde sunmaya haz\u0131r s\u00f6zde bir\u00e7ok K\u00fcrt, hatta K\u00fcrt\u00e7\u00fc ve sivil toplumcu giri\u015fim ba\u015flat\u0131lmaktad\u0131r. Odalar, birlikler kurulmaktad\u0131r. \u015e\u00fcphesiz t\u00fcm bu alanlar ve giri\u015fimlerde d\u00fcr\u00fcst, kendi ulusal ve toplumsal kimli\u011fine ba\u011fl\u0131 unsurlar da vard\u0131r. Fakat her alanda oldu\u011fu gibi istisnalar genel kural\u0131 bozmaz, tersine do\u011frular.
